This assessment was completed as a compliance document and part of preparation of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance for the Kings Area Rural Transit (KART) Transit Station that includes a 19,000-square-foot Transit Building, offsite parking, and onsite bus parking. The approximately four-acre project site is located in the downtown area of the City of Hanford, California, and has been previously developed (Attachment A, Figure 1 and Figure 2). UltraSystems conducted a cultural resources study to evaluate the potential presence of cultural resources within the project boundary and project vicinity. The background research and archival study included a one-half-mile buffer surrounding the project site boundary. In general, the project is located in a mixed commercial area that includes an extensive and mature developed landscape.

    ABSTRACT THE STRESS SYSTEM OF CHUKCHANSI YOKUTS The stress system of Chukchansi, a variety of Yokuts, has never been studied in any detail. In this thesis, I illustrate how primary stress works followed by its acoustic correlates. I first illustrate that primary stress is attracted first and foremost to long-vowel syllables. When no long vowel is present, stress is, by default, on the penultimate syllable. Stress acoustically manifests itself most strongly with greater intensity. Intensity is shown to be a strong correlate of stress as it consistently makes inherently less-intense vowels more intense than neighboring inherently more-intense vowels. Pitch too is shown to be a consistent and reliable correlate of stress; every stressed syllable contains higher a pitch than non-stressed syllables. Vowel lengthening and vowel quality differences are shown to not be reliable acoustic correlates of stress in Chukchansi.     Chapter 2. Native Languages of West-Central California This chapter discusses the native language spoken at Spanish contact by people who eventually moved to missions within Costanoan language family territories. No area in North America was more crowded with distinct languages and language families than central California at the time of Spanish contact. In the chapter we will examine the information that leads scholars to conclude the following key points: The local tribes of the San Francisco Peninsula spoke San Francisco Bay Costanoan, the native language of the central and southern San Francisco Bay Area and adjacent coastal and mountain areas. San Francisco Bay Costanoan is one of six languages of the Costanoan language family, along with Karkin, Awaswas, Mutsun, Rumsen, and Chalon. The Costanoan language family is itself a branch of the Utian language family, of which Miwokan is the only other branch. The Miwokan languages are Coast Miwok, Lake Miwok, Bay Miwok, Plains Miwok, Northern Sierra Miwok, Central Sierra Miwok, and Southern Sierra Miwok. Other languages spoken by native people who moved to Franciscan missions within Costanoan language family territories were Patwin (a Wintuan Family language), Delta and Northern Valley Yokuts (Yokutsan family languages), Esselen (a language isolate) and Wappo (a Yukian family language). Below, we will first present a history of the study of the native languages within our maximal study area, with emphasis on the Costanoan languages. In succeeding sections, we will talk about the degree to which Costanoan language variation is clinal or abrupt, the amount of difference among dialects necessary to call them different languages, and the relationship of the Costanoan languages to the Miwokan languages within the Utian Family.

    The First Californians: Native Cultures California has a greater variety of geographical regions, landforms, and climates than any area of comparable size in what is now the United States. Likewise, an extraordinary cultural diversity prevailed among the Indian people of California. Styles of housing, dress, and transportation varied from one region to the other. Kinship systems and forms of political organization differed throughout the state, as did religious beliefs and practices. In an effort to describe the great diversity of California Native communities, scholars have divided the state into six geographically distinct "culture areas." The residents of each culture area shared many common traits, such as dress, housing, manufacturing methods, and other routine activities. A Diverse People in a Diverse Land California has a greater variety of geographical regions, landforms, and climates than any area of comparable size in what is now the United States. Likewise, an extraordinary cultural diversity prevailed among the Indian people of California. Styles of housing, dress, and transportation varied from one region to the other. Kinship systems and forms of political organization differed throughout the state, as did religious beliefs and practices. Origins and Antiquity According to the traditional beliefs of California Indians, they are a people who were created here and who have lived forever in their ancestral homelands. Each culture has its own creation story. Widely differing versions of creation flourish even within individual communities. The Native people recognize the unlikelihood of agreement on matters of such importance: "This is how we tell it; they tell it differently." Most anthropologists believe that the aboriginal population of California descended from ancient people who crossed into North America from Asia over the land bridge connecting the two continents during the glaciations of the late Pleistocene Epoch.

  • Chapter 3. West-Central California Cultural and Genetic Groups
    Chapter 3. West-Central California Cultural and Genetic Groups In this chapter we describe the cultures of west-central California at the time of Spanish entry, then look at the evidence from archaeology, physical anthropology, and linguistic prehistory that might explain the culture patterns. The first section examines the concept of a cultural unit in California ethnography. The second section reviews attempts to quantify cultural similarities and differences among ethnographic groups in western North America. The third section summarizes evidence for specific cultural variation among Costanoan-speaking cultures at Spanish contact. Next follows a section on archaeology, osteology, DNA studies, and proto-language reconstuctions as they pertain to the emergence of contact-period Ohlone/Costanoan cultures. This chapter concludes with a summary of the strong evidence for a significant separation between the cultures of Monterey Bay and San Francisco Bay Costanoan groups. LANGUAGE AND CULTURE Anthropologists organize data about native Californians as though language groups, and sometimes native language families (as in the case of the Costanoans), were unified cultural units. In this section we examine that approach to data organization, its history, and its consequences. Culture is Related to Language “Culture” is both a simple concept and one nearly impossible to define with a few words. Anthropologists Alfred Kroeber and Clyde Kluckhohn published a list of 160 different definitions of culture in 1952. Having struggled through their list without finding a single definition to be completely satisfactory, we offer our own definition of culture here: Culture is the shared constellation of concepts (ideals, values, material templates, and rules for living) and patterned behaviors (at times contrary to the concepts) that enables a human group to survive and solve problems together.

The women sat on the large rock mortar. This would make the acorn into flour after his mother leached the flour with the fresh water from the creek near the camp. This cleaned, mushy flour would often be cooked as hot cereal. He was hungry and this would be breakfast. The boy could hear the thump, thump, thump of their rock pestles as they pounded the acorns into flour. He knew that his mother would leach the flour with fresh water from the nearby creek and then would cook the sweet flour in a special cooking basket. The thought of the warm acorn mush made the boy’s mouth water. He was hungry.
