Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones. Een mooi moment om terug te blikken en conclusies te trekken. In juni 2009 vonden de verkiezingen voor het Europees Parlement plaats en werden 25 Nederlandse Europarlementariërs gekozen om de komende vijf jaar plaats te nemen in het Parlement. Het Instituut voor Publiek en Politiek (IPP)1 beschikt over data van de hoofdelijke stemmingen van de Nederlandse parlementsleden en hierdoor ligt de mogelijkheid vrij om deze gegevens te analyseren. Door deze informatie te interpreteren kan er onderzoek gedaan worden naar het stemgedrag van de Nederlandse parlementariërs. In 2009 is namens het IPP al onderzoek gedaan naar het stemgedrag van de Nederlandse Europarlementariërs in de periode oktober 2007 tot en met september 2008. Belangrijke conclusies van dat onderzoek waren: • Het stemgedrag van Europarlementariërs is vooral te verklaren vanuit een links/rechts ideologie en niet vanuit nationale belangen. In slechts 9,5% van de gevallen stemmen alle Nederlandse Europarlementariërs hetzelfde. • Het gemeenschappelijk stemgedrag binnen de delegaties ligt veel hoger. De cohesie binnen de verschillende politieke partijen ligt tussen de 0,94 en 0,99, waarbij 1 maximale cohesie is.

The field has moved on from a hygiene perspective and infectious and occupational disease base (where it was born in the 19th century) to a concern for unhealthy life- styles post-WWII, and more recently to the uneven distribution of health and its (re)sources. It is of course interesting that these ‘paradigms’ in many places around the world live right next to each other. Hygiene, life- styles, and health equity form the complex (indeed, wicked) policy agen- das for health and social/sustainable development. All of these, it is now recognized, are part of the ‘social determinants of health’. The broad new public health agenda, with its multitude of competing issues, professions, and perspectives requires a much more sophisticated understanding of government and the policy process. In effect, there is a growing recognition of the extent to which the public health community writ large needs to better understand government and move beyond what has traditionally been a certain naiveté about politics and the process of policy making. Public health scholars and practitioners have embraced this need to understand, and influence, how governments at all levels make policy choices and decisions. Political scientists and international relations scholars and practitioners are engaging in the growing public health agenda as it forms an interesting expanse of glocal policy development and implementation.
