Parishioners’ Open Session – this session, which will be held prior to the start of Council business, provides parishioners with an opportunity to raise issues for the Council’s attention.

Agenda of Parish Council Meeting on Monday, 25th November, 2019 in Chittlehamholt Village Hall at 7.30 p.m. (to be held immediately after the Parishioner’s Open Session)

1. Apologies from Cllr Andrew Coupe 2. Declarations of Interest and Dispensations 3. Reports a. Police - to receive a report on current issues. b. District Councillor – to receive a report on current issues for North Council (NDC). c. County Councillor – to receive a report on current issues for (DCC). 4. To receive and approve the Minutes of the Meeting held on 28th October 2019 (circulated separately) 5. To consider issues raised in the Parishioners’ Open Session 6. Maintenance of roads, footpaths etc. to receive update and agree action (if any) on the following matters: (SW) a. Highways maintenance/verge ploughing – 2019/20 – to progress phase/year 2 activity on parish roads (ref Strategy Task & Finish Group report 220119 (para 2.2) – including costs. b. Progress with issues reported to Highways (e.g. road repairs, hedge trimming) c. Launds Playing Field – to consider quotes from potential contractors. 7. Projects: a. Chittlehamholt telephone box – to report on progress (AK) b. Satterleigh Church – to report on progress (AK/SW). c. Chittlehamholt War Memorial – to report on progress. (SW) d. Defibrillator (SW) i. Satterleigh and Warkleigh defibrillator – to provide update (circulated separately). ii. First responder training – to report on training day. iii. Donation related to training – to discuss level of donation. 8. Planning - to receive and consider planning applications, correspondence and follow up issues: • Highbullen Hotel – application 70318 – (some reserved matters) – for 15 holiday lodges (ref outline planning permission 58603) – to receive NDC’s response (circulated separately).

9. Finances a. Current balance – to be advised of the current balance (Clerk). b. CAB – to consider ‘grant’ to CAB (CAB request/Grant Policy circulated previously) c. Campaign to Protect Rural (CPRE) – to consider applying for corporate membership for 2020/21 (DB). d. Budget/Precept for 2020/2021 - to further consider and approve budget for the next financial year (circulated separately/draft 1 available on the Council’s website) (AK). e. Acknowledgements of ‘grants’ – to note acknowledgements from: i. Warkleigh & Satterleigh PCC (circulated separately) ii. St John the Baptist PCC Chittlehamholt (circulated separately) f. Payments – to approve the following payments: i. Reimbursement to Cllr Coupe for payment to SiteGround – of £17.94 (including VAT of £2.99) for internet domain renewal (ref Budget line 30). ii. Reimbursement to Cllr Coupe for payment to Amazon – of £8.99 (including VAT of £1.50) for 2nd Memory Card for camera (ref Minute 10/09/19 b). iii. A & M Contractors – of £750.00 for grass cutting & strimming in the Launds Playing Field (ref Budget 2019/20 line 23) 10. Devon County Council – to receive e-mail requesting help related to activities about Climate Emergency (circulated separately). c. Devon County Council – to receive Devon Local Flood Risk Management Strategy Update (circulated separately). d. Devon County Council – to receive information related to ‘New opportunities for businesses in ’ (circulated separately). e. Lynton Town Council – to receive e-mail asking ‘Can you help save our Fire & Rescue Service’ (circulated separately). f. Devon Community Together – to receive Council Emergency Plan Preparation & Big Energy Saving Network Programme (circulated separately). g.
