Call to Order The meeting was called to order at 10:34 AM. The Chair recognized that this meeting is being held on the Traditional Territory of the Líl’wat Nation. 2. Approval of Agenda It was moved and seconded: THAT following items be moved forward on the agenda and heard next: 7.1.1 Request for Decision - Meredith/Lohser - Zoning Bylaw Amendment Application - 9118 Portage Road, Area C; 7.1.2 Request for Decision - Proposed Directions: Pemberton Valley Agricultural Area Plan Implementation - Review of Area C Zoning Bylaw No. 765, 2002 and OCP Bylaw No. 689, 1999; and 8.2 Request for Decision - Canadian Wilderness Adventures (Area D) Zoning Amendment Bylaw No. 1478-2016; and THAT the agenda be approved as amended. Committee Reports and Recommendations (Unweighted All Vote, except as noted; 2/3 majority required for bylaw adoption on same day as third reading) 7.1. Electoral Area Directors Committee Recommendations of October 12, 2016 7.1.1. Request for Decision - Meredith/Lohser - Zoning Bylaw Amendment Application - 9118 Portage Road, Area C It was moved and seconded: THAT Bylaw 1497-2016, cited as “Squamish-Lillooet Regional District Electoral Area C Zoning Bylaw No. 765, 2002, Amendment Bylaw No. 1497-2016” be introduced and given first reading. THAT Bylaw 1497-2016, cited as “Squamish-Lillooet Regional District Electoral Area C Zoning Bylaw No. 765, 2002, Amendment Bylaw No. 1497-2016” be referred to the Lil’wat Nation, Village of Pemberton, and provincial agencies including the Vancouver Coastal Health Authority, the Ministries of Transportation & Infrastructure, Forests, Lands, & Natural Resource Operations, and Environment for comment. CARRIED 7.1.2. Request for Decision - Proposed Directions: Pemberton Valley Agricultural Area Plan Implementation - Review of Area C Zoning Bylaw No. 765, 2002 and OCP Bylaw No. 689, 1999 It was moved and seconded: THAT the Request for Decision - Proposed Directions: Pemberton Valley Agricultural Area Plan Implementation - Review of Area C Zoning Bylaw No. 765, 2002 and OCP Bylaw No. 689, 1999 be deferred to the November 23, 2016 Squamish-Lillooet Regional District Board meeting and that in the interim, Director Mack, Director Richman and Chair Crompton meet to discuss the proposed directions for bylaw amendments with staff. CARRIED 8. Bylaws (Unweighted All Vote, except as noted; 2/3 majority required for bylaw adoption on same day as third reading) 8.2. Request for Decision - Canadian Wilderness Adventures (Area D) Zoning Amendment Bylaw No. 1478-2016 It was moved and seconded: 1. THAT Bylaw No. 1478-2016, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1478-2016” be read a third time; Page 3 of 15 of the minutes of the Squamish-Lillooet Regional District Board meeting, held on October 26 and 27, 2016 in the SLRD Boardroom 1350 Aster Street, Pemberton, BC. CARRIED It was moved and seconded: 2. THAT Bylaw No. 1478-2016, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1478-2016” be adopted. 3. THAT prior to the issuance of Development Permits to Canadian Wilderness Adventures for development in the Callaghan Valley, the following conditions must be met: a. Assessment report(s) from qualified professionals (Professional Engineer, Hydrogeologist and/or a Registered Onsite Wastewater Practitioner) must be completed and submitted to the Vancouver Coastal Health Authority (VCHA) and SLRD to address the following water-related issues: . risk and mitigation issues for contamination and pollution from the existing and proposed development and activities on overlapping and/or adjacent drinking water systems and watersheds. to determine how potable water services will be provided to the proposed development and future uses in accordance with the regulation. details and specifications on the source and the system that outlines the required upgrades for achieving compliance with the BC Drinking Water Protection Act and Regulation. An application for a Construction Permit (if needed), and an Operating Permit for the water system must be submitted to the VCHA. b. Assessment report(s) by a Registered Onsite Waste Water Practitioner Inspector (ROWP) that is qualified to inspect must be completed and submitted to the Vancouver Coastal Health Authority (VCHA), Ministry of Environment (if necessary), and SLRD to address the following wastewater related issues: . evaluation of existing wastewater disposal systems for compliance with the BC Sewerage System Regulation.- identification of measures that are required to upgrade systems that are malfunctioning or contributing to a health hazard. determination of how sewerage services will be provided to the proposed development and future uses in accordance with the regulation. Systems with flows exceeding 5,000 gallons/day, or discharging to water fall under the jurisdiction of the Ministry of Environment. Squamish-Lillooet Regional District Board Closed Meeting It was moved and seconded: THAT the Squamish-Lillooet Regional District Board close the meeting to the public under the authority of Section 90(1)(e), (f) and (k), and Section 90(2) of the Community Charter. CARRIED The meeting was closed to the public at 10:51 AM. The meeting re-opened to the public at 11:43 AM. 5. Consent Agenda (Voting rule on each item may vary; unanimous vote required) It was moved and seconded: THAT the following item be removed from the Consent Agenda and heard as Item 12.10: 5.2.10 Letter From BC Hydro - Residential Inclining Block Rate Report to the Government of British Columbia - Public Comment Process; and THAT the balance of the resolutions set out in the Consent Agenda be approved, and those Consent Agenda items which do not have resolutions related thereto be received. 5.1.
