GEMEINDERAT Bericht und Antrag Nr. 1603 vom 7. September 2017 an Einwohnerrat von Horw betreffend Planungsbericht Tourismusentwicklung Sehr geehrter Herr Einwohnerratspräsident Sehr geehrte Damen und Herren Einwohnerräte 1 Ausgangslage Anlässlich der Totalrevision der Ortsplanung in den Jahren 2006 – 2010 wurde die "Kurzone A Winkel" aufgehoben und durch die "Kernzone Dorf und Winkel", überlagert mit einer Bebau- ungsplanpflicht, ersetzt. Die neue "Sonderbauzone Tourismus" wurde anstelle der "Kurzone B Halbinsel" eingeführt. Eine spezifische Überprüfung der einzelnen Areale in der "Sonderbauzo- ne Tourismus" betreffend aktueller und künftiger Nutzung erfolgte dabei noch nicht abschlies- send. Der Gemeinderat hat dazu dem Einwohnerrat die Erarbeitung eines Tourismuskonzeptes in Aussicht gestellt. Zwecks Analyse und Potenzialabschätzung wurde bereits während der laufenden Totalrevision der Ortsplanung die Hochschule Luzern, Institut für Tourismusentwicklung ITW, beauftragt, ent- sprechende Untersuchungen anzustellen. Der daraus resultierende Bericht wurde Ihnen mit Schreiben vom 12. Mai 2010 zur Kenntnisnahme zugestellt. Eine Beratung durch den Einwoh- nerrat ist allerdings bis heute nicht erfolgt und macht aus Sicht des Gemeinderates auch wenig Sinn, weil die Unterlagen nicht mehr in allen Punkten aktuell sind. 2 Touristische Positionierung Der Gemeinderat teilt die Einschätzung des Berichtes des Instituts für Tourismusentwicklung, dass die Gemeinde Horw für die Freizeit und die Naherholung der gesamten Stadtregion Lu- zern eine bedeutende -

GF Piping Systems ELGEF Plus – Large dimensions Ecological energy from the lake Durable polyethylene piping system for CO-neutral energy recovery Horw-Kriens (Lucerne), Switzerland ELGEF Plus couplers and prefabricated T-pieces save valuable installation time and reduce costs. Problem-free, time-saving and sustainable. ewl (energy water lucerne) considers the reduction of fossil fuels as paramount for implementing Energy Strategy 2050. In a low-temperature thermal grid, natural lake energy is used as a sustainable heat carrier for heating and cooling approx. 7000 households. A polyethylene (PE) pipeline system and welded connections from GF Piping Systems came out on top for the material selection. Project background To meet the requirements of a sustainable energy policy, ewl is building a pipeline system for environmentally-friendly energy recovery from Lake Lucerne. Some of this natural lake energy is available to approx. 7000 households in Horw and Kriens as a heat source for heating or at a low temperature for cooling. This cuts CO emissions by approx. 10,000 tons per year. The main lines of the new pipeline system (with diameters of d400 mm to d560 mm) extend over a length of approx. 5 km. The limited space and the pipe routing through the heavily populated area created additional hurdles during construction. Problem-free and economical: Fixed point connections with ELGEF Plus couplers. Selected technical solution The comparison of materials confi rmed polyethylene (PE) to be most suitable pipe material. The subsidence-prone subsoil pre- sented a particular challenge, and this was overcome with ease with welded PE pipes. In addition, PE is exceptionally durable and reliable and the most economically sound choice. -

The fossil vertebrate remains from the “Steigelfadbalm” cave near Vitznau by Lake Lucerne, which are stored in the Cantonal Archaeological Survey of Lucerne, were subject to a scientific analysis at the Institute for Palaeontology at the University of Vienna. The fossils were recovered during excavations which took place between 1913 and 1937, but had not yet been scientifically analysed. The studies about the morphology and dimen- sions of the teeth and metapodial bones clarified the systematic position of the cave bears. All other remains originate from wild and domestic animals from the Holocene. The basal fossiliferous layers are mixed with younger sediments by bioturbation. One focus of the investigation was the critical evaluation of the bone fragments, including a human manu- brium, interpreted by the excavator as Palaeolithic tools. Strategies of cities in globalized interurban competition: the locational policies framework David Kaufmann1 and Tobias Arnold2 1 University of Bern, Center for Public Management 2 University of Bern, Institute of Political Science Published in Urban Studies, doi: 10.1177/0042098017707922 Abstract Globalized interurban competition affects cities of various sizes and cities in various locations. Cities have to find ways to position themselves in global markets by formulating locational policies. To capture this wide range of policies, this paper develops an analytical framework of locational policies that is interdisciplinary informed by theories of economic geography and political science. We compare the cities of Lucerne and Ulm as two case studies that illustrate the added value of the locational policies framework. We found that these two cities feature very different locational policies agendas. By employing a neo-institutional lens, we suggest that place-specific factors enable and constrain the formulation of locational policies. We outline three possible venues to tentatively explain these different locational policies, namely the economic sector mix, the national | downloaded: 27.9.2021 tax system, and politics. Beyond these empirical findings, this paper shows that the locational policies framework is able to capture a wide range of policies that aim to enhance the competiveness of a city. Thus, the locational policies framework is a tool that can be used to reveal how cities face the globalized, and increasingly knowledge-intensive, interurban competition.
