The Standard Harvest Plan Conditions for Native Forest Operations in Southern Region, Eden apply to this operation. Prepared By: Melanie Endorsed By: Shane Approved By: Daniel Harvest Dyne Harvest Planning Clohesy Regional Tuan Planner Team Leader Manager Signature Melanie Signature Shane Signature Daniel Dyne Clohesy Tuan Date 05/04/2012 Date 05/04/2012 Date 05/04/2012 Note: Approval includes the Harvest Plan Operational Map (HPOM) with the corresponding approval date displayed on the map, verifying final approved version. Other maps included with this plan are locality, forest type and habitat quality class (SFO and indicative). Description of Proposal Harvesting of native forest (a) Integrated Harvesting of Native Forest: Mixed-age stands dominated by a commercially mature overstorey will be harvested to create regeneration opportunities through integrated harvesting of sawlogs and pulpwood with the retention of trees for future sawlogs, fauna habitat, seed trees, visual maintenance and soil and water protection. This operation will be licensed under the EPL with notification sent to the regulatory authorities as per clause 23 of Integrated Forestry Operations Approval (IFOA). Attachment 1: Site Safety Plan prescribes safety requirements and Medical Emergency Evacuation Plan for this harvesting operation. Attachment 2: Roading plan prescribes roading requirements for this harvesting operation. Attachment 3: Burning Plan prescribes burning requirements for this harvesting operation. Post-harvest burning should be confined as far as practicable to the Net Harvest Area. Site specific burning exclusions associated with Flora, Fauna, Cultural Heritage, Riparian and other exclusion zones are explained within the relevant sections of this Harvest Plan and indicated on the HPOM. Where practicable, snig track patterns should be designed to double as bare earth control lines to prevent fire entering specified burning exclusion zones and other tenures, i.e. Smoky Mouse, Southern Brown Bandicoot & significant Cultural Heritage sites. Where this is not practical, the SFO is to assess the need for a bare earth break to be constructed close to harvesting exclusion boundaries and seek advice and approval from the Harvesting Team Leader for the additional earth works. Specific areas identified during the planning stage which require a mineral earth break are identified in the burning plan. • 2012 Gippsland Flood Event - Review of Flood Warnings and Information Systems
2012 Gippsland Flood Event - Review of Flood Warnings and Information Systems TRIM ID: CD/12/522803 Date: 21 November 2012 Version: Final OFFICE of the EMERGENCY SERVICES COMMISSIONER Page i MINISTERIAL FOREWORD In early June this year, heavy rain and widespread flooding affected tens of thousands of Victorians across the central and eastern Gippsland region. The damage to towns and communities was widespread – particularly in the Latrobe City, Wellington and East Gippsland municipalities. Homes, properties and businesses were damaged, roads and bridges were closed, and more than 1500 farmers were impacted by the rains. A number of people were rescued after being trapped or stranded by the rising waters. Following the floods, some communities had a perception that telephone-based community warnings and information had failed them. As the Minister for Police and Emergency Services, I requested Victoria’s Emergency Services Commissioner to review the effectiveness, timeliness and relevance of the community information and warnings. This report has met my expectations and has identified the consequences and causes for the public’s perception. I welcome the review’s findings. I am confident these will, in time, lead to better and more effective arrangements for community information and warnings and contribute to a safer and more resilient Victoria. • Functioning and Changes in the Streamflow Generation of Catchments
Ecohydrology in space and time: functioning and changes in the streamflow generation of catchments Ralph Trancoso Bachelor Forest Engineering Masters Tropical Forests Sciences Masters Applied Geosciences A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2016 School of Earth and Environmental Sciences Trancoso, R. (2016) PhD Thesis, The University of Queensland Abstract Surface freshwater yield is a service provided by catchments, which cycle water intake by partitioning precipitation into evapotranspiration and streamflow. Streamflow generation is experiencing changes globally due to climate- and human-induced changes currently taking place in catchments. However, the direct attribution of streamflow changes to specific catchment modification processes is challenging because catchment functioning results from multiple interactions among distinct drivers (i.e., climate, soils, topography and vegetation). These drivers have coevolved until ecohydrological equilibrium is achieved between the water and energy fluxes. Therefore, the coevolution of catchment drivers and their spatial heterogeneity makes their functioning and response to changes unique and poses a challenge to expanding our ecohydrological knowledge. Addressing these problems is crucial to enabling sustainable water resource management and water supply for society and ecosystems. This thesis explores an extensive dataset of catchments situated along a climatic gradient in eastern Australia to understand the spatial and temporal variation
