While five senior leaders are on trial for these crimes at the Extraordinary Chambers of the Courts of Cambodia, hundreds of lower level perpetrators live amongst their victims today. This thesis examines how rural Cambodians (including victims, perpetrators, and bystanders) are coexisting after the trauma of the Khmer Rouge years, and the decades of civil war before and after. -
Caring for the Dead Ritually in Cambodia
Caring for the Dead Ritually in Cambodia John Cliff ord Holt* Buddhist conceptions of the after-life, and prescribed rites in relation to the dead, were modified adaptations of brahmanical patterns of religious culture in ancient India. In this article, I demonstrate how Buddhist conceptions, rites and dispositions have been sustained and transformed in a contemporary annual ritual of rising importance in Cambodia, pchum ben. I analyze phcum ben to determine its funda- mental importance to the sustenance and coherence of the Khmer family and national identity. Pchum ben is a 15-day ritual celebrated toward the end of the three-month monastic rain retreat season each year. During these 15 days, Bud- dhist laity attend ritually to the dead, providing special care for their immediately departed kin and other more recently deceased ancestors. The basic aim of pchum ben involves making a successful transaction of karma transfer to one’s dead kin, in order to help assuage their experiences of suffering. The proximate catalyst for pchum ben’s current popularity is recent social and political history in Southeast Asia, especially the traumatic events that occurred nationally in Cambodia during the early 1970s through the 1980s when the country experienced a series of convul- sions. Transformations in religious culture often stand in reflexive relationship to social and political change. For the religious, its occurrence does not necessarily signal life’s end, but rather the beginning of a rite de passage, a transitional experience in which the newly dead leave behind the familiarity of human life for yet another mode of being beyond. -

mCÄmNÐlÉkßrkm<úCa DOCUMENTATION CENTER OF CAMBODIA Phnom Penh, Cambodia www.dccam.org Fourth Quarter Report October – December 2007 SUMMARY Activities for the Khmer Rouge Tribunal Ieng Sary (Democratic Kampuchea’s foreign minister and deputy prime minister), his wife Ieng Thirith (the regime’s social affairs minister), and Khieu Samphan (the former Khmer Rouge head of state), were all arrested in November. Five former Khmer Rouge leaders are now in detention at the ECCC; their trials are slated to begin next year. DC-Cam’s assistance to the ECCC this quarter included placing two Cambodian interns from local universities with the defense team, one of our staff members and a DC-Cam summer legal associate with the Office of the Co-Prosecutor, and one staff member each with the Victims Unit and Defense Team. Following the ECCC’s October issuance of a Practice Direction on Victim Participation, DC-Cam launched its Victims Participation Project. We hosted a conference of 280 Cham Muslim religious teachers and chiefs, who met with US Ambassador Joseph Mussomeli and convened at DC-Cam’s office where they were informed of their participation rights. Our staff then assisted them in filing complaints with the ECCC. Two hundred complaints were filed, and each participant brought 5 forms home for people in their villages; the remaining 80 returned home to fill out the forms with the assistance of their families. The ECCC asked for DC-Cam’s assistance in writing an overview of the comments made by these complainants, citing any difficulties encountered or suggestions made, and in providing translations and a summary/analysis of the complaints. -

Rethinking Truth, Reconciliation, and Justice in Cambodia

For them to succeed, she recommends that the tribunals account for the fact that Buddhism emphasizes a “community-oriented theory of crimes against humanity,” in that the judges should not understand harm as involving only individual culprits and victims (2008: 88). This individuality, she suggests, does not consider the modes of resilience enacted by Theravada Buddhists. As I will show in this paper, some Cambodians have dealt with violence from the past differently than a strict categorization of perpetrator and victim. Who can be held accountable for that violence if everyone is, at once, perpetrator and victim? Given this mode of being-in-the-world, how do people find resilience in the face of past trauma? Keywords: relationality, Theravada Buddhism, postwar, resilience, Cambodia n 2010, when I first visited Cambodia, I lived in the K5 belt, the most densely contaminated minefield in the world at over one thousand landmines per linear mile. I worked with health practitioners who rehabilitated amputees. In the village restaurant, a television stood on a Ibamboo shelf in the center of a mass of plastic tables. Normally, we watched karaoke videos or soap operas. One day it showed some of the trial of a Khmer Rouge (KR) general. -

A study of the process of reconciliation in a developing country with a violent past. Author: Fredrik Persson The aim of this thesis is to analyze the relationship between the Khmer Rouge tribunal in Cambodia and the national reconciliation process. A qualitative method involving secondary source analysis as well as field study interviews is being used. The point of departure is a theoretical framework of reconciliation assembled from different sources, as there seems to be no coherent and widely accepted framework available for use. An analysis model is constructed, focusing on the concepts of justice and truth. The findings indicate that reconciliation is nowhere near fulfillment, although a few steps towards national reconciliation have been taken. The Cambodian process of reconciliation is only at its earliest stages. Furthermore, the findings suggest that there is a strong relationship between the tribunal and the reconciliation process, inasmuch as the tribunal is perceived to have positive effects on reconciliation, and that continued reconciliation would not be possible without the tribunal. The tribunal is not the only part in reconciliation though, it is a necessary but not sufficient precondition for continued reconciliation. The tribunal can not bring reconciliation close to fulfillment on its own, other mechanizms must be involved in order to do so.
