Merkies (S&D), Lambert van Nistelrooij (PPE), Wim van de Camp (PPE), Peter van Dalen (ECR), Thijs Berman (S&D), Sophia in 't Veld (ALDE), Marietje Schaake (ALDE), Gerben-Jan Gerbrandy (ALDE) and Ria Oomen-Ruijten (PPE) to the Commission Subject: Germany - First country to auction the digital dividend To ensure the proper functioning of the internal market it is important that the allocation of these frequencies (a) is done in a coordinated manner across the Member States and (b) promotes wherever possible the development of more competition by facilitating access for new entrants on a non-discriminatory basis and/or by taking away existing barriers to competition. It appears that the design of the German auction, as decided by the Bundesnetzagentur, not only fails to correct the existing discrimination between first and later entrants (caused by the historical allocation of the more efficient 900 MHz frequencies to the first two entrants, T-Mobile and Vodafone) but even increases such discrimination. Commissioner Reding asked the Bundesnetzagentur (in a letter dated 7 October 2009) to amend the auction design. However, notwithstanding this request, the German Government decided to approve the design without changes. 1. Did the Commission receive a reply to its letter of 7 October 2009? If so, does the Commission consider the reply satisfactory? If so, how does the Bundesnetzagentur intend to ensure the proper functioning of the internal market? 2. If the reply is considered to be unsatisfactory, what legal steps will the Commission take to ensure compliance with the aforementioned principles? Will the Commission ensure that these steps are taken before the auction takes place, in order to avoid an irreparable situation? If not, why not? 3. Will the Commission initiate other actions to ensure that the aforementioned principles will be respected in future in other decisions on the allocation or redistribution of frequencies?     Brussels, March 4th, 2015 SUBJECT: The case of Raif Badawi and other prisoners of conscience in Saudi Arabia Madam High Representative, We are again writing to you regarding the case of Raif Badawi, Saudi prisoner of conscience, currently held in detention by the Saudi authorities, after having been convicted by the Criminal Court of Jeddah. We remain deeply concerned about the possible developments in his case. We have been informed by multiple sources that Mr. Badawi may be subjected again in the near future to a new trial, this time for apostasy, and that he faces, if found guilty by the Criminal Court, the risk of being convicted to the death penalty. We, therefore, urge you to employ all your best efforts to call on the authorities of the Kingdom of Saudi Arabia for the release of Raif Badawi, his lawyer Walled Abulkhair who is also imprisoned and of all other prisoners of conscience. Raif Badawi’s alleged crime was to use his freedom of expression, which is an international human right that Saudi Arabia is bound to respect. We understand that Saudi Arabia is deemed an important partner to the European Union, both individually and in the context of EU’s relationship with the Gulf Cooperation Council. Nevertheless, we strongly believe that engagement with third countries must be based on the upholding of international law, namely, international human rights law, and Saudi Arabia is no exception to that. The moment has come, especially now with a new Saudi leadership, for the EU to send a clear message to the Saudi authorities demanding that it respects, protects and fulfills international human rights, releases all prisoners of conscience and revokes all institutionalized practices that actively infringe fundamental freedoms in the Kingdom.

    Handreiking voor een bezoek aan het Europees Parlement voor gemeentelijke afdelingen van het CDA In veel landen in Europa kan net als in Nederland betaald worden met de euro. Bij een bezoek aan het buitenland staan er geen lange files bij de grensovergang en als EU-burger kun je vrij wonen en werken binnen de EU. Dit zijn een aantal voordelen die de lidstaten van de EU samen hebben gerealiseerd in het Europees Parlement. Wetgeving die in Nederland van kracht is, wordt ten dele in het Europese Parlement in Brussel of Straatsburg gemaakt, maar het raakt ons allemaal in het dagelijkse leven. Voor veel mensen lijkt ‘Europa’ ver weg en heeft men weinig van doen met ‘Brussel’. Maar hoe ver weg zijn Brussel en Straatsburg eigenlijk? Niet ver! Breng daarom eens een bezoek aan de Nederlandse Europarlementariërs die namens het CDA actief zijn in Brussel en Straatsburg. De leden van het Europees Parlement ontvangen je graag! In dit document tref je een aantal concrete adviezen aan over hoe je met de gemeentelijke afdeling een bezoek kunt brengen aan jouw CDA-collega’s die werkzaam zijn in het Europees Parlement in Brussel en Straatsburg.
