This is a unique and comprehensive summary of world wide development in this field. It is probably not realised what a vital part closed circuit breathing apparatus played in World War II. Apart from escapes from damaged and sunken submarines by means of the DSEA, and the special attacks on ships by human torpedoes and X-craft, including the mortal damage to the "Tirpitz", an important part of the invasion forces were the landing craft obstruction clearance units. These were special teams of frogmen in oxygen breathing sets who placed demolition charges on the formidable underwater obstructions along the north coast of France. -

Wojcik Naval University of Gdynia, Poland Abstract The destroyer O.R.P. "Blyskawica" is a precious national relic, the only remaining ship that was built before World War I1 (WW2). On the 5oth Anniversary of its service under the Polish flag, it was honoured with the highest military decoration - the Gold Cross of the Virtuti Militari Medal. It has been the only such case in the whole history of the Polish Navy. Its our national hero, war-veteran and very "lucky" warship. "Blyskawica" took part in almost every important operation in Europe throughout WW2. It sailed and covered the Baltic Sea, North Sea, all the area around Great Britain, the Atlantic Ocean and Mediterranean Sea. During the war "Blyskawica" covered a distance of 148 thousand miles, guarded 83 convoys, carried out 108 operational patrols, participated in sinking two warships, damaged three submarines and certainly shot down four war-planes and quite probably three more. It was seriously damaged three times as a result of operational action. The crew casualties aggregated to a total of only 5 killed and 48 wounded petty officers and seamen, so it was a very "lucky" ship during WW2. In July 1947 the ship came back to Gdynia in Poland and started training activities. Having undergone rearmament and had a general overhaul, it became an anti-aircraft defence ship. In 1976 it replaced O.R.P. "Burza" as a Museum-Ship. -

Military Operations in Libya Standard Note: SN/IA/5909 Last updated: 24 October 2011 Author: Claire Taylor Section International Affairs and Defence Section On 17 March 2011 the UN Security Council adopted resolution 1973 (2011), under Chapter VII of the UN Charter, which authorised the use of force, including enforcement of a no-fly zone, enforcement of a UN arms embargo against Libya and to protect civilians and civilian areas targeted by the Qaddafi regime and its supporters. The weekend of 19/20 March saw French, British and US military action begin under Operation Odyssey Dawn. By the end of March command of that operation had been gradually transitioned to NATO. On 23 March NATO assumed command of operations to enforce the UN arms embargo. The transfer of command responsibility for the no-fly zone was agreed on 24 March; while the decision to transfer command and control for all military operations in Libya was taken on 27 March. NATO formally assumed command under Operation Unified Protector at 0600 hours on 31 March 2011. Military operations have been ongoing for seven months. During that time there have been criticisms of stalemate in the military campaign, allegations over burden sharing among NATO Member States, and questions over the existence of a viable exit strategy. Following the fall of Sirte and the death of Colonel Gadaffi, Libya’s transitional government declared liberation on 23 October 2011. The NATO Secretary General also confirmed in a statement that a preliminary decision had been taken to end Operation Unified Protector on 31 October 2011. However, he also went on to state that NATO would monitor the situation and retain the capacity to respond to threats to civilians if necessary. -

THE TENTH MULTIPURPOSE FRIGATE “EMILIO BIANCHI” LAUNCHED It is the last unit of the Italo-French FREMM program Trieste, January 25, 2020 – The launching ceremony of the “Emilio Bianchi” frigate, the tenth and last FREMM vessel – Multi Mission European Frigates, took place today at the integrated shipyard of Riva Trigoso (Genoa) in the presence of the Italian Minister of Defence, Lorenzo Guerini. The 10 vessels have been commissioned to Fincantieri by the Italian Navy within the framework of an Italo-French cooperation program under the coordination of OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms). Godmother of the ceremony was Mrs. Maria Elisabetta Bianchi, first daughter of Emilio Bianchi, Golden Medal for Military Value. For Fincantieri the President Giampiero Massolo welcome, on behalf of the Chief of Defence, General Enzo Vecciarelli, the Chief of Staff of the Italian Navy, Admiral Giuseppe Cavo Dragone, the Governor of the Liguria Region Giovanni Toti, in addition to a number of authorities. After the launching, fitting activities will continue in the integrated naval shipyard of Muggiano (La Spezia), with delivery scheduled in 2021. The “Emilio Bianchi” vessel, like the other units, will feature a high degree of flexibility, capable of operating in all tactical situations. 144 metres long with a beam of 19.7 metres, the ship will have a displacement at full load of approximately 6,700 tonnes. The vessel will have a maximum speed of over 27 knots and will have a maximum accommodation capacity for a 200-person crew. The FREMM program, representing the European and Italian defence state of the art, stems from the renewal need of the Italian Navy line “Lupo” (already removed) and “Maestrale” (some of them already decommissioned, the remaining close to the attainment of operational limit) class frigates, both built by Fincantieri in the 1970s. -

The Integration of Swedish and Dutch Forces in EU Naval Force Operation Atalanta, 2015
In 2015, the Netherlands and Sweden provided a joint contri- bution to the EU’s counter-piracy military mission EUNAVFOR Operation Atalanta. During their three-month deployment to the area of operation, Swedish troops and enablers – including two Combat Boat 90 assault craft and two AW109 helicopters – were stationed on board the Dutch warship HNLMS Johan de Witt, which also hosted the Force Headquarters (FHQ) led by a Swedish Admiral. This kind of cooperation, in particular having a tactical headquarters led by one nation and the fl agship led by another, was quite unique. In general, the integration was considered to have been suc- cessful – to some extent surprisingly so. This report describes and analyses the planning and execution of the fusion of Dutch and Swedish forces, identifying key lessons that may be of value in similar future collaborations. National regulations and procedures, command and control structures, preparatory training and exercises, the chosen level of integration and per- sonal mindsets are among the issues discussed.
