The Local Plan will guide where new development will take place across the Borough area, and identify how places will be shaped in the future. The purpose of the Local Plan is to set out a vision for the development of the Borough, objectives to guide growth, and policies to make sure that new development meets local needs in line with national policy. 1.2 The Local Plan for Stafford Borough consists of three documents: The Plan for Stafford Borough which sets out the strategic policies for the Borough. It contains the development strategy, including identifying the sustainable settlement hierarchy, allocates significant development for Stafford and Stone through Strategic Development Locations and details topic specific policies. The Plan for Stafford Borough was adopted on the 19th June 2014. The Plan for Stafford Borough: Part 2 (formerly known as the Site Allocations document(1)) sets out an approach to development in the sustainable settlement hierarchy, establishes boundaries for the Recognised Industrial Estates, considers retail frontages, and gypsy and traveller allocations. -

Plans are ‘sound’ if they are: - Positively Prepared – providing a strategy which, as a minimum, seeks to meet the area’s objectively assessed needs; and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development; - Justified – an appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence; - Effective – deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground; and - Consistent with national policy – enabling the delivery of sustainable development in accordance with policies in this Framework. 1.2 Johnson Mowat make the following comments in relation to a number of Draft Policies in the Publication Draft and to the rejection of site LP1109, Northedge Lane, Hipperholme, Brighouse on behalf of Highstone Homes, who have in interest in the site. -

Abstract of thesis. Land in Halifax parish was steep and infertile, partible inheritance was traditional, and the inhabitants resorted to industry. By 1700 the occupational structure indicates exceptional industrialisation. The study examines developments as additional products were introduced, each with distinct origins and technology, and industry transferred from cottages to factories. -

WPI routinely publishes these reports on its web site without editorial or peer review. Abstract The London Borough of Brent aims to reduce its carbon emissions via implementation of decentralized energy schemes including combined heat and power systems. The objective of this project was to aid Brent in the early stages of its decentralized energy master planning. By examining policies of other boroughs and studying major development areas within Brent, the WPI project team has concluded that the council must actively facilitate the development of decentralized energy systems through the use of existing practices and development of well supported policies. i Authorship Page This report was developed through a collaborative effort by the project team: Anthony Aldi, Karen Anundson, Andrew Bigelow, and Andrew Capulli.
