Laporan Kinerja Tahun 2018 Laporan Kinerja Tahun 2018 Lembaga Penerbangan dan Antariksa Nasional Jl. Pemuda Persil No. 1 Jakarta 13220 www.lapan.go.id www.facebook.com/LAPANRI/ @lapan_ri @lapan_ri Assalamualaikum warahmatullahi wabarakatuh, Alhamdulillahi rabbil’alamin, kami telah menyelesaikan Laporan Kinerja Lembaga Penerbangan dan Antariksa Nasional (LAPAN) Tahun 2018. Laporan ini dibuat sebagai wujud dukungan kami kepada Republik Indonesia untuk terus menghadirkan teknologi penerbangan dan antariksa di tengah – tengah kehidupan masyarakat Indonesia. LAPAN memiliki tanggung jawab besar dalam mendukung pengembangan iptek penerbangan dan antariksa nasional melalui empat kompetensi utama yakni penguasaan sains antariksa dan sains atmosfer, teknologi penerbangan dan antariksa, penginderaan jauh, serta kajian kebijakan penerbangan dan antariksa. Laporan Kinerja ini berisi pencapaian sasaran strategis tahun 2018 dan hasil analisis atas keberhasilan maupun hambatan dalam menjalankan program Pengembangan Iptek Penerbangan dan Antariksa. Secara umum pelaksanaan sasaran strategis yang telah ditetapkan berjalan sesuai dengan perencanaan yang telah dibuat dimana keterlibatan teknologi keantariksaan pada berbagai sektor pembangunan telah menunjukkan kontribusi yang signifikan. Laporan Kinerja ini diharapkan dapat memberikan gambaran utuh pelaksanaan penguasaan iptek penerbangan dan antariksa sebagai wujud manifestasi akuntabilitas kepada masyarakat Indonesia. Kami berharap Laporan Kinerja ini dapat dipahami dengan baik dan memenuhi harapan segenap pemangku kepentingan serta dapat dimanfaatkan sebagai media evaluasi dalam pengelolaan kinerja untuk mendorong peningkatan akuntabilitas kinerja LAPAN di masa yang akan datang. Wassalamu’alaikum Warahmatullahi Wabarakatuh Jakarta, Februari 2019 Kepala, Prof. Dr. Thomas Djamaluddin i ii Berdasarkan Visi Pembangunan Nasional untuk tahun 2015-2019 yang tertuang dalam Rencana Pembangunan Jangka Menengah Nasional Tahun 2015-2019 yaitu “Terwujudnya Indonesia yang Berdaulat, Mandiri, dan Berkepribadian Berlandaskan Gotong Royong”. Lembaga Penerbangan dan Antariksa Nasional (LAPAN) menjadi salah satu bagian dalam pelaksanaan visi pembangunan nasional tersebut. Dalam mendukung visi pembangunan nasional, LAPAN telah menyusun strategi salah satunya adalah Rencana Strategis Lembaga Penerbangan dan Antariksa Nasional (LAPAN) Tahun 2015-2019 dimana visi yang diharapkan LAPAN adalah “Pusat Unggulan Penerbangan dan Antariksa untuk Mewujudkan Indonesia Maju dan Mandiri”. Seberapa besar rencana strategis tersebut telah terlaksana, perlu adanya untuk melihat dan menelaah capaian yang telah diraih hingga saat ini. Dalam hal ini, LAPAN melakukan upaya salah satunya melalui penyusunan Laporan Kinerja. Penyusunan laporan kinerja ini merupakan implementasi dari Peraturan Presiden Nomor 29 Tahun 2014 tentang Sistem Akuntabilitas Kinerja Instansi Pemerintah. Laporan kinerja ini menampilkan berbagai kegiatan yang telah terlaksana di tahun 2018 sekaligus menjadi bahan evaluasi dan parameter untuk peningkatan kinerja LAPAN di masa depan. Seluruh kebijakan yang ditempuh dalam melaksanakan kegiatan pada tahun 2018 merupakan penjabaran dari 4 (empat) pilar LAPAN yang meliputi: Sains Antariksa dan Atmosfer, Penginderaan Jauh, Teknologi Penerbangan dan Antariksa, serta Kajian Kebijakan Penerbangan dan Antariksa yang dalam sistem pengelolaan ditetapkan sasaran- sasaran strategis. Laporan Kinerja LAPAN berisi pencapaian strategis yang telah ditetapkan dalam Rencana Strategis LAPAN tahun 2015-2019. Secara umum pelaksanaan pencapaian sasaran strategis tersebut di atas berjalan sesuai dengan perencanaan yang telah dibuat dengan melaksanakan Indikator Kinerja Utama (IKU) LAPAN yang tertuang dalam Keputusan Kepala LAPAN Nomor 150 Tahun 2014 tentang Indikator Kinerja Utama Lembaga Penerbangan dan Antariksa Nasional. Hasil pelaksanaan program penelitian dan pengembangan iptek penerbangan dan antariksa tahun 2018 telah dihasilkan dan dimanfaatkan oleh beberapa instansi pemerintah dan swasta diantara lain : a) Dimanfaatkannya 2 (dua) tipe roket buatan LAPAN untuk penggunaan khusus yaitu: RX- 1220 dan RX-450 (tercapai 100%); b) Dimanfaatkannya 2 (dua) tipe satelit buatan LAPAN untuk survey dan monitoring wilayah maritim Indonesia serta observasi muka bumi yaitu: LAPAN-A2/LAPAN-Orari dan LAPAN- A3/LAPAN-IPB (tercapai 100%); c) Dimanfaatkannya 2 (dua) tipe pesawat UAV buatan LAPAN untuk pemotretan, pemetaan garis pantai, daerah hotspot, pemetaan desa, pemantauan illegal logging yaitu : LSU-01 dan LSU-02 (tercapai 66,67%); iii d) Dihasilkannya 1 (satu) produk desain pesawat transport nasional N219 Nurtanio yang siap untuk diproduksi oleh industri penerbangan PT. Dirgantara Indonesia (tercapai 100%); e) Dihasilkannya 23 (dua puluh tiga) model pemanfaatan iptek penerbangan dan antariksa untuk pemantauan SDA, lingkungan serta mitigasi bencana dan perubahan iklim (tercapai 121,05%); f) Dihasilkannya 49 (empat puluh sembilan) makalah publikasi nasional yang terakreditasi dibidang iptek penerbangan dan antariksa (tercapai 65,33%); g) Dihasilkannya 82 (delapan puluh dua) makalah publikasi Internasional yang terindeks tentang iptek penerbangan dan antariksa (tercapai 242,85%); h) Dihasilkannya 8 (sepuluh) Hak Kekayaan Intelektual (HKI) yang berstatus granted hasil penelitian dan perekayasaan teknologi roket, satelit dan penerbangan oleh Dirjen Hak Kekayaan Intelektual Kementerian Hukum dan Hak Asasi Manusia (tercapai 114,28%); i) Tercapainya pelayanan terhadap 288 (dua ratus delapan puluh lima) instansi pengguna yang memanfaatkan layanan iptek penerbangan dan antariksa (tercapai 115,2%); j) Pelayanan hasil litbangyasa iptek penerbangan dan antariksa yang memuaskan dengan nilai Indek Kepuasan Masyarakat 84,19 (tercapai 105,24%). Rata-rata capaian kinerja LAPAN tahun 2018 adalah 102,78%, hal ini berarti capaian kinerja LAPAN mengalami penurunan dibandingkan dengan rata-rata capaian kinerja tahun 2017 yang sebesar 123,98%. Kecelakaan fatal tersebut dialami oleh pesawat jenis Twin Otter seri 400 dengan registrasi PK-CDC, akibat menabrak tebing terjal pegunungan di ketinggian ±13.500 kaki, ketika sedang melakukan penerbangan dari Mozes Kilangin Airport (7.677 ft/2.340 m), Timika Kabupaten Mimika ke Ilaga Airport (7.500 ft/2.286 m), Kabupaten Puncak di Papua.
