We all know the frustration that comes from sitting in a sea of taillights or watching a traffic signal repeatedly turn red as we creep toward an intersection. Congestion is nothing new in Massachusetts, but traffic data, anecdotal information, and our own daily experiences seem to be telling us that travel times are getting longer, becoming less predictable, or both. Congestion has become an unpleas- ant fact of life for too many Massachusetts drivers, who are finding that it takes longer than it used to in order to get where they are going.
