INVITATION TO BID
The city of Des Peres is soliciting bids for one new 4-wheel drive, ¾-ton (9200 GVW) Pick- Up Truck with snow plow and spreader.
Bids will be accepted until 2:00 pm on Tuesday, February 6, 2014 at which time they will be publicly opened and read aloud. For more information regarding the request for proposal please contact Denis Knock, Director Public Works, 314-835-6130, email [email protected].

Bids may be delivered in person, by carrier, or by mail. It is the sole responsibility of the vendor to see that his/her bid is received in proper time. No late bids will be considered.
Bids should be submitted in duplicate in a sealed envelope clearly marked “Pick Up Truck”, with the name of the bidder and with the date and time of the bid opening.

ITEM DESCRIPTION
STATEMENT OF INTENT
It is the intention of the City to purchase one new ¾ ton pick-up truck with plow and spreader for use by the City’s Street Department.
GENERAL TERMS AND PROVISIONS OF BID
1. PRICES: All prices shall be F.O.B. destination 942 Des Peres Rd. No other costs will be permitted the vendor beyond those stated in his bid.
2. WITHDRAWAL OF BIDS: Products and prices included in the bid may not be withdrawn for a period of thirty (30) days from the date of bid opening without consent of the City.
3. MADE IN AMERICA: City Codes express a preference for products which are made in America. Vendors shall indicate for each product line what percentage of the item is made in America. (If applicable)
4. DELIVERY: The unit must be delivered during normal working hours to the Street Department garage at 942 Des Peres Rd. It must be delivered in full working order and the trade-in picked up.
5. INSPECTION: The trade-in model (2008 Chevrolet 2500) may be seen at the Street Department garage during normal hours. Agents should call Frank Clark at 314-575-7150 for an appointment.
6. WARRANTIES: The owner shall be provided with full manufacturer’s warranty as a condition of the award. The warranty shall be stated on the bid form for each product specified. The successful bidder must provide the owner with any and all instructions, manuals and directions for proper cleaning and maintenance of all items bid.
7. INTERPRETATION OF CONTRACT DOCUMENTS PRIOR TO BIDDING: If any person contemplating submission of a bid for items contained in this bid is in doubt regarding the true meaning of any part of the contract documents, he/she may submit to Denis Knock, Director Public Works, 314-835-6130, email [email protected] , a request for an interpretation or correction thereof not later than 2:00 pm, Tuesday, February 9, 2010. The person submitting the request will be responsible for its prompt delivery to the supplier. Any interpretation or correction of the contract documents will be made by addendum and will be mailed or delivered to each bidder of record.
8. QUESTIONS REGARDING TECHNICAL SPECIFICATIONS: Any and all questions regarding the technical specifications shall be directed to Denis Knock, Director Public Works, 314-835-6130, email [email protected]. Any material changes as a result of such questions shall be approved in writing and mailed or delivered to each bidder of record.
9. ERRORS AND OMISSIONS BY CITY: No vendor shall be permitted to use to his/her advantage any error or omission in this solicitation or specifications. If vendor shall have any questions or desires a clarification or interpretation regarding any of the items specified, the vendor shall request such clarification in writing and any such clarifications shall be made available to all vendors.
10. SUBMISSION OF BIDS: Bids must be submitted prior to 2:00 PM, TUESDAY, FEBRUARY 6, 2014 at which time they will be publicly opened and read aloud. Bids should be returned to the attention of:

SEPARATE EXTRA COST HYDRAULIC SYSTEM LISTED BELOW:
The hydraulic system power shall be transmitted from a source located on the truck to a single low speed hi-torque motor. This motor shall be mounted directly to the 20:1 ratio gear box with roller chain drive to the spinner. The hydraulic power source shall be from a 7 gallon per minute @2,000 RPM fan belt driven pump. The pump shall be equipped with an electric clutch and controls for the cab mounting. The pump mounting bracket, fan belt, and truck pulley must be supplied as well as the 7 gallon reservoir with sight gauge, filler cap accessible from the passenger side fender skit, heavy duty mounting brackets and return line filter. Dual control valve shall control the hydraulic motor with an on-off lever and built-in pressure relief valve. All hoses and quick disconnects must be provided. (The same system is on the existing truck being traded. Dealer to have hydraulic installed at same existing areas on new truck.)
