PLANNING THE FUTURE OF THE PARISH 2016 - 2030 BREMHILL PARISH CONSULTATION STATEMENT

This consultation statement provides details of the consultation process undertaken as part of the development of the Bremhill Parish Neighbourhood Plan, as set out in the Neighbourhood Planning (General) Regulations 2012.

The Bremhill Parish Council and the Steering Group have been working on the development of the Neighbourhood Plan since February 2013. Bremhill parish is a large rural parish with four settlements, the villages of Bremhill, Foxham, , and .

Regular Steering Group meetings were held to manage the process and keep the Parish Council informed.

The Parish Council designated the parish boundary as the designated area for the Plan. This was submitted to Council for local people to make comment. The designated area was published on the council website. There was one comment received from a member of the public. This designated area was agreed with the Council in on 30th April 2014.

The community is active within each ward where the village hall is the centre of activities and all are used for social occasions. It was at such events that the residents were informed of the progress of the Plan. provided a Housing Survey, which was sent to each household. This was followed by a detailed Neighbourhood Plan questionnaire to each household, 394 were sent out and 187 returned which was just under a 50% return.

The Parish Council reported on the progress of the development of the plan, and these monthly meetings are open to the public.

A monthly update was included in the parish newsletter, which is circulated to each household.

Regular updates were given at parish events during the progress of the Plan.

The parish website (bremhillparish.org) held documents for review as they were completed.

After the parish survey was assessed, the Steering Group gave three presentations in the village halls, which was attended by a total of 150 residents.

1 Posters were put in the two public houses, on village notice boards, in the three village halls, and details of the presentations were circulated by email to residents. The Gazette and Herald news- paper ran a short editorial notifying local people of the process of the consultative meetings.

Feedback questionnaires were provided at the end of each presentation to increase the informa- tion from residents and those comments were fed into the revised Neighbourhood Plan.

A business questionnaire was sent to 75 businesses in the parish. This information helped inform the section on the rural economy.

As a result of comments a small group reviewed the performance of rural broadband, and this section has been included in the appendix.

The Steering Group has had meetings with the developer 2020. Chippenham 2020 revealed plans to build 2,000 houses within the parish at New Leaze Farm at a public presenta- tion on 7th January 2015.

All of the information from both surveys has been assimilated and this has allowed the steering group to provide information that will steer the parish for the next 15 years to 2030.

Our Link Officers have provided a valuable contribution to the Plan, and have allowed a channel of communication to open up between the Council and the Steering Group.

Meetings have been held with Wiltshire Wildlife Trust, and Natural .

The Plan went out to public consultation in November 2015, the Plan was placed in the three vil- lage halls, and the two public houses. Notices were put up in the village halls and notice boards informing the public of the consultation process. It was also reported in the Gazette & Herald newspaper, and on the parish website.

Neighbouring Parish Councils received a copy of the Plan for review and comment.

A copy of the draft document was submitted to the EIP in November 2015 for the information of the Planning Inspector reviewing the Chippenham Site Allocation Process (CSAP).

2 A number of letters were received and the comments noted. An additional six weeks consultation was undertaken, in total 12 weeks. Letters from the public have been included as evidence on the parish website and are included in Part 2 of the Plan in the appendix.

Members of the Parish Council had a meeting with the directors of Chippenham 2020, and walked the proposed site at New Leaze farm. A letter of objection was received from Chippenham 2020 on the allocation of an area of Designated Green Space at New Leaze Farm. After consulta- tion with the Parish Council, and advisors the Parish Council has redefined the policies and the area of Designated Green Space as shown in the consultation copy of the Neighbourhood Plan was considered to be too large to be tenable, and therefore the policies amended accordingly.

A letter was sent from the Parish Council to Chippenham 2020 acknowledging their response to the consultation. The Company was informed that as a result of their comment the area of Designated Green Space at New Leaze Farm had been removed from the Plan.

For technical appraisal the Plan was submitted to Mr. Graham Self, a Planning Consultant, and he reviewed the plan and fed his comments back to the team. As a result a number of policies were re - drafted.

These policies were sent to Louise Tilsed , Wiltshire Council, Senior Planning Officer, (our link officer), who made comment and those policies were revised.

Meetings have continued with Louise Tilsed during 2016, and the Basic Conditions Statement was agreed in June.

Other correspondence from parishioners was recorded and where appropriate their comments were noted and recorded in the Plan. One specific concern was the consideration of a small housing development at the Hatts Coaches site in Foxham. As the plan was emerging this land was sold, and remains as commercial use, which satisfied local residents.

The Parish Council has consulted with the Wiltshire Strategic Assets & FM team regarding the Designated Green Space at Lodowicks. Although the Council wish to pursue a proposal to build on this land the local residents are unanimously against this proposal, and there is evidence to suggest that local residents have used this land for recreation for many years.

3 A meeting was held with the Louise Tilsed and Will Gray from Wiltshire Estates, he identified land at Hither Farm as Council owned property, which may be suitable for affordable housing. This land is on Stanley Lane and close to Chippenham.

The following have reviewed the draft Neighbourhood Plan during the consultative process, Historic England, Natural England and the Environment Agency. All three groups raised no objec- tions to the Plan. Wiltshire Council has completed an SEA, and an HRA has also been completed.

All correspondence has been placed on the Plan website for reference.

The Plan will be submitted to Wiltshire Council for a 6 week review process. The Plan will be put on the Council website for review by residents in Wiltshire.
