3 The Regional Balance of Presidential Tickets in Ghanaian Elections: Analysis of the 2008 General Elections Ziblim Iddi Introduction Ghana’s Fourth Republican Constitution prescribed a hybrid of the presidential and parliamentary systems of government to be practiced in a multi-party democracy. This is a clear departure from the country’s previous attempt at constitutional government in the first three republics. The country experimented with the presidential system of government in the first and third republics, and practiced the parliamentary system under the second republic. It is reported that the constitutional experts assembled by the Provisional National Defense Council (PNDC) government to produce a draft constitution for the fourth republic were guided by the lessons learned under the first three republican constitutions. For example, the requirement that the majority of ministers of state shall be appointed from among members of Parliament as prescribed by Article 78 of the 1992 constitution was recommended because of lessons learned under the third republican constitution. The president, under the third republic, failed to get his budget passed by parliament in 1981. This was largely blamed on the fact that no member of parliament was a minister of state under the 1979 constitution. The framers of the 1992 constitution, therefore, recommended hybridization to cure the mischief of members of parliament of the ruling party sabotaging the president’s agenda. Nonetheless, Ghana’s current hybrid system of government could easily pass for a presidential system (Ninsin 2008). 64 Issues in Ghana’s Electoral Politics The institutional arrangement and power dynamics between the executive and the legislature sanctioned by the 1992 constitution has inadvertently created what is gradually becoming an ‘imperial presidency’ in Ghana. -

CROOK Ghana's decentralised form of administration run by elected District Assemblies was created in 1989 by Jerry Rawlings' military government. As in Uganda under Museveni's National Resistance Council regime, it was inspired by populist theories of participatory, community-led democracy which idealised the consensual character of 'traditional' village life and rejected the relevance of political parties. The Assemblies remain by law 'no-party' institutions, notwithstanding Ghana's transition to multi-party constitutional democracy in 1992. Their performance since 1989 is examined in the light of the question: to what extent can the Ugandan 'no-party' model continue within a context of party competition, given that it assumes the all-inclusive and non-conflictual character of community politics? The conclusion is that the contradictions between the no-party consensual model, de facto ruling party domination and the reality of local conflict have created significant difficulties for the Assembly system. -

The narrative begins in 1948, extending through the years of decolonization, and ends in 1966, when the first postcolonial government led by Kwame Nkrumah was overthrown by a military coup d’état. Drawing on insights from political economy, the history of economics and the sociology of science, the study is constructed as a series of microhistories of public institutions, social scientists, statistical enquiries and development plans. -

Akwasi Afrifa: An Appraisal of Ghana’s One Time Military Ruler By Adeyinka Makinde Region: sub-Saharan Africa Global Research, November 05, 2019 Theme: History Akwasi Afrifa, military officer and political leader of Ghana, is a man whose legacy still polarises his countrymen to this day. Should he be remembered as a principled believer in democratic values who helped rescue Ghana from a “dictator” leading his nation to ruin? Or was he an unscrupulous and ambitious opportunist whose participation in Ghana’s first military coup set a precedent for political instability and corruption? Akwasi Amankwa Afrifa was born into humble origins in the Ashanti region to a cobbler father he referred to as “a cowardly man” who was “short, bulky and ugly”, and a mother he remembered as a “tall, black and extremely beautiful woman.” He often wondered why his mother had married his father. A bright student, he received a scholarship to attend Adisadel College, an Anglican boys boarding school in the Cape Coast. He excelled academically, and in 1955, collected seven prizes in Latin, Greek, Religious Knowledge, History, English Language and Geography. On hand to present the tall, gangling 19-year-old with his prizes was none other than Kwame Nkrumah, the Prime Minister of the then Gold Coast (as pre-independent Ghana was named), the man who he would help overthrow in a military coup eleven years later. Afrifa’s choice of a career in the military was not his first. He had intended to be trained in the law, but his expulsion from Adisadel put paid to those aspirations. -

The Prime Minister of the Republic of India: Honourable Speaker, Sir, Honourable Prime Minister, Distinguished Members of the National Assembly, Ladies and Gentlemen, I would like to thank you for your most gracious words of welcome as also for honouring me with the opportunity to address this august House. This Assembly stands tall, symbolising the resolute commitment of the Mauritian people to representative democracy. The remarkable success of the Mauritian democratic experience seems doubly impressive, given the immense diversity of the multi-lingual, multi-ethnic, multi-religious character of your people. Demographic and social diversity is not an obstacle to democracy, but rather it is its essential counterpart. The natural tendency of our times is towards pluralism within a framework that ensures an inclusive polity and a caring society. There is growing awareness that globalization requires, and in fact demands, an expanding terrain of open, inclusive and diverse societies co-existing in harmony and inter-dependence. Our success in ushering a new paradigm of a co-operative international order depends on the success we achieve in expanding space for multi-cultural societies living in peace, harmony and prosperity. India and Mauritius should lead the way in showing history and humankind that pluralism works, that pluralism is the order of the day and that in embracing pluralism we embrace global security. Mr Speaker, Sir, we live in a world where pluralism is buffeted by forces, which are inimical to peaceful co-existence and harmonious relationships within societies. India and Mauritius, through the rich and successful experience of managing diversity and pluralism in an inclusive framework, stand out as beacons of hope for the future. -
