James, Jr. Co-Principal Investigators and Authors February 2007 ABSTRACT The U.S. Army Corps of Engineers, Savannah District, operates and maintains the Savannah Harbor Navigation Project and, in partnership with the Georgia Ports Authority, is examining the feasibility of deepening the Savannah Harbor navigation channel. To ensure compliance with various federal and state statutes, the Savannah District has re-initiated studies of the CSS Georgia shipwreck, a National Register of Historic Places listed site. Locally built in 1862 and originally designed as an ironclad gunboat, Georgia was moored in the Savannah River opposite Fort Jackson approximately five miles down river from the City of Savannah. Designated a “Floating Battery,” the vessel served as an integral element of Confederate defenses that protected Savannah until General W. T. Sherman’s Union Army captured the city. After a 20- month operational life, Georgia was scuttled in December 1864 to prevent capture by advancing Union troops. Performed under subcontract to Gulf South Research Corporation of Baton Rouge, Louisiana the current investigation of the wreck site was conducted by the joint team of Panamerican Consultants, Inc. of Memphis, Tennessee and Tidewater Atlantic Research, Inc. of Washington, North Carolina. Conducted under Contract No. DACW21-98-D-0019, Delivery Order No. 0059, and under Department of the Navy Archaeological Research Permit No. PCI-2003-002, the focus of the contract was to determine the effects of past, present, and future activities associated with the existing navigation project on the remains. Perhaps the most critical issue was assessing the potential effect of future channel deepening on the surviving remains of the CSS Georgia. The current investigation clearly established that the surviving remains of the Civil War ironclad are limited, and that the lower hull of the vessel no longer exists. Two large sections of iron casemate and a third smaller section are present along with the vessel’s propulsion machinery including steam cylinders and at least one propeller and shaft, three cannon, a possible boiler, and miscellaneous, small, as of yet unidentified components and artifacts. The absence of lower hull and the impacts to the existing components are a direct result of historic salvage and to a much greater degree operation and maintenance dredging operations associated with the Savannah Harbor Navigation Project. With respect to dredging impacts, the previous dredging activities, especially the 1983 box cutting of side slopes and excavation of 4 vertical feet of channel bottom for advance maintenance dredging at the wreck site, have had an extreme and ongoing adverse effect on the property. Besides cutting or “chewing” into the wreck, dredging impacts have destabilized the site by removing protective sediments and have resulted in the continuous and ongoing degradation of the wreck through exposure (i.e. teredo damage, erosion, etc.). Furthermore, the proposed channel deepening as planned will most certainly have a further adverse effect on this National Register property and will result in its destruction. Owing to a dearth of information about this ironclad’s design and construction, every surviving element of the structure must be considered historically significant. Therefore, because of past adverse project effects from maintenance dredging, and prior to any future project activities that will also impact the site, mitigation of these adverse effects in the form of a comprehensive investigation and recovery of remains is necessary and is recommended. Because of the limited amount of structural remains and the level of disturbance to the archaeological record, it is recommended that data and material recovery be designed as a systematic archaeological salvage i including systematic site testing, and partial and full excavation and data recovery that builds cumulatively on the results of the current project. It should be stated that the employment of a cofferdam is not recommended for any future work. Rather, the site environment is such that it is both feasible and cost effective to conduct the data and material recovery operation with archaeological divers working from a fixed platform (i.e. barge). ii ACKNOWLEDGEMENTS As with all projects of this magnitude, the successful completion is the result of the input and hard work of numerous individuals. Dr. Gordon Watts of Tidewater Atlantic Research, and Mr. Stephen James of Panamerican Consultants, acted as Co-Principal Investigators and on-site Project Directors. While both co- authored the report, Dr. Watts was responsible for the AutoCAD drawings and Structural Analysis chapter. His knowledge of ironclads and naval architecture are second to none. The archaeological diving crew was composed of Dr. Gordon Watts and Cmdr. David Whall (USN Ret.) of Tidewater, as well as Mr. Stephen James, Mr. Michael Krivor, Mr. Matt Elliot, Mr. James Duff, and Mr. John Rawls of Panamerican. Cmdr. Whall also performed on-site computer operations and data input (i.e. GIS, Sector Scan Sonar). A seasoned group of professional maritime archaeologists, they persevered through the sweltering summer days of Coastal Georgia and the swift dark waters of the Savannah River. All are thanked for their hard work, endurance, and especially for keeping it safe. Also associated with diving aspects of the project, a Savannah District Diving Safety Officer was present at all times to both observe and ensure safe dive operations. Diving Safety Officers Gary Sego, Donnie Boswick, William Lane, and Glenn Bacon are thanked for keeping the crew on their toes. The crew of the project vessel is also thanked. Whittle, commanding the naval station at New Orleans, for duty afloat. A powerful fleet of ships of war and bomb vessels, under the command of Commodore (afterwards Admiral) D. G. Farragut, was then assembling at the mouth of the Mississippi, for an attack upon New Orleans, in which a large land force under General Ben Butler (afterwards called the Beast) was to cooperate. The citizens were under the impression that the place was impregnable. General J. Duncan1, commanding Forts Jackson and St. Philip, below the city, was considered one of the best artillerists in the service ; and the land defense was entrusted to General M. Lovell, with a well appointed force under his command. The people of that gay city were occupied as usual in business and pleasure, and continued unconscious of their peril up to the very time when the Federal fleet passed the forts. But the condition of affairs, so far as naval defense was concerned, was lamentable. The regular C. S. naval fleet consisted of the CSS Louisiana (Captain C.F. McIntosh2) and carrying the flag of Commodore Mitchell ; the steamer McRae (Captain T.B. Huger), carrying six light 32-pounders and nine-inch pivot gun ; the steamer Jackson (Captain F.B. Renshaw), with two pivoted smooth bore 32-pounders ; the small iron plated Ram Manassas (Captain A.F. Warley), carrying one 32-pounder carronade in the bow ; and two launches, each carrying a howitzer and a crew of twenty men.

Nearly two dozen professionals and technicians are now employed at the North Carolina Underwater Archaeology Branch (N.C. UAB), the North Carolina Maritime Museum (NCMM), the Wilmington District U.S. Army Corps of Engineers (COE), and East Carolina University’s (ECU) Program in Maritime Studies. Several North Carolina companies are currently involved in conducting underwater archaeological surveys, site assessments, and excavations for environmental review purposes and a number of individuals and groups are conducting ship search and recovery operations under the UAB permit system. The results of these activities can be found in the pages that follow. They contain report references for all projects involving the location and documentation of physical remains pertaining to cultural activities within North Carolina waters. Each reference is organized by the location within which the reported investigation took place. The Bibliography is divided into two geographical sections: Region and Body of Water. The Region section encompasses studies that are non-specific and cover broad areas or areas lying outside the state's three-mile limit, for example Cape Hatteras Area. The Body of Water section contains references organized by defined geographic areas.

    Marauders of the Sea, Confederate Merchant Raiders During the American Civil War CSS Florida. 1862-1863. Captain John Newland Maffitt. CSS Florida. 1864. Captain Charles M. Morris CSS Florida. This ship was built by William C. Miller and Sons of Liverpool, and was the first contract negotiated by Captain James Bulloch as Naval Agent of the Confederate States. She carried the dockyard name of Oreto, by March 1862, the ship was ready for sea, an English crew was signed on to sail her as an unarmed ship, this arrangement was necessary to avoid any conflict with the neutrality regulations that obtained. On the 22nd of March, she left Liverpool carrying as a passenger Master John Lowe of the Confederate States Navy, who had been ordered to deliver the ship to Captain J.N. Maffitt at Nassau. The necessary guns and equipment to fit her out for a role as an Armed Raider were shipped to that port aboard the steamer Bahama. During his total tenure in Britain, Bulloch was watched, and all his activities documented by Union people, so that as soon as Oreto arrived in Nassau, the US Consul was petitioning the British Governor to seize her as she was intended for Confederate service. He did just that twice, between April and August, but the Admiralty Court on the evidence submitted that documented her as British property, ordered the ship to be released. Back at Nassau, the intended armament for Oreto, was placed in a schooner, which then met the proposed new Raider at Green Cay, 60 miles away from Nassau on the 10th.

Abstract This thesis sought to investigate why the British retained their policy of neutrality throughout the American Civil War, 1861-65, and whether the lack of intervention suggested British apathy towards the conflict. It discovered that British intervention was possible in a number of instances, such as the Trent Affair of 1861, but deliberately obstructed Federal diplomacy, such as the Emancipation Proclamation of 1863. This thesis suggests that the British public lacked substantial and sustained support for intervention. Some studies have suggested that the Union Blockade of Southern ports may have tempted British intervention. This thesis demonstrates how the British sought and implemented replacement cotton to support the British textile industry. This study also demonstrates that, by the outbreak of the Civil War, British society lacked substantial support for foreign abolitionists’’ campaigns, thus making American slavery a poorly supported reason for intervention.

  • Fort Jackson (1808 – 1861)
    General History of Fort Jackson To understand the history of Fort Jackson, we must realize that the land surrounding the fort today is far different from what it was when European first saw the Savannah River. The river flowed through many marshy fields resembling a flat plain. The appearance of the area caused the founder of Georgia, General James Edward Oglethorpe, to name the river and town “Savannah,” meaning a treeless plain or relatively flat, open region. When early Indians built large ceremonial mounds near the river, they could not find dry land to build on closer than a mile from the river. One set of these mounds was located about 1600 yards southwest of the future site of Fort Jackson. No doubt General Oglethorpe noticed these mounds as he searched for high ground for his settlement in 1733. As the river flowed around present-day Hutchinson’s Island, the two channels rejoined north of a small clay island which rose just a few feet above the water at high tide. The convergence of these channels created a deepening to about 30 feet, more than ten feet deeper than normal. This part of the river became known as Five Fathom Hole. A few years later, an illiterate brick mason named Thomas Salter chose a site for a brickyard three miles east of the city on the south bank of the Savannah River where he hoped to earn a good living making bricks for housing foundations. The spot he chose was actually the small clay island. The brick-making trade was one of intense hand labor and has not changed in hundreds of years.
