On behalf of Rosoboronexport JSC, the only Russian Federation governmental intermediary for export of military and dual-use products, technologies and services, I am greeting and congratulating you on the opening of the 10th Aero India International Show on Aerospace, Defence, Civil Aviation, Airport Infrastructure and Defence Engineering (Aero India 2015). Since its inception, the show in Bengaluru has become a major international venue dedicated to air force armament and other materiel, equipment for commercial aircraft and rocket and space industry, and air defence assets. The innovative nature of Aero India enables its participants to display the intellectual and production capabilities of their nations’ defence industries and its guests to be impressed with the breathtaking aerobatics performed by military aces at Air Force Station Yelahanka. Rosoboronexport is a long-time participant of the air show in Bengaluru. Our cooperation with India is based on due account of the most promising lines of development and expansion of the military technical cooperation that has evolved into strategic partnership a long time ago. The Shifting Global Strategic Balance • The global proliferation of advanced fighter aircraft, guided missiles, and supporting capabilities such as AWACS and counter-stealth sensors has largely eroded the strategic advantages provided by US air power since the end of the Cold War. • The US strategy for recapitalising its fighter fleet is based on many assumptions about the current and future capabilities of potential adversary nations which are no longer true. • If the US does not fundamentally revise its fighter recapitalisation strategy to account for the growing sophistication of adversary systems, it will lose the capability to achieve air superiority. May 20, 2009 AIR POWER AUSTRALIA Page 2 The End of the Cold War • When the Soviet Union collapsed, the US held a significant technological advantage over most Soviet systems and those exported to clients. • The US had superior Intelligence Surveillance Reconnaissance (ISR) capabilities in the E-3 AWACS and RC-135V/W Rivet Joint, a large fleet of “teen series” fighters with modern digital avionics, the then new AIM-120 AMRAAM missile, and the superior YF-22A Raptor was in Dem/Val and intended to be procured by the hundred. • The Russians had an advantage only in agile close combat AA-11 Archer missiles, and superior close combat agility in the then immature Su-27S Flanker fighter. Effective within approx. 30-50nm • Passive Electronically Scanned Array advantages; microsecond scan rates, 8+ target TWS capability, datalink functionality, surface mapping multirole options • No reliable LPI scanning mode Zhuk-AE (Mig-35) • Russia’s first AESA radar • Small radar aperture due to Mig-29 nose dimensions • Only 6 currently on order for VKS (August 2018) but the aircraft officially demonstrated for the Russian Ministry of Defence in 2017 lacked an AESA and thrust vectoring. • Cost reasons cited. • Nominal intention to buy 170. Don’t hold your breath. RSK-Mig’s last hope for survival in fighter market Su-57 Su-57 – Dead on Arrival • Limited success reducing RCS • Multiple X/Ku Band, L-Band array integration failure. Western electronic components essential • Serious quality control issues • Feb 2018: Contract for 12 production aircraft signed by Russian MoD • July 2018: Deputy Defence Minister Yuri Borisov states there are no longer plans for Russia to put the Su-57 into series production for the foreseeable future. -
