Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Thesis submitted for the degree of Doctor of Philosophy at the University of Leicester by Emma Dwyer School of Archaeology and Ancient History University of Leicester 2014 Thesis abstract: Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Emma Dwyer This thesis has used building recording techniques, documentary research and oral history testimonies to explore how concepts of the modern and new between the 1870s and 1930s shaped the urban built environment, through the study of a particular kind of infrastructure that was developed to meet the needs of expanding cities at this time – social (or municipal) housing – and how social housing was perceived and experienced as a new kind of built environment, by planners, architects, local government and residents. This thesis also addressed how the concepts and priorities of the Victorian and Edwardian periods, and the decisions made by those in authority regarding the form of social housing, continue to shape the urban built environment and impact on the lived experience of social housing today. In order to address this, two research questions were devised: How can changing attitudes and responses to the nature of modern life between the late nineteenth and early twentieth centuries be seen in the built environment, specifically in the form and use of social housing? Can contradictions between these earlier notions of the modern and new, and our own be seen in the responses of official authority and residents to the built environment? The research questions were applied to three case study areas, three housing estates constructed between 1910 and 1932 in Birmingham, London and Liverpool. -

Following Wacquant, it has become the orthodoxy that one of the major vectors of advanced marginality is territorial stigmatisation and that this particularly affects social housing es- tates, for example via mass media deployment of the ‘sink estate’ label in the UK. This article is based upon a multi-method case study of the Aylesbury estate in south London—an archetypal stigmatised ‘sink estate.’ The article brings together three aspects of residents’ experiences of the Aylesbury estate: territorial stigmatisation and dissolution of place, both of which Wacquant focuses on, and housing conditions which he neglects. The article acknowledges the deprivation and various social problems the Aylesbury residents have faced. It argues, however, that rather than internalising the extensive and intensive media-fuelled territorial stigmatisation of their ‘notorious’ estate, as Wacquant’s analysis implies, residents have largely disregarded, rejected, or actively resisted the notion that they are living in an ‘estate from hell,’ while their sense of place belonging has not dissolved. By contrast, poor housing—in the form of heating breakdowns, leaks, infes- tation, inadequate repairs and maintenance—caused major distress and frustration and was a more important facet of their everyday lives than territorial stigmatisation. -

A three-year partnership, announced today, between the Hayward Gallery and the Bagri Foundation will brinG a series of new outdoor art commissions to the Southbank Centre. Aimed at providinG artists from or inspired by Asia and its diaspora with the opportunity to create a prominent public commission, this new initiative is the latest addition to a growing programme of outdoor art installations and exhibitions across the Southbank Centre’s iconic site. The BaGri Foundation commission, launchinG next month, will take place every summer until 2023. Founded with roots in education, the Bagri Foundation is dedicated to realising artistic interpretations and ideas that weave traditional Asian culture with contemporary thinkinG. This mission underpins the three-year partnership between the Foundation and the Hayward Gallery, brinGinG new artistic encounters to the General public. Each year, an artist will be commissioned to produce a site-specific work that invites visitors to London’s Southbank Centre to experience contemporary art in a unique and unexpected space beyond the gallery. The first commission launches in AuGust 2021 with a larGe-scale installation by collective Slavs and Tatars. With a focus devoted to an area East of the former Berlin Wall and West of the Great Wall of China known as Eurasia, Slavs and Tatars’ practice questions understandings of language, ritual and identity through a blend of pop aesthetics, cultural traditions and overlooked histories. -

Domestic 4: Modern Houses and Housing Listing Selection Guide Summary Historic England’s twenty listing selection guides help to define which historic buildings are likely to meet the relevant tests for national designation and be included on the National Heritage List for England. Listing has been in place since 1947 and operates under the Planning (Listed Buildings and Conservation Areas) Act 1990. If a building is felt to meet the necessary standards, it is added to the List. This decision is taken by the Government’s Department for Digital, Culture, Media and Sport (DCMS). These selection guides were originally produced by English Heritage in 2011: slightly revised versions are now being published by its successor body, Historic England. The DCMS‘ Principles of Selection for Listing Buildings set out the over-arching criteria of special architectural or historic interest required for listing and the guides provide more detail of relevant considerations for determining such interest for particular building types. See https://www.gov.uk/government/publications/principles-of- selection-for-listing-buildings. Each guide falls into two halves. The first defines the types of structures included in it, before going on to give a brisk overview of their characteristics and how these developed through time, with notice of the main architects and representative examples of buildings. The second half of the guide sets out the particular tests in terms of its architectural or historic interest a building has to meet if it is to be listed. A select bibliography gives suggestions for further reading. This guide, one of four on different types of Domestic Buildings, covers modern houses and housing.
