CROOK Ghana's decentralised form of administration run by elected District Assemblies was created in 1989 by Jerry Rawlings' military government. As in Uganda under Museveni's National Resistance Council regime, it was inspired by populist theories of participatory, community-led democracy which idealised the consensual character of 'traditional' village life and rejected the relevance of political parties. The Assemblies remain by law 'no-party' institutions, notwithstanding Ghana's transition to multi-party constitutional democracy in 1992. Their performance since 1989 is examined in the light of the question: to what extent can the Ugandan 'no-party' model continue within a context of party competition, given that it assumes the all-inclusive and non-conflictual character of community politics? The conclusion is that the contradictions between the no-party consensual model, de facto ruling party domination and the reality of local conflict have created significant difficulties for the Assembly system. -

John Agyekum Kufuor, Former President of the Republic of Ghana Presidential Candidate of the New Patriotic Party, Nana Addo Dankwa Akufo-Addo Honourable Members of Parliament Chiefs and Traditional Leaders Members of the Diplomatic Corps Representatives of other Political Parties Students Members of the Media Distinguished Invited Guests Fellow Ghanaians Ladies and Gentlemen Good evening! 2 I would like to thank all of you for taking the time out of your busy schedules to attend or listen to this lecture on the current state of our economy. First of all, I would like to assure all Ghanaians that this lecture, as has been the case with all my lectures, will be based on an objective analysis of the data that we have on the economy. Ultimately the data and the facts will speak for themselves. So what does the data say about the state of our economy after eight years of economic management under the NDC, with President John Mahama in charge as head of the economic management team for four years and as President for another four years. RESOURCE INFLOWS Mr. Chairman, any assessment of the state of the economy and the performance of the government must be against the background of the amount of resources at the disposal of the government. At a public lecture in September 2008, then Vice-Presidential candidate John Mahama said: "To whom much is given much is expected." I would like, with his permission, to borrow his exact words to describe his government’s exact performance in the last 8 years. -

SPEECH BY NANA AKUFO-ADDO, 2016 PRESIDENTIAL CANDIDATE OF THE NEW PATRIOTIC PARTY, AT THE 2ND ALIU MAHAMA MEMORIAL LECTURES AT THE BANQUET HALL, STATE HOUSE, ACCRA, ON 9TH DECEMBER, 2014 ON “ONE GHANA: SECURING OUR FUTURE”. It was with great pleasure, tinged with considerable sadness, that I accepted the invitation from my good friend, Kwasi Abeasi, the Chairman of the Board of Trustees of the Aliu Mahama Foundation, to be the second speaker in the series of the Foundation’s Annual Memorial Lectures. Pleasure, because, having missed last year’s inaugural lecture delivered, according to my information, with panache and verve by Mahamudu Bawumia, I would be able, today, to bear testimony to the distinguished statesman in whose honour the Foundation and these Memorial Lectures have been instituted. Shakespeare’s inimitable language, in the mouth of Mark Anthony, during his celebrated funeral oration for Julius Ceasar, captures it best: “He was my friend, faithful and just to me.” Dependable friend, faithful colleague, just leader – the attributes of Aliu Mahama. The first of his faith in our history to occupy the high office of Vice President of the Republic, his conduct in that office was a credit to all Moslems, and, indeed, to all Ghanaians. Proud Dagomba, he personified the best traits of the Ghanaian character – patriotic, responsible, tolerant. I remember the first speech he made to the gathered ranks of the NPP at our Congress in Ho in 2000, soon after his nomination as running mate to then candidate J.A. Kufuor, with whom he partnered to give the Fourth Republic its best government so far. -

On behalf of NABA, our co-hosts Norfund and the Norwegian Ministry of Foreign Affairs, a warm welcome to the 7th Nordic-African Business Summit, the leading Nordic business conference on Africa. A special welcome to H.E. Vice-President Dr. Mahamudu Bawumia of Ghana, who will be giving today’s keynote speech. By gathering distinguished speakers, Minister delegations, Ambassadors and guests from the Nordic and African business communities, we hope that this summit will be a unique opportunity to network across industries, make new business connections between countries, and share valuable experiences. Today’s overall theme is “Investing in Africa’s transition: How, not Why?” Africa has seen staggering growth over the last 15 years. It is now the world’s second fastest growing region, with the youngest population. The continent will also hold the world’s largest workforce by 2040. These transitions will require a committed private sector that can help grow food supply, healthcare services, infrastructure/ energy, communication, technology and educational services, among much else. We also want to address the “how” question today. How do you succeed, how do you create good partnership, what are the lessons learnt? NABA will continue to play our part, proud of our role in bridging Norwegian and African business communities. Our core activities are analysis of current landscape, and advocacy for more, better and safer business collaboration between Norway and Africa. Overview Sources report that the New Patriotic Party (NPP) was founded in 1992 (Europa 2013a; PHW 2012, 543; NPP n.d.a). The NPP is reportedly the main opposition party in Ghana (Reuters 9 Apr. 2013; Deutsche Welle 30 Nov. 2012; Daily Trust 14 Jan. 2013). On its website, the NPP describes itself as a "liberal democratic party" that champions "multi-party democracy" (n.d.a). The NPP's aims and objectives reportedly include: • protecting human rights and rule of law; • building a "free and democratic system of government" • reducing "excessive centralization" in the government • promoting a "vibrant, free-market economy" • improving climate for private enterprise by decreasing bureaucratic restrictions. (NPP n.d.c) Similarly, the 2012 Political Handbook of the World (PHW) reports that the NPP's platform advocates for human rights, strengthening democracy, and holding free and fair elections (2012, 543). -

OUP CORRECTED PROOF – FINAL, 30/7/2019, SPi 3 Strong Democracy, Weak State The Political Economy of Ghana’s Stalled Structural Transformation Danielle Resnick 3.1 Introduction What are the political and institutional factors that enable governments to pursue policies to promote economic and agricultural transformation? Sus- taining growth, achieving inclusive development, and promoting structural transformation require qualitatively different, albeit not necessarily mutually distinct, economic policy interventions. In particular, respecting property rights, investing in broad-based public goods, such as infrastructure, education, and health, and adhering to macroeconomic stability, can be critical “funda- mentals” for, or enablers of, sustainable growth, but they do not necessarily result in structural transformation (see Chapter 2 of this book, and Rodrik 2014). Instead, the latter may be more likely when specific industries are favored, firms are incentivized, and market failures within and across sectors are over- come (see Sen 2015). Hausmann et al. (2008) identify three different types of market failures that need to be overcome in order to achieve transformation: self-discovery externalities (identifying new products that can be produced profitably), coordination externalities (engaging in simultaneous investments upstream and downstream), and missing public inputs (legislation, accredit- ation, and infrastructure). Structural transformation therefore requires more activist government policies beyond providing an enabling environment. However, some of the economic policy levers that are available for address- ing these market failures may be more viable in certain political and institu- tional settings than others. By investing in the economic “fundamentals,” peaceful, democratic societies are typically better at sustaining growth than conflict-ridden, autocratic ones (e.g., Acemoglu and Robinson 2012; Feng 1997; Gerring et al. -

ADEDEJI Abstract: Jerry John Rawlings, Ghana's leader since the December 31, 1981 coup until the 2000 elections, was a Flight Lieutenant in the Air Force and a militant populist when he led the first coup of June 4, 1979, that overthrew the regime of Gen. Fred Akuffo, who had, in turn, deposed his predecessor, Gen. I.K. Acheampong, in a palace coup. According to Shillington (1992), Rawlings was convinced that after one year of the Akuffo regime, nothing had been changed and the coup amounted to a "waste of time," and "it was then up to him to change not only the status quo, but also put the country back on track."1 Rawlings, unlike many other leaders in Ghana's history, subsequently led the country through the difficult years of economic recovery and succeeded in giving back to Ghanaians their national pride. Chazan (1983) observes "without Rawlings' strength of character and unwavering determination, Ghana would not have survived the Economic Recovery Programs (ERPs) of the 1980s put in place by the ruling Provisional National Defence Council (PNDC)."2 Rawlings saw his leadership role to be that of a "watchdog" for ordinary people and he addressed problems of incompetence, injustice and corruption. Rawlings also instituted a transition from authoritarianism to multi-party democracy by attempting to decentralize the functions of government from Accra to other parts of the country.3 When the PNDC established the People's Defence Committees (PDCs), a system of cooperatives, it became a unique move never before seen in Ghana's political economy. -
