INTRODUCTION The Base Structure Report FY 2007 Baseline represents a consolidated summary of the Department of Defense real property inventory (RPI) as reflected in Military Departments’ and Washington Headquarters Service’s native real property databases as of September 30, 2006. The annual reporting of unclassified real property assets (facilities and land) is in accordance with Section 2721 of title 10 United States Code, Real Property Records, and currently culminates in the population of OSD’s Facilities Assessment Database (FAD). As part of the Department’s business transformation innovations, a new net-centric data warehouse (the Real Property Assets Database or RPAD) is in development and will soon house the Department’s real property. The FAD has been the data source for the Base Structure Report since 1999 and is also the authoritative data source for various OSD models such as the Facilities Sustainment Model (FSM), the Facilities Modernization Model (FMM), and the Facilities Operations Model (FOM). It is the Department source of record used to answer senior DoD leadership and Congressional inquiries concerning specific RPI issues. The 2007 BSR provides a comprehensive listing of sites owned or used by the Department. For each site large enough to be individually listed in the report (inclusion criteria provided in Section II), a summary of buildings, square footage, BRAC 2005 actions, acreage, total plant replacement value (all facilities), and personnel is provided. The Department of Defense remains one of the world’s largest “landlords” with a physical plant consisting of more than 577,500 facilities (buildings, structures and linear structures) located on more than 5,300 sites, on over 32 million acres. In 2005, the Department began tracking the quality of its facilities and the reporting of quality status is summarized in Section IV. As the Department implements BRAC 2005 Closure and Realignment mandates, significant cost and facility quality benefits will be realized. As the domestic base structure begins realignment to meet future force structure projections, the BSR will identify and track those sites affected by BRAC 2005. BRAC Summary charts are also provided in Section IV. II. CONTENT AND ORGANIZATION The report is organized by State/Country and presented first as an overall DoD listing of all sites, then by each Military Service/Washington Headquarters Service (WHS). Each record includes the site name, the component (Active, Guard, or Reserve), BRAC identification, the name of the nearest city, the number of buildings owned, leased and other, total acres owned by the Services and the total acres used, the PRV (in $ millions), and the authorized number of military, civilian, and other personnel (when available). The Plant Replacement Value (PRV) represents the OSD calculated cost of replacing the facility and its supporting infrastructure using today's construction cost (labor and material for that particular area) and standards (methodologies and codes). Other personnel include any non-appropriated employees, government contractors (if identified) or foreign nationals (if identified) performing work at the site, when this information is available. It is important to note the following parameters for the content of this report: DoD - 2 Department of Defense Base Structure Report (BSR) FY 2007 Baseline - Timeliness. While the physical base structure may change throughout the year (new construction, demolitions, etc.), the BSR is a “snapshot” of the DoD’s physical plant, as reported on September 30, 2006. The bases listed may be in various stages of activity, including unused or awaiting disposal. Due to the legalities involved in transferring deeded property, individual Service inventories may still include a legal property record long after the decision has been made to transfer that asset to another organization. Likewise, ongoing additions to the base structure, including in-transfers, are often not officially recorded until well after the actual decision and occupancy has been finalized. - Mode of View. For the purpose of this report, each entry is defined as a site at a specific location with a name and real property assets (see definition of a “site” in the next section). In FY06, DoD began to standardized reporting across all Services/WHS. - Display Criteria. This report includes specific information on those sites meeting a predetermined size and value criteria (except for the Army National Guard State Sites in Section X). To qualify for entry in the published report, a site located in the United States must be larger than 10 acres AND have a PRV greater than $10 million. If the site is located in a foreign country, it must be larger than 10 acres OR have a PRV greater than $10 million to be shown as a separate entry. As a result of implementing the standard definition of a “Site” the number of DoD sites increased approximately 1,600 from last year’s report. The majority of the increase reflect individual missile sites that were previously rolled up to the parent installation are now reported under “Other” category and Army National Guard sites with Federal-owned assets. To preserve the comprehensiveness of the report, sites that do not meet these criteria are aggregated as an “Other” location within each state or country. Due to the typical smaller size of the Army National Guard State Sites, the criteria is slightly reduced to show approximately the same percentage of the total number of sites as shown in the rest of the report. State sites are shown if the site is larger than 5 acres AND has a PRV greater than $5 million. State sites not meeting this criteria are aggregated as “Other” for each state. - Personnel Data. Personnel data is included in this report ONLY as a means of showing magnitude of size and should not be construed as validated Military Department Manpower Data. Personnel data was collected from multiple sources, to include inputs from the individual Services personnel databases. Since personnel totals reflected in this report attempt to show all personnel regardless of Service affiliation assigned to individual sites or locations, totals should not be confused and viewed as representing only individual Service total strength.
