DOI: http://dx.doi.org/10.15553/c2021v761a11 This paper provides a taxonomic revision of Melanoxerus Kainul. & Bremer (Rubiaceae) – a genus of deciduous trees with eye-catching flowers and fruits that is endemic to Madagascar. Descriptions of three new species, Melanoxerus antsirananensis Kainul., Melanoxerus atropurpureus Kainul., and Melanoxerus maritimus Kainul. are presented along with distribution maps and a species identification key. The species distributions generally reflect the ecoregions of Madagascar, with Melanoxerus antsirananensis being found in the dry deciduous forests of the north; Melanoxerus atropurpureus in the inland dry deciduous forests of the west; Melanoxerus maritimus in dry deciduous forest on coastal sands; and Melanoxerus suavissimus (Homolle ex Cavaco) Kainul. & B. COMMISSION NATIONALE INDEPENDANTE DES DROITS DE L’HOMME LES ACTES DE VIOLATION DES DROITS DE L’HOMME COMMIS A ANTSAKABARY DISTRICT DE BEFANDRIANA-NORD Mars 2017 1 INTRODUCTION La Commission Nationale Indépendante des Droits de l’Homme (CNIDH) a diligenté une investigation dans la commune rurale d’Antsakabary, district de Befandriana- Nord du 2 au 7 mars 2017. Celle-ci a été menée selon les dispositions de la loi 2014- 007 du 22 juillet 2014 institutionnalisant la CNIDH, qui stipule que la Commission est chargée de promouvoir et de protéger tous les Droits de l’Homme sans exception1, et spécifiquement de : - fournir à titre consultatif à l’Exécutif, au Législatif, à la Cour Suprême et à tout autre organe compétent, soit à la demande des autorités concernées, soit en usant de sa faculté d’auto-saisine, des avis, recommandations, propositions et rapports concernant toute question relative à la promotion et à la protection des Droits de l’Homme2 ; - élaborer des rapports sur la situation nationale des Droits de l’Homme et les libertés fondamentales en général, ainsi que sur des questions plus spécifiques. L’article 27 de cette même loi prévoit par ailleurs que la Commission peut procéder à des enquêtes ou investigations de recoupement, d’où cette descente à Antsakabary. Par ces motifs, il a été ordonné aux commissaires SETH Andriamarohasina, rapporteur auprès du Bureau Exécutif, RAKOTONIRINA Andrianimanana et NY HANITRA Johnson Ramarolahy Rasidimanana, tous deux commissaires, de se rendre sur place. La méthodologie a été construite autour de l’article 24 de la loi selon lequel la procédure devant la Commission est gratuite, contradictoire et confidentielle, pour des recoupements pointus et afin de protéger les interlocuteurs pouvant être victimes de représailles. -

ANDRIAMALALA and THE SEING SAM Abstract We conducted a 16-month country-wide survey to determine the status of the threatened Madagascar (Marsh) Harrier Circus macrosceles from 2005 to 2006. We searched for harriers in varying habitat types, focusing on marshes, grasslands and savannas, secondary forests and the edge of primary forests. We surveyed 68% of the districts of Madagascar which contain 71%of the potential harrier habitat throughout the country. We recorded 80 individuals of this sexually dimorphic raptor; 48 males and 32 females of which 71 were observed during the breeding season (June to December) and nine outside the breeding season (January to May). The Madagascar Harrier has a broad distribution of about 1,000 km north to south (Madagascar is about 1,500 km in length) and east to west, but at extremely low density. Fifty-three (69%) harriers were observed in high elevation marshes and grasslands above 1,100 m in the provinces of Mahajanga and Antananarivo during the breeding season. Three major threats to harriers, all human caused, were identified: the transformation of marshes to rice fields (all nests in lower elevation natural marshes), uncontrolled fires destroying nests (n 5 7 nests lost in 2005 to fires), and human persecution by taking young from nests for a food source and killing adults due to their predatory nature.
