FLOTILLA ADMIRAL GEORGI PENEV DEPUTY COMMANDER OF THE BULGARIAN NAVY Flotilla Admiral Georgi Penev Penev, Bulgarian Navy is a native of Provadia, Bulgaria, and was born on 19 August 1969. In 1989, he graduated from the Secondary Polytechnic School in Provadia, Bulgaria. Flotilla Admiral Penev graduated the Bulgarian Naval Academy in Varna where he got a Master Degree of Science in Navigation (1994). He was commissioned as Navigation Officer from the Bulgarian Naval Academy on August 1994. From 1995 to 1997, he served as Anti-submarine Warfare Officer onboard of KONI class frigate BGS SMELI in Varna Naval Base. His next seagoing assignment was Executive Officer of the KONI class frigate BGS SMELI from 1997 to 2003. In 2003, Flotilla Admiral Penev was selected to attend the Rakovski National Defence Academy in Sofia, and graduated in 2005. After his graduation, Flotilla Admiral Penev was appointed as Commanding Officer of the KONI class frigate BGS SMELI from 2005 to 2007. His next appointment was as Chief of Staff of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base from 2007 to 2011. In 2011, Flotilla Admiral Penev was appointed as Squadron Commander of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base. In 2013, Flotilla Admiral Penev reported as a student to the Rakovski National Defence College in Sofia and graduated in 2014. In 2014, Flotilla Admiral Penev was appointed as Chief of Staff in Bulgarian Naval Base, and in 2016 he received an assignment in the Bulgarian Navy Headquarters as Chief of Staff. In 2018 he assumed his current position as a Deputy Commander of the Bulgarian Navy. -

Tac Talks Introduction It is a curious statistic of the First World War that more sailors and officers were killed in action on Minor War Vessels than on Major Fleet Units in all navies involved in the conflict. For a war synonymous with the Dreadnought arms race and the clash of Battleships at Jutland the gunboats of the Edwardian age proved to be the predominant weapon of naval warfare. These vessels, largely charged with constabulary duties pre-war, were quickly pressed into combat and played a critical role in a number of theatres rarely visited in the histories of WWI. I draw attention to this deliberately for the purpose of this article is to advocate for the exploitation of the current moment of change in the RAN Patrol Boat Group and configure it to better confront the very real possibility of a constabulary force being pressed into combat. This article will demonstrate that prior planning & training will create a lethal Patrol Group that poses a credible threat to all surface combatants by integrating guided weapons onto the Arafura Class. -

Wojcik Naval University of Gdynia, Poland Abstract The destroyer O.R.P. "Blyskawica" is a precious national relic, the only remaining ship that was built before World War I1 (WW2). On the 5oth Anniversary of its service under the Polish flag, it was honoured with the highest military decoration - the Gold Cross of the Virtuti Militari Medal. It has been the only such case in the whole history of the Polish Navy. Its our national hero, war-veteran and very "lucky" warship. "Blyskawica" took part in almost every important operation in Europe throughout WW2. It sailed and covered the Baltic Sea, North Sea, all the area around Great Britain, the Atlantic Ocean and Mediterranean Sea. During the war "Blyskawica" covered a distance of 148 thousand miles, guarded 83 convoys, carried out 108 operational patrols, participated in sinking two warships, damaged three submarines and certainly shot down four war-planes and quite probably three more. It was seriously damaged three times as a result of operational action. The crew casualties aggregated to a total of only 5 killed and 48 wounded petty officers and seamen, so it was a very "lucky" ship during WW2. In July 1947 the ship came back to Gdynia in Poland and started training activities. Having undergone rearmament and had a general overhaul, it became an anti-aircraft defence ship. In 1976 it replaced O.R.P. "Burza" as a Museum-Ship. -

U.S. COAST GUARD UNITS IN HAWAII December 7, 1941 Coast Guard vessels in service in Hawaii were the 327-foot cutter Taney, the 190-foot buoy tender Kukui, two 125- foot patrol craft: Reliance and Tiger, two 78-foot patrol boats and several smaller craft. At the time of the attack, Taney was tied up at Pier Six in Honolulu Harbor, Reliance and the unarmed Kukui both lay at Pier Four and Tiger was on patrol along the western shore of Oahu. All were performing the normal duties for a peacetime Sunday. USCGC Taney (WPG-37); Commanding Officer: Commander Louis B. Olson, USCG. Taney was homeported in Honolulu; 327-foot Secretary Class cutter; Commissioned in 1936; Armament: two 5-inch/51; four 3-inch/ 50s and .50 caliber machine guns. The 327-foot cutter Taney began working out of Honolulu in as soon as she was commissioned. On the morning of 7 December 1941, she was tied up at pier six in Honolulu Harbor six miles away from the naval anchorage. After the first Japanese craft appeared over the island, Taney's crew went to general quarters and made preparations to get underway. While observing the attack over Pearl Harbor, Taney received no orders to move and did not participate in the initial attack by the Japanese. Just after 09:00, when the second wave of planes began their attack on the naval anchorage, Taney fired on high altitude enemy aircraft with her 3-inch guns and .50 caliber machine guns. The extreme range of the planes limited the effect of the fire and the guns were secured after twenty minutes. -

Worldwide Equipment Guide Chapter 1: Littoral This chapter focuses on vessels for use in littoral ("near the shore") operations. Littoral activities include the following: - "brown water" naval operations in coastal waters (out to as far as 200+ km from shore), - amphibious landing operations or port entry (opposed and unopposed), - coastal defense actions (including patrols, engaging enemy, and denying entry) - operations in inland waterways (rivers, lakes, etc), and - actions in large marshy or swampy areas. There is no set distance for “brown water.” Littoral range is highly dependent on specific geography at any point along a coast. Littoral operations can be highly risky. Forces moving in water are often challenged by nature and must move at a slow pace while exposed to enemy observation and fires. Thus littoral forces will employ equipment best suited for well-planned operations with speed, coordination, and combined arms support. Littoral forces will employ a mix of conventional forces, specialized (naval, air, and ground) forces and equipment, and civilian equipment which can be acquired or recruited for the effort. Each type of action may require a different mix of equipment to deal with challenges of terrain, vulnerability, and enemy capabilities. Coastal water operations can utilize naval vessels that can operate in blue water. Naval battle groups for deep water also operate in littoral waters. Submarines and anti-submarine warfare (ASW) systems conduct missions in littoral waters. But challenges of shallow waters and shoreline threats also require use of smaller fast-attack boats, patrol craft, cutters, etc. -

North Atlantic Treaty Organization www.nato.int/factsheets Factsheet March 2021 Key NATO and Allied exercises in 2021 NATO Allies and partners conduct exercises to test procedures and tactics, develop best practices and identify areas for improvement. Exercises are designed to ensure that NATO forces are trained, able to operate together and ready to respond to any threat from any direction. NATO exercises vary in scope, duration and form. Live exercises can involve thousands of troops; they am to demonstrate and develop the extensive military capabilities that NATO Allies need to keep our nations safe. Computer-assisted exercises take place in a classroom and focus on procedures. In addition to military exercises, the Alliance organises civilian and political training events as well. Allies also train together in national and multi-national exercises. NATO and Allied exercises in numbers In 2020, NATO conducted 88 of the 113 NATO military exercises originally scheduled for 2020. Allies held 176 national and multinational exercises. The COVID-19 pandemic did affect the full execution of the planned NATO Exercise Programme, and some NATO exercises were modified or cancelled. For the others, sensible precautions were taken to ensure participatns’ safety. The overall impact on NATO’s exercise proramme has been limited. For 2021, a total of 95 NATO exercises are planned. According to information provided by Allies, they will conduct 220 national and multinational exercises. The exercises led by NATO and Allies this year include around 20 joint (multi-domain) exercises, 24 exercises primarily focused on the land domain, 24 exercises in the air domain, and 9 exercises focused mainly on maritime operations.
