Frequently asked questions… 22 2 GUIDE FOR THE PRACTICE OF PHYSICAL EXERCISE AND SPORT AMONG THE ADULT POPULATION OF FOREIGN ORIGIN IN GIPUZKOA http://www.gipuzkoakirolak.net/ PRESENTATION FROM THE PROVINCIAL COUNCIL OF GIPUZKOA The Directorate General for Sports of the Provincial Council of Gipuzkoa decided to publish this Guide on the practice of sport and physical activities in order to provide information for the adult immigrant population of foreign origin on the variety of sports resources available in Gipuzkoa. This web edition makes up one part of the initiatives promoted by the Directorate General and is in keeping with the ideas laid out in the document Ten Core Issues for Sports Policy. One of the basic issues with regard to sports policy is the desire to encourage the participation of “immigrant people” in a physical activity or sport. This segment of the population has been identifi ed in Gipuzkoa as one that can have particular diffi culties in normalizing their involvement in a physical activity or sport. Therefore, the objective of this Guide is to inform the adult immigrant population about the resources available if they wish to take part in a physical activity or sport in the same way as the rest of the citizens of Gipuzkoa. It is appropriate and essential for the Directorate General for Sports to promote this kind of initiative among adults of foreign origin (from 18 years old). It is a way of increasing the knowledge of this social group on how the Gipuzkoa sports system works (structure, regulations, resources, participants, etc) and of overcoming their limited participation in the sports that are currently available. Among this group but at a younger age, activities are being developed for initiating youngsters in the practice of a physical activity or sport in Gipuzkoa. 3 GUIDE FOR THE PRACTICE OF PHYSICAL EXERCISE AND SPORT AMONG THE ADULT POPULATION OF FOREIGN ORIGIN IN GIPUZKOA http://www.gipuzkoakirolak.net/ 1. THE GUIDE’S OBJECTIVES With this Guide, the Provincial Council of Gipuzkoa’s Directorate General for Sports aims to provide practical and basic information for all the adult (older than18) immigrant population of foreign origin in order to encourage them to: a/ take up a new sport or physical activity in any municipality in Gipuzkoa. b/ continue in Gipuzkoa any physical activity or sport done previously, either in their country of origin or other places of residence. As a result of the gradual increase in the population of those of foreign origin in the municipalities of Gipuzkoa, the Directorate General for Sports is committed to the promotion of physical exercise and the regular practice of a sports activity among people of foreign origin, residing in Gipuzkoa, in particular those who have arrived recently. This Guide aims to promote their involvement and participation in the wide range of physical activities and sports on offer in the municipalities of Gipuzkoa as well as, increasing their knowledge and use of other sports resources such as sports advice services (found in the municipalities and provided by the relevant sports federation for each type of sports activity, etc.) These entities provide information about access to the existing sports facilities in the municipality and/or can extend an invitation to participate in the many sports events and competitions that take place in Gipuzkoa throughout the year. 4 GUIDE FOR THE PRACTICE OF PHYSICAL EXERCISE AND SPORT AMONG THE ADULT POPULATION OF FOREIGN ORIGIN IN GIPUZKOA http://www.gipuzkoakirolak.net/ 2. PARTICIPATION IN GIPUZKOA’S SPORTS SYSTEM Gipuzkoa’s Sports System is made up of many different elements and participants that contribute to the development of sport in its multiple dimensions: sports people, clubs, federations, municipal sports bodies, sports services companies, etc. All these are dynamic players in the sports system, to a greater or lesser extent, and contribute to deciding what sports are on offer, establishing sports policies, organising sports competitions and the participation in them, etc. When doing a sport, the participant is usually involved freely - spontaneously - or in an organised way. Organised participation can be carried out through a municipal sports body or by joining a club or another type of sports organisation. Depending on how a person wants to be involved in a sport and in the case of wishing not only to do the sport for recreational purposes or health reasons but also for competitive ends, a federation licence can be organized by the relevant federation which allows the holder to participate in offi cial competitions. In Gipuzkoa, everyone has access to a wide range of different resources for carrying out the sport that they might be interested in. SPORTS RESOURCES AT LOCAL LEVEL: LOCAL AREA SPORTS OFFICES. In Gipuzkoa, the Provincial Council has six Local Area Sports Offi ces located in different areas which aim to bring the public administration of sports services closer to citizens (information services on sports funding, school sports programme, different aspects of the sports system and local sports activities) and advice for the different groups involved in the Gipuzkoa Sports System (information on funding and help with the paperwork). MUNICIPAL SPORTS SERVICES At local level, each municipality or district association usually has a Sports Department which provides all citizens with information on sports activities in the area.
