Fhb(Fe)092 Controlling Officer’S Reply Examination of Estimates of Expenditure 2020-21 Reply Serial No. FHB(FE)092 CONTROLLING OFFICER’S REPLY (Question Serial No. 2802) Head: (49) Food and Environmental Hygiene Department Subhead (No. & title): (-) Not specified Programme: (2) Environmental Hygiene and Related Services Controlling Officer: Director of Food and Environmental Hygiene (Miss Vivian LAU) Director of Bureau: Secretary for Food and Health Question: In relation to the operation of refuse collection points (RCPs) and refuse collection vehicles (RCVs), please provide this Committee with: 1) the names of outsourced service providers, the periods covered, the numbers of staff employed, the scopes of work, the number of daily journeys required by all RCPs managed by the Food and Environmental Hygiene Department for: i) compaction type RCV; ii) demountable RCV; iii) grab lorry; and iv) street washing vehicle, and also the reason(s) for and the number of delayed and cancelled journeys in the past 5 years. Please set out the information in a table and a map; 2) the gross floor area, the design refuse collection capacity and the actual monthly average amount of refuse collection as at February 2020 for each of the RCPs (including RCPs in rural areas) in the territory over the past 5 years in a table; 3) the names of contractors, contract period, manpower deployment (by the number of foreman, attendant and general cleaner) and facilities of all RCPs in the territory over the past 5 years in a table; 4) the manpower deployment (by the number of foreman, attendant and general cleaner) of Workmen II of the Cleansing Sections of the Department at all RCPs in the territory over the past 5 years in a table; 5) the names, addresses, and timetables of future in-situ reprovisioned off-street RCPs, non in-situ reprovisioned off-street RCPs and newly built off-street RCPs in a map; and Session 13 FHB(FE) - Page 239 6) the service areas of all existing RCPs in a map. Asked by: Hon CHU Hoi-dick (LegCo internal reference no.: 5005) Reply: 1) The refuse and waste collected at the refuse collection points (RCPs) of the Food and Environmental Hygiene Department are delivered by the Department or waste collection service contractors to the refuse transfer stations and landfills managed by the Environmental Protection Department. Information of the current waste collection service contractors in each district is provided at Annex 1. The Department does not keep the other information sought. 2) The approximate areas of 161 permanent off-street and 463 village-type RCPs managed by the Department and their estimated daily amount of collected refuse handled are provided at Annexes 2 and 3 respectively. Existing RCPs were set up at different times in the past with regard to land availability to meet local needs. 3) Generally speaking, permanent off-street RCPs under the management of the Department are provided with 1 attendant in each work shift. Newly built RCPs are equipped with water scrubber systems, vehicle exhaust extraction systems, mechanical ventilation systems, toilets, as well as changing and storage facilities. The Department will consider the provision of mobile refuse compactor in RCPs based on operational needs and where ground situation permits. Information of the current street cleansing contractors (which provide RCP and cleansing services) in each district is provided at Annex 4. 4) The list and staffing arrangement of permanent off-street RCPs with Workmen II of the Cleansing Sections of the Department on duty as RCP attendants are provided at Annex 5. 5) & 6) The permanent off-street RCPs planned to be reprovisioned by the Department are set out at Annex 6. RCPs receive household waste from nearby residential developments delivered either by the public or private waste collectors, as well as street waste collected by the Department’s street sweepers. There is no defined service area for each RCP.     Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall.
