This document provides a screening determination of the need to carry out a Strategic Environmental Assessment (SEA) of the Bremhill Neighbourhood Plan. 1.2. Wiltshire Council, as the ‘Responsible Authority’1 under the SEA Regulations2, is responsible for undertaking this screening process of the Bremhill Neighbourhood Plan. It will determine if the plan is likely to have significant environmental effects, and hence whether SEA is required. 1.3. This process has been carried out in accordance with the requirements of European Directive 2001/42/EC3, often known as the Strategic Environmental Assessment (SEA) Directive, which has been transposed into English law by the SEA Regulations. 2. Legislative requirements 2.1. The Localism Act 2011 requires neighbourhood plans to comply with EU legislation. The screening procedure outlined in this report meets the requirements of the SEA Directive and Regulations, as introduced in Section 1 of this document. 2.2.     [Draft text by Dr Louise Ryland-Epton, completed April 2021 apart from the first section and minor checking to be undertaken when restrictions are lifted] BREMHILL LANDSCAPE, SETTLEMENT AND BUILDINGS [not yet completed] LANDOWNERSHIP Before the Reformation the manors of Bremhill, Foxham and Spirthill were in possession of the monks of Malmesbury abbey. The adjacent manor of Stanley belonged to the Cistercian order of Stanley abbey. At the dissolution of the monasteries, these estates were acquired by Sir Edward Bayntun. From the 16th to the 20th century, they were primarily held by non- resident lords. In the 20th century, these estates were sold off as separate farms and small holdings. Bremhill Manor King Athelstan gifted an estate at Bremhill to Malmesbury abbey c.935.1 However, the authenticity of the charter has been questioned.2 A confirmation of the abbey’s land and privileges by Edward in 1065 is also disputed.3 In 1086 the manor of Bremhill was held by the monks of Malmesbury abbey. It paid geld for 38 hides.4 The estate was surrendered to the crown in 1539 and acquired by Sir Edward Bayntun of Bromham (will pr. 1545), vice- chamberlain to five wives of Henry VIII, the following year.5 Sir Edward Bayntun was succeeded by his son, Andrew (d.1564).6 Andrew briefly lost control of his estates, after which financial difficulties led him to entail them to his brother, Edward (d.1593). However, the financial mismanagement continued, and on Andrew’s death in 1564, his brother was involved in a court action to secure the inheritance.

    BREMHILL PARISH HISTORY TRAIL SITE Maud Heath’s Causeway 2 The gift of 1474 In 1474 a wealthy widow named Maud Heath gifted a number of properties in Chippenham into a trust fund so that the income from them could be used to create and maintain a causeway. This enabled folk from in and around Bremhill to travel to and from Chippenham by foot or packhorse without getting bogged down in the mud or wading through flooded fields. The pathway, some 4.5 miles long starts at the stone marker at the top of Wick Hill, descending to the river meadows at Kellaways before crossing through Langley Burrell and ending at Chippenham Clift. (An inscribed stone marks the end of it on the road, close to the roundabout by St Paul’s Church.) The first known public declaration of Maud Heath’s intentions were made by the trustees in 1698 when they set up a memorial pillar by Kellaways Bridge with an inscription that reads: ‘To the memory of the worthy MAUD HEATH of Langley Burrell Widow Who in the year of Grace 1474 for the good of Travellers did in Charity bestow land and houses about Eight Pounds a year forever to be laid out on the Highways and Causey leading from Wick Hill to Chippenham Clift. This Monument and Statue, Wick Hill, 1838 Piller was set up by the feoffees in 1698 Injure me not’ In memory of Maud Heath by the 3rd Marquis of Lansdowne, Rev. L. M. Bowles and Trustees Her pathway has been in constant use for more than five centuries during which time numerous trustees have been responsible for the financing and maintenance of it; overseeing the erecting of the monuments to celebrate the lady and her gift.

    Kellys Directory Extract 1931 Bremhill - Foxham BREMHILL (or Bremble) is a large parish and village, 2½ miles north-west from Calne terminal station of a branch of the Great Western railway and 4 east from Chippenham, in the Chippenham division of the county, hundred of Chippenham, petty sessional division, rural district and county court district of Calne, rural deanery of Avebury (Avebury portion), archdeaconry of Wilts and diocese of Salisbury. The church of St Martin is a building of stone in the Norman, Early English and Perpendicular styles, consisting of chancel, nave of three bays, aisles, south porch and an embattled western tower, with pinnacles, containing 6 bells: a stained window was placed in the church in 1864, in memory of a former vicar, Archdeacon Drury, and there are five others, placed by the Rev. Canon E. P. Eddrup M.A. vicar 1868-1906; the east window was given in his memory in 1927: in the chancel is a monument to the last Hungerford of Cadenham, d. 1698: the font dates from 1180: there are sittings for 250 persons. The register dates from March 28, 1591. The living is a vicarage, with the rectory of Highway annexed, joint net yearly value £617, with 209 acres of glebe and residence, in the gift of the Bishop of Salisbury, and held since 1917 by the Rev. Arthur Edward George Peters M.A. of Worcester College, Oxford, prebendary of Durnford in Sarum Cathedral and rural dean of Avebury. In Bremhill there is a free library, the gift of Lord Fitzmaurice, with a convenient reading room.

    Kellys Directory Extract 1931 Bremhill – Spirthill BREMHILL (or Bremble) is a large parish and village, 2½ miles north-west from Calne terminal station of a branch of the Great Western railway and 4 east from Chippenham, in the Chippenham division of the county, hundred of Chippenham, petty sessional division, rural district and county court district of Calne, rural deanery of Avebury (Avebury portion), archdeaconry of Wilts and diocese of Salisbury. The church of St Martin is a building of stone in the Norman, Early English and Perpendicular styles, consisting of chancel, nave of three bays, aisles, south porch and an embattled western tower, with pinnacles, containing 6 bells: a stained window was placed in the church in 1864, in memory of a former vicar, Archdeacon Drury, and there are five others, placed by the Rev. Canon E. P. Eddrup M.A. vicar 1868-1906; the east window was given in his memory in 1927: in the chancel is a monument to the last Hungerford of Cadenham, d. 1698: the font dates from 1180: there are sittings for 250 persons. The register dates from March 28, 1591. The living is a vicarage, with the rectory of Highway annexed, joint net yearly value £617, with 209 acres of glebe and residence, in the gift of the Bishop of Salisbury, and held since 1917 by the Rev. Arthur Edward George Peters M.A. of Worcester College, Oxford, prebendary of Durnford in Sarum Cathedral and rural dean of Avebury. In Bremhill there is a free library, the gift of Lord Fitzmaurice, with a convenient reading room.
