Resumption of session The sitting opened at 17.05. 2. Welcome On behalf of Parliament, the President welcomed Monsignor Rallo, the Vatican's special envoy to the Council of Europe, who had taken his seat in the distinguished visitors' gallery. 3. Tribute On behalf of Parliament, the President paid tribute to Pope John-Paul II, who had died on 2 April 2005. He pointed out that he had sent a message to the Vatican as soon as the Pope's death had been announced and that, together with Jacek Emil Saryusz-Wolski, Vice-President of Parliament, and Commission President José Manuel Barroso, he had attended the Pope's funeral in Rome. The President mentioned the spiritual and political legacy of John-Paul II. Parliament observed a minute's silence. 4. Signature of acts adopted under codecision The President announced that, on Wednesday, he and the President of the Council would sign the following acts adopted under the codecision procedure pursuant to Rule 68: - Decision of the European Parliament and of the Council amending Decision No 1419/1999/EC establishing a Community action for the European Capital of Culture event for the years 2005 to 2019 (3608/2005 – C6-0088/2005 – 2003/0274(COD); - Regulation of the European Parliament and of the Council amending Council Regulations (EEC) No 1408/71 on the application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community and (EEC) No 574/72 laying down the procedure for implementing Regulation (EEC) No 1408/71 (3609/2005 – C6- 0087/2005 – 2003/0184(COD)); - Regulation of the European Parliament and of the Council amending Council Regulation (EEC) No 2913/92 establishing the Community Customs Code (3611/2005 – C6-0090/2005 – 2003/0167 (COD)). Skład komisji i delegacji Przewodniczący otrzymał od grup PPE-DE i IND/DEM wnioski w sprawie następujących nominacji: — komisja IMCO: Christopher Heaton-Harris zamiast Syeda Kamalla — Delegacja do spraw stosunków z Afganistanem: Urszula Gacek zamiast Jacka Saryusza-Wolskiego — Delegacja do Eurośródziemnomorskiego Zgromadzenia Parlamentarnego: Slavi Binev zamiast Dimitara Stoyanova Niniejsze nominacje zostaną uznane za ratyfikowane, jeśli począwszy od chwili obecnej do zatwierdzenia tego sprawozdania nie zostanie zgłoszone żadne zastrzeżenie.

Announcement by the President President. − Ladies and gentlemen, welcome to you all. I would like to begin with some comments about the situation regarding the plenary chamber in Strasbourg. As you know, due to the partial collapse of the false ceiling in the plenary chamber in Strasbourg on 7 August, this first part-session of the European Parliament in September has had, exceptionally, to be held here in Brussels. I took this decision with a view to ensuring the greatest possible safety of Members and staff, based on my perusal of the initial expert reports and after consultation with the chairpersons of the groups and the French Council Presidency. The decision also takes account of the need to maintain continuity in the European Parliament’s legislative work. The preliminary findings of the investigations indicate that the partial collapse of the false ceiling was caused by fractures in the building components which connect the suspended ceiling with the actual ceiling structure. The investigations are ongoing and are being carried out by several independent international structural engineering firms commissioned by Parliament with a view to establishing further details and responsibilities for the collapse. These investigations are being carried out in very close cooperation with the relevant local authorities as well as with a senior buildings safety expert appointed by the French Government.
