Your Excellency,

The letter of the Greek Cypriot representative at the U.N., Mr. Zenon Rossides, dated 16th March 1976 and circula- ted as document S/lSOlij. of the Security Council, has recently been brought to my attention.

With reference to its contents, I would like to state

categorically that we utterly reject the allegation that

is preparing for the construction of a military air base near

Kyrenia (in the areas of Ayios Epiktitos, Karakoumi, Kazaphani and ). We also refute the allegations by Mr. Rossides to the effect that are forcefully evicted from the above mentioned areas. On the contrary, Greek Cypriots who reside in the Turkish Federated State of Cyprus are transferred to the south either on their own written request or on the request of the UNFICYP on their behalf. The re-settlers in these houses are not "colonialists" from Turkey as alleged but Turkish who fled from Greek oppression in the south to safety in the north, as well as Turkish Cypriots who had emigrated in their thousands

to various parts of the world in the face of an unbearable dimen-

sion of economic and social discrimination by Greek Cypriots in the

Blatant distortion of truth reflected in the inventory of slanderous Greek Cypriot accusations can in no way discredit the legitimate and justified intervention of Turkey in Cyprus. This intervention was carried out under international agreements in order to save the Turkish community from complete annihilation and to safeguard the independence of the island, that independence which -Archbishop Makarios has been trying to destroy for the last 12 years. Resort to malicious propaganda can in no way hide the 12 year old barbarism, tyranny and oppression which has been inflicted upon the Turkish community of Cyprus by the Greek Cypriots and its leadership. Neither can it conceal the expansionist, colonial ambition of embodied in the struggle for , (union of Cyprus with Greece), which culminated in the tragic events of 1963, 1967 and 1974. The Greek Cypriot leadership as well as the government of Greece have not yet denounced Enosis, Neo- colonization of Cyprus by Greece still remains a "supreme national goal of Hellenism". We deplore very much that at a time when the intercommunal talks are re-activated, the Greek Cypriot leadership, presenting it- self as the so-called "government of Cyprus", a "government" which does not exist in law or in fact, still maintains its intransigent attitude and resorts to political propaganda which cannot but under- mine prospects for a negotiated settlement.

Your Excellency, The tragic irony in the most recent outburst of the Greek Cypriot Representative, Mr. Rossides,(l6 March 1976, S/120lk), is his self-styled concern for the well-being of the Turkish Cypriot community. As the world public opinion bears witness, if the Greek Cypriot community which he represents, had, during the past decades demonstrated the minimum of such a concern, the tragedy of Cyprus would not have occured. It is blatantly hypocritical on the part of Mr. Rossides and his leadership to claim any rights on behalf of the Turkish Cypriots who were regarded as their national enemies and hence to be eradicated from Cyprus. Such pretentions, making a mockery of history, can be fabricated only on a belief in universal naivete. The allegations of the Greek Cypriot Representative concerning the areas in hardly deserve any reply since those areas are under the full control and jurisdiction of the Turkish Federated State of Cyprus. There are no undertakings in the area under the control of the Turkish Cypriot community which would contravene the conviction of the Turkish Federated State of Cyprus that the island should be a non-aligned country. Strategic bases which might jeopardize the non-alignment of Cyprus are located outside the territory which is under the jurisdiction of the Turkish Federated State of Cyprus, and as is generally known, are in the south. 11 should be grateful if this letter were circulated as a document of the Security Council. I would like to refer to your Report to the Security Council (S/11900 of 8th December, 1975) covering the period. 10 June 1975 to 8 December, 1975, and to "bring the following observations to your notice:

Papa... 11. of the Report; The security, welfare and well- being of the Greek Cypriote who chose to remain in the Turkish-controlled;, north of Cyprus is the responsibility of the Turkish Federated State of Cyprus* During the past twelve years UNFICYP's practice had been to regard the security, welfare and well-being of the Turkish Cypriots living in areas under Greek Cypriot control to be the responsibility of the Greek Cypriot Administration, Therefore UNFICYP's claim of responsibility for ensuring the security, welfare and well-being of Greek Cypriots in the north appear to be contrary not only to IMFICYP's mandate but also to the established practice•

Para, Hi of the Report: The way this paragraph has been written gives one the impression that there is a lack of co-operation with UNFICYP on the part of the Turkish side. There are practical arrangements between UNFICYP and the authorities of the Turkish Federated State of Cyprus concerning the freedom of movement of UNFICYP in confrontation areas; and within the limits of these arrangements UNFICYP continues to enjoy freedom of movement.

His Excellency Dr. Kurt Waldheiin, Secretary-General, United Nations Organization, New York. Para. gii to 26 of the_. Report; I do not agree with the way the situation has been presented in these paragraphs. As it is known the Turkish Cypriot side had all along maintained that the Status of Forces Agreement which provides for the stationing, deployment, functioning and the freedom of movement of UNFICYP was not binding on the Turkish side as it had "been unilaterally negotiated and signed by the then Secretary-General in March 196^4 with Mr. Kyprianou representing only the Greek Cypriot side. If there have been some restrictions in these matters in practice, they were due to the lack of an agreement regulating the freedom of movement of UNFICYP in the Turkish Cypriot controlled part of the island.

There is no doubt the Turkish Forces in the island are here to maintain law and order under the Treaty of Guarantee and they have a similar Status of Forces Agreement

with the Turkish Cypriot Authorities0 In some instances it is only natural that there should be some overlapping in the discharge of peacekeeping functions. It is hoped that when the agreement envisaged in the Process Verbale dated 9th December, 1975 is negotiated and signed the situation will be clarified.

Parag30 of the Report; It is regrettable that unconfirmed complaints received from Greek Cypriote have been included in this paragraph. It is well-known that all Greek Cypriots who were transferred to the south had been so transferred either on their own request or on UNFICYP's request. These complaints of pressure which are being made for propaganda purposes in order to 'discredit the Turkish side should not have found their way in the Report. If for any reason UKFIGYP thinks fit to mention such complaints in their reports for record purposes they should, in fairness to the Turkish side, include in their reports the views of the Turkish side on such complaints. In the particular complaint mentioned in this paragraph of the Report, the Turkish side had informed UNFICYP that no pressure whatsoever had been - 3 - exercised on any Greek Gypriot to move to the south and stressed that the complaints were being made merely for propaganda purposes; but no mention of this has been made. It should also be noted that the Greek Cypriots moving to the south on their own free will are not entitled to avail themselves of the benefits provided for the displaced persons. So Greek Cypriots moving to the south on their own free will have had on many occasions to change their earlier statements and claim that they have been forced out by the Turkish side in order to be eligible for those benefits.

Para, .3.5 of the Report; The figures of Greek Cypriot displaced persons given in this paragraph reflects only the Greek Cypriot version of the situation which is hard to verify because on occasions Greek officials and press give much lower figures (of Attorney-General Tornaritis' report in September, 1975 as well as figures given by the Greek Cypriot Displaced Person's Organisation),

Para, $6 of the Report; Although mention is made in this paragraph of the transfer of Turkish Cypriot population from the south to the north, no mention is made of the fact that all these people have moved to the north on their own free will and initiative in order to escape Greek pressure and threats*

Parac 6k of the_ Reports It is mentioned in this paragraph that during the period under review the tension has remained high. This statement reflects only part of the truth. As far as the Turkish controlled north is concerned the situation has been quite normal and calm as compared with the situation during the last twelve years*

Parae 65 of the Reporti It is suggested in this paragraph! that the confrontation areas should be completely demilitarized except for the United Nations personnel, in order to prevent a recurrence of fighting and also to enable the Force on humanitarian basis, to facilitate normal civilian activities in the areas between the cease-fire lines. The Turkish side's view on this matter is that the present and future status •/ • • * of these confrontation areas is a legal and political matter which must first Toe satisfactorily settled, and that it would at present "be impossible for these areas to "be placed under exclusive UNFIGYP control for the purposes mention in the Report.

Para_,_.j56 of the Reports It is gratifying to note that mention has "been made of the fact that agreement was reached on certain? problems during the third round of talks in Vienna hut it is regrettable that in mentioning the fact that some of the provisions contained in that agreement had not teen fully implemented it was found fit to single out one provision in particular and shov/ the Turkish side as the guilty party, without also mentioning the fact that there is a substantial divergence of view as regards the contents of the Agreement. Furthermore it will "be remembered that the agreement reached included the transportation to the north of various types of vehicles, household goods, tractors and agricultural equipment left "by the 20,000 Turkish Cypriots both in the Sovereign Base Area of Akrotiri and other places in the south. Although the Greek Gypriot side failed to implement this agreement, no mention of this has been made in the Report* As a matter of fact the question of "ensuring the security and well-being of the Greek Cypriots" in the north is the responsibility of the Turkish Federated State of Cyprus and not of UNFICYP, Furthermore, the Greek Cypriot side's claim to have all the Greek Cypriot displaced persons returned to the north and UNFICYP's claim of responsibility for ensuring the security and well-being of all Greek Cypriots in the north, if accepted, would amount to the abolition of the Turkish Cypriot controlled area as well as the denial of the authority of the Turkish Federated State,

Para» 67_ of the Report; The fear expressed in this paragraph that unless the present situation of confrontation is solved the risk of renewed and large-scale conflict remains, is not shared by the Turkish Cypriot side* It reflects the Greek Cypriot side's view which is prompted by political conside- rations. As1 stated elsewhere in this letter peace and tranquility prevail in the Turkish-controlled north and there is nothing critical in the situation nor is there any threat of renewed or large scale conflict* - 5 -

Pa_ra« 68 of the Report; It is true that the best available means of making progress towards a settlement is through continued talks "between representatives of the two sides; but the attitude recently adopted "by Archbishop Makarios is not at all helpful. The denial of agreements reached in the Vienna talks by Archbishop Makarios, particularly, the agreement relating to the acceptance in principle of a solution based on a bi-zonal federation and a weak Central Government, and his attempts to shift the Cyprus problem to the arena of international forums, are not at all encouraging,

Mag appended to the Report showing the deployment of_UNFICYPi Contrary to the facts which transpired during the on—the—spot negotiations to solve the misunderstanding which cropped up at "Strovilia" area, the Turkish controlled part of the land abutting on the Eastern Sovereign Base Area has been shown as U»N» controlled area. >; - I would like to make the following general observation in connexion with the recent letter-publishing campaign by the representative of the Greek Cypriot Community £o the United Nations.

• " It is a well-known practice of the Greek Cypriot repre- sentative to bombard the United Nations with his unnecessary and misleading correspondance full of the most blatant lies about the conduct of the authorities of the Turkish Federated State of Cyprus. That he does this right before the convening of each and every intercommunal talk is both tiresome and most unfortunate.

It is hard to comprehend the fact that while the Greek Cypriot Administration, which he is supposed to represent, accepts to participate in the intercommunal talks - we hope, in good faith -, the representative of -the Greek Cypriot Community chooses to resort to such a tactic. This behaviour is either symptomatic of the Greek Cypriot representative's aversion to a peaceful solution or his Administration's insincerity in this matter.

I sincerely hope, once again, that the Greek Cypriot Administration and its representative to the United Nations recognize the necessity, at long last, of not trying to disrupt intercommunal negotiations each time a positive and hopeful development seems to take place. The Greek Cypriot representative would have been better advised and much more convincing if he could have, at least for once, shown patience and waited until the end of the intercommunal talks currently underway,

Letter dated 16 February 1976 from Mr. Rauf R. Denktas addressed to the Secretary-General

Mr. Zenon Rossides1 letter of 10 February 1976 which has been circulated as document S/11975 of the Security Council has just been brought to my notice.

I deplore Mr. Rossides' attempt to influence our negotiations here in Vienna which are due to begin tomorrow, by false propaganda. His persistent assumption that he represents a government which can speak for the whole of Cyprus and his usage of this claim for furthering constantly and passionately a destructive policy contrary not only to the interests of the Turkish Community but also to the interests of Cyprus at large is only detrimental to the negotiations to which both communities attach so much hope.

In the shortest of terms, I firmly state that I do not recognize Mr. Zenon Rossides as representing anything except the community to which he belongs5 namely the Greek Cypriot Community. The constitutional government of Cyprus shall be established when the two national communities finally agree to the ways and means and principles of re-establishing it. The current negotiations under Your Excellency's guidance are being conducted for this very purpose.

What Mr. Rossides considers fit to put before the Security Council at this juncture under the presumption of "instructions from his government" can therefore only be regarded as a propaganda appeal by those who are determined to undermine the process of negotiations.

It is false that the Turkish Force is doing in Cyprus anything which runs contrary to its solemn duties of keeping peace and of preventing the destruction of the bi-communal independence of Cyprus by enosis-bound Greek Cypriots. We have stated earlier in our public statements and reiterate here now that all towns, villages and areas within the territory of the Turkish Cypriot Federated State fall within the competence of its administration.

I therefore reject all the slanderous allegations of Mr. Rossides in regard to any town, village or area within the territory of the Turkish Cypriot Federated State as irrelevant and in this particular case, unfounded.

The Greek Cypriot leadership has once again shown its ill-will and insincerity towards the negotiations by coming forward with this unfounded allegation and by trying to put on record the views of the so-called "government of Cyprus" which simply does not exist in law or in fact.

I fully and categorically reject each and every allegation made by Mr. Rossides in his aforementioned letter and call upon him and his leader to the realities of Cyprus which their obnoxious enosis policy has brought about in the island.

I shall be grateful if this letter is circulated as a document of the Security Council.

Your Excellency, I would like to refer to the letter of Mr. Rossides, the representative of the Greek Cypriot Administration, which was circulated as a document of the Security Council (S/11952) on 29 January 19?6 and to inform you that the allegations con- tained therein .are totally unfounded and have been deliberately fabricated to raise suspicion and concern in international circles about the Turkish Federated State of Cyprus vis-a-vis the Greek Cypriote living in North Cyprus. Furthermore, concerning these allegations, the Spokesman of the Turkish Federated State of Cyprus has said that Greek Cypriots wishing to move South were helped to do so, in accordance with the Vienna Agreements. Commenting on Greek Cypriot allegations relating to the in the North, the Spokesman said that they were leading a ««. normal life. He stressed: "We are not doing to these people what the Greeks had done to the Turks prior to their transfer. If they are complaining because we are not using force to prevent or to deter those who wish to move South from doing so, we can only remind

We regard it inhuman to compel Greek Cypriote who wish to go South to remain in the North. We deem it a duty to give them every necessary assistance." Replying to Greek Cypriot allegations that .the authori- ties of the Turkish Federated State of Cyprus are violating the Vienna agreements by not allowing Greek doctors, teachers and clergymen to come North, the Spokesman said: "it has been clearly established that there is no need for more Greek Cypriot teachers, doctors and clergymen in the North. The Greek Cypriots c in the North have more tfaan enough "teachers already. This has been alao proved by repeated complaints from Greek Cypriots to their leadership that the number of teachers in the South has daily been decreasing. About the doctors, our hospitals are treating every Greek patient without any discrimination." "We have now full proof that teachers who have been selected to come North are EOKA militants; and the Vienna agree- ments specifically provide that we should refuse access to such people." I would like to bring the above to the attention of all the honourable representatives to the United Nations. About 2\\ hours after the U.'N. General Assembly had voted on a Cyprus resolution in New York, one of the leading Greek daily newspapers in Cyprus - Haravghi - came out with an astounding admission: "EOKA HORDE KILLED IMNOCEET TURKISH CYPRIOT WOMEN AND CHILDREN", it announced in bold front page headlines.

The editor of Haravghi, Mr. Costas Partassides, had in fact made this startling revelation a few days earlier during a discussion group session in a Nicosia club. In his talk Mr.Partassides accused FOKA *B* of "killing innocent Turkish Cypriot women and children together with thousands of democratic elements among the Greek Cypriot Community."

He also strongly criticized the Makarios Administration for failing to bring to justice the fascist members of EOKA, the Police and the National Guard who were responsible for the 15 July coup of 19714., and for the barbarous crimes committed against the Greek and Turkish Cypriot citizens thereafter.

H.E». Dr. Kurt Waldheim Secretary-General United Nations New York .. ./. The following is a faithful translation of Mr. Partassides* disclosures and criticisms as published in his newspaper Harav^hi on 22 November 1975=

"After the 20 July 197^ attacks, members of FOKA *B*, the Police and the National Guard, who were in power, were poiiy- round villages and towns, collecting Turkish Cypriots* arms and hiding them. In fact these people have done nothing but remain behind the fighting lines, gathering booty and killir;"- brutally innocent Turkish women and children. In this way thousands of live-stock, innumerable jewellery, furniture ana household effects came into their possession. "Some of these people are claiming to have repented. But if so, why do they not disband their organization? V;'hat have they to fear? A general amnesty already exists. Since the coup leaders and murderers are roaming the streets freely and, moreover, still holding their previous posts, what kind of democratic order has been established in the island? 2« Since we have not yet divorced our responsibility, as a State, from the heinous crimes committed by fascism against Turkish Cypriot women and children, and thousands of democratic elements within the Greek Community, what sort of a democracy do we have? 3. Since lawlessness is formally accepted and the State lives in harmony with armed terrorists, what kind of justice do we have? !(.. Does a policy of such co-existence - between the State and lawlessness - ensure the unity and the solidarity of the people? "

Your Exellency,

With reference to the General Assembly document A/10205 of 8 September, 1975 (English Edition, pp. 19-20) concerning the Question of the implementation of International Security, in which the Government of Greece accuses the Government of Turkey of having "invaded" Cyprus, I would like, once again, to bring the following to the attention of Your Exellency and the distin- guished members of the General Assembly.

1. From 19514. to 1959* each year the Government of Greece brought the Cyprus issue to the General Assembly with the clear and acknowledged aim of annexing the island to Greece. This is common knowledge to those who are familiar with the history of the Cyprus crisis and can easily be verified through the documents of the United Nations.

2. in , - Archbishop Makarios initiated the coup against the co-founder of the Republic of Cyprus, the Turkish Cypriot Community, in accordance with the preconceived conspiracy

known as the infamous "Akritas Plan", with the aid and full support of Greece in order to destroy all "impediments" to ENOS IS { union of Cyprus with Greece). * 3. Greece continuously had Greek Army officers, soldiers and personnel for the specific training of the Greek National Guard with a view of EKQSlS . These officers are still in Cyprus at the present time.

4. The real aggression and invasion both in 1961; and in certainly came from Greece. In 1961;, in explicit contravention of the I960 London-Zurich Agreements, Greece infiltrated two infantry division ( more than 12,000 men) into Cyprus. This was clearly an occupation of a by an outside power. More recently, in July 1971;, the coup against Archbishop Makarios was executed by the Greek National Guard led by Greek Army officers with the openly acknowledged aim of uniting Cyprus with Greece.

5. I should like to point out, once again, that ENOS IS (union of Cyprus with Greece) is specifically prohibited in the 1959 Treaty of Guarantee signed by the Republic of Cyprus, Turkey, Greece and the , as well as in the . The Treaty, officially registered with, the United Nations, obliges the signatories to guarantee the "independence, territorial integrity and security of the Republic of Cyprus". Each signatory reserves the right to take to guard these principles if "common and concerted action may not prove possible"; On 15 July* 1971;, -3-

again, Greece was the aggressor. Therefore, the only course of action left to the Government of Turkey was to take military action to honour its Treaty obligations, to prevent EKOSlS (Union of t Cyprus with Greece) and to protect the security of the Turkish Cypriot Community in Cyprus.

Your Excellency, I wish to inform you that at a meeting of the Constituent Assembly of the Turkish Federated State of Cyprus held on the 3rd July 1975 vis-a-vis the Turkish Cypriots living in the south was strongly criticized. Speakers deplored the atrocities committed against Turkish Cypriots living in the south and the inhuman restrictions imposed on their freedom of movement. A comparison was made between the Turkish Cypriots living in the south and Greek Cypriots living in the north and it was pointed out that while the Greek Cypriots-in the north enjoy full freedom of movement and are free to work and live as they please,(this was personally confirmed by Mr. G-lafcos Clerides during a visit he paid to the area), the Turkish Cypriots in the south are suffering all sorts of atrocities, discrimination and inhuman restrictions imposed on their freedom of movement. Separated families, children, bedridden elderly and sick people are being prevented from joining their relatives in the north. Turkish Cypriot students whose transfer to the north had already been agreed to are not being allowed to

Those who attempt to cross to the north secretly are intercepted by the Greek Cypriot police and the Greek National Guard soldiers and are subjected to lengthy interrogation and torture. The speakers have requested me in my capacity as the Acting President of the Turkish Federated State of Cyprus and the Deputy President of the Constituent Assembly to bring to Your Excellency's knowledge the above mentioned facts and to lodge a strong protest against these inhuman acts of the Greek Cypriot Administration. It is earnestly hoped that Your Excellency will use your good offices so that an early end is put to the sufferings of the Turkish Cypriots in the south by ensuring the exercise of their freedom of movement. I shall be grateful, Your Excellency, if this communica- tion could be circulated to all the members of the Security Council, Please accept, Your Excellency, the assurances of my highest consideration.

I would like to refer to Mr, Rossides's letter of the 16th June, 1975 which was circulated as Security Council document No. S/11725 of the 18th June, 1975, and to state that the artillery reconnaisance aircraft complained of in Mr. Rossides's above letter did not violate the air space of Cyprus as alleged by Mr. Rossides. The flight is related to the presence in Cyprus of the Turkish Peace Force, which was sent to the Island under the I960 Treaty of Guarantee in order to preserve the independence, sovereignty and territorial integrity of Cyprus which was in imminent danger of being destroyed by the Organisers of the Coup d'etat of 15th July, 1974, and took place over the territory of the Turkish Federated State of Cyprus with full consent and approval of the authorities of the Turkish Federated State.

In this connection, I vrould like to place on record that the continued infiltration of Greek army personnel as well as heavy arras and ammunition through the Greek Cypriot controlled ports in the South, coupled with the war-cry utterances of the Greek Cypriot leadership, the threatening language used in the local Greek press, the malicious anti-Turkish propaganda embarked upon by the Greek Cypriot Administration and their talks

I would like to refer to the Note Verbale written "by Mr. Rossides, the representative of the Greek Cypriot Administration at the United Nations which was circulated as Security Council document ITo. S/11730 of the 19th June, 1975 concerning the Referendum on the new Constitution of the Turkish Federated State of Cyprus which was held on the 8th June, 1975«

The holding of a referendum on the new Constitution was the natural and programmed legal consequence of the proclamation of the T.urkish Federated State of Cyprus on the 13th February, 1975 and the subsequent acceptance of its new Constitution "by the Constituent Assembly on the 25th April, 1975. Once the Turkish Federated State of Cyprus was proclaimed, the holding of a public ^ referendum on its Constitution was the most democratic way of submitting the Constitution for approval "by t'he Turkish Cypriot Community which had established the Federated State. As is well known the Constitution. :vas approved by an overwhelming majority of 99»U o/o of those who participated in the Referendum.

It is regrettable that Mr. Rossides should use this democratic process of a public referendum as a pretext for repeating his well known propaganda against Turkey •/ • • • His Excellency Dr. Kurt Waldheim, Secretary-General, United Nations Organisation, New York. ; - 2 -

and the Turkish Cypriot Community v/ho have "been striving : for so Ions "to preserve the independence, sovereignty and territorial integrity of the Republic of Cyprus which was threatened "by the Greek Cypriot attempts to unite it with Greece. Had it not been for the timely intervention of Turkey in exercise of her rights and obligations under the Treaty of Guarantee, then Greece and the Greek Cypriots would, have succeeded in bringing about 3ITOSIS and thus Cyprus would then have truly become colonised by Greece in an era when, as pointed out by Lir. Rossides himself "the last remnants of colonialism are rapidly ; disappearing."

' In complaining against the Referendum, Mr. Rossides . i is in effect repeating his complaints against the .establishment '• of the Turkish Federated State of Cyprus, in the first place,, , The reasons why it had become necessary for the Turkish i Community to establish a Federated State are too v/ell known I to require detailed repetition here. As stated in the j preamble to the Joint Resolution of the 13th February, 1975 j proclaiming the Turkish Federated State of Cyprus, these i reasons nay briefly be summarised as being the persistence,- '] particularly since December, 1963, of Greece and Greek .1 Cypriots to bring about, at all costs, by violent and other --„ means the union of Cyprus with Greece; the usurpation j by Greek Cypriots of the State machinery since December,19^3 l j and the deprivation of the Turkish Cypriot Community, through ' the use of brute force, of its rights under the I960 ! Constitution including its share in the State Budget as •; v/ell as from participating in the State machinery and from : benefiting from State services,

.; Mr. Rossides has tried to present the establishment of a Turkish Federated State by the Turkish Cypriot Community and the adoption and subsequent approval by public referendum of its constitution as a sinister attempt by Turkey to annex ; part of Cyprus and thus to endanger the independence, sovereignty and territorial integrity of the Republic of Cyprus. 1 • / e • • The lie to this malicious allegation may Toe found in two express provisions of the; very Constitution itself. The first provision is Article 2 which provides thct "the Turkish Federated State of Cyprus shall only exercise those powers and functions which fall outside the powers and functions expressly given to the Federal Republic of Cyprus1', The other provision is the Transitional Article 2 contained in Part VII of the Constitution which provides that necessary amendments shall be made to the Constitution of the Turkish i-'ederated. State of Cyprus when the Constitution of the proposed Federal Republic of Cyprus cocies into force. It will thus "be seen that not only does the Turkish Corr.r::unity wish to protect the independence, sovereignty and. territorial integrity of the Republic of Cyprus on a M-regional federal basis, but this wish is expressly entrenched in tv/o Articles of the new Constitution, the democratic approval of which, by public referendum, Mr. Rossides has now thought fit to criticise.

Mr. Rossides has alleged that the holding of the referendum has jeopardised the intercommunal talks. Your Excellency, With reference to Mr. Hossides* letter S/117l|l, dated 2 July 1975* I would like to bring the following to your attention: The spokesman of the Turkish Federated State of Cyprus has described as utter nonsense the string of baseless allegations issued by the Greek Cypriot Public Information Office on Monday and Tuesday, 30 June and 1 July 1975* to the effect that Turkey and the Turkish Federated State of Cyprus were trying to change the demographic character of the Island and also, of making war- like preparations. The spokesman was commenting on official press releases issued by the Greek "Cypriot P.I.O. on the dates mentioned, claiming that 1,500 mainland Turks were being brought to Cyprus and settled in the district and that, on the military side, the numbers of the Turkish Peace Force and of the Turkish Cypriot fighters were being increased by bringing in fresh Turkish troops from Turkey and calling up all Turkish Cypriot reservists in Cyprus.

The spokesman reiterated that all these unfounded allegations were being deliberately fabricated and put out as part of a wider propaganda campaign to raise suspicion and concern in and outside Cyprus about the intentions of the Turkish side and the object of the Turkish Peace Operation in Cyprus. "By putting out these malicious lies, by distorting and misrepresenting simple facts, the Greek Cypriot leadership is hoping to create pressure against the Turks in international fields and force them into a political quarantine and retreat. But the Greek propaganda cannot fool the whole world and, therefore, it cannot achieve its object. This ill-conceived campaign is only under- mining the current efforts to find a peaceful solution for the Cyprus problem and also doing irreparable damage to the prospect of normalizing the relations of the Greek and Turkish Cypriot sides." Dear Sir, Many Turkish Cypriot v;omen still being forced to stay in the South by the Greek administration have written to ask me to help them in crossing to the Turkish-controlled north of the island. Also, numerous women in the North have pleaded with me to help them in their desire to reunite in the North with their relatives who are in the South. As someone who has long been associated with the inter- communal talks, Sir, you are well aware that the divisions between the two communities in Cyprus are real and"deep-rooted. Whatever the eventual settlement of the Cyprus problem, it is inconceivable that it will involve break-up of families like forced separation of husbands from wives and parents from children. Yet, there exist i 8-10 thousand Turkish Cypriots in the Greek-controlled South,-who • wish to reunite with their families. • '! It is impossible to escape the conclusion that the break- { ; up of families is being used by the Greek administration as a bar- ' I gaining leverage. Not only is this ethically wrong but also counter- productive since it^.ohly serves to exacerbate the existing bitterness and does not facilitate the solution of the problem. In any case, to allow the Turkish families to reunite will in no way be to the detriment of the greek cause. I do hope therefore, Sir, that commonsense will prevail and that you will mediate in bringing immediate relief to the suf- ferings of thousands of Turkish Cypriots in the South, who are year- ning to go to the North. Your Excellency, I would like to inform you that on' the" 25th June, 1975 forty-eight Turkish Cypriots, including women and children, who were trying to cross to the Turkish Cypriot region in the north over the Troodos mountains, were ambushed and severely beaten up by armed Greek Cypriots. Seventeen of then, including

Tour women, received severe bruises, broken bones and multiple fractures all over their bodies as a result of the beating. The condition of one of the victims who had two broken ribs, a smashed nose and head injuries continues to be serious. The victims were transported back to and left in the streets without having been given any medical assistance. Another Turkish Cypriot, while he was travelling to Litaassol, was inter- cepted today near Xeros river () and severely beaten up by the Greek Cypriot police. He was later removed to the Paphos Greek Hospital for treatment of the injuries he sustained. These brutal actions of the Greek Cypriot police

Dr. Kurt Waldheim Secre tary-General United Nations New York • • •/ • and the Greek National Guard ore the direct result of the discrimi- natory, ultra vires and inhuman restrictions imposed by the Greek Cypriot Administration in order to prevent the 11,000 Turkish Cypriots, who are being forcibly detained in the south as political pawns, from regaining their liberty or joining their relatives in the north. During the last six months hundreds of Turkish Cypriots, who tried to cross to the north in this way, were intercepted by the Greek Cypriot police or the Greek National Guard and returned to their villages after lengthy interrogation and torture at Greek Cypriot police stations. On two occasions the Greek Cypriot sentries at the check points fired at the vehicles causing in one instance the death of a four month old baby and seriously wounding of her mo ther. 1 need hardly P.tress that these outrageous acts, committed by the Greek Gypriot police and the Greek National Guard, in flagrant violation of all norms of human decency, serve no other purpose than to breed hatred, and enrsity between the two communities and to Jeopardise the efforts which are being made through Your Excellency's good offices for finding a peaceful solution t.o the Cyprus problem through the medium of the intercommunal talks. In registering my strongest protestation against these violent acts of the Greek Cypriot side, I wish to request Your Excellency to use your good offices for the removal of the restrictions imposed on the freedom of movement of Turkish Cypriots in the south and the immediate cessation of such acts of violence by the Greek Cypriot police and the Greek National Guard. t r'

The instrument referred to by J,Ir. Rossides (i.e. the leasing of Touristic \Vorkplaces Regulations, 1975, which was published in the Official Gazette Ho.3 of 28th January, 1975) in no way evidences the fact that property registered in tfa-e names of Greek Cypriote has been unlaw- fully usurped by the Turkish authorities, as alleged by Lir. Rossides. The Regulations in question merely make temporary provisions for enabling the maintenance and upkeep of touristic workplaces situated in the area under the control of the Turkish federated State of Cyprus, in the interests of the property itself and of the economy of the region as well as the economy of Cyprus as a whole, pending a final political settlement. It will be appreciated that if such measures are not taken for the maintenance and upkeep of the properties and they were left deserted and neglected, such properties would in time deteriorate and depreciate in value to the detriment of both the owners and of the Cyprus economy. It will be seen from the above that the measures which have been taken are temporary in nature, and have been dictated by necessity in view of the - 2 -

prevailing situation in Cyprus. They have nothing whatsoever to do with the refugee problem, although Mr. Rossides, in line with the Greek Cypriot policy of using tbe refugee problem as a political tool, has tried to distort the true purpose of the said Regula- tions.

Mr. Rossides1 reference to Mr. Yuksel Kamil's letter of the 19th, February 1975 is totally out of context and irrelevant. There is nothing in that letter to suggest that Greek Cypriot property has been usurped by the Turkish authorities. Cn the contrary it evidences the exact opposite, for if the Turkish authorities had in fact acquired ownership, as alleged by Mr. Rossides, it would have been possible to transfer such ownership to prospective or actual buyers. However, in Mr. Kamil's said letter, a Third Party who requested the Turkish authorities to transfer owner- ship of property registered in the name of a Greek Cypriot, was informed that this could not be dons as the Turkish authorities were not in a position to effect this transfer in the absence of the Greek Cypriot vendor (Under the relevant legislation the vendor is required to be present at the appropriate Land Registry Office before transfer of ownership can be effected and registered).

As regards the allegation in the 6th paragraph of "M-r. Rossides1 letter, I would like to point out that it is the policy of the Turkish Federated State of Cyprus to recognise and respect foreign interests in movable and immovable property, provided of course valid evidence of such interests is furnished. This policy has been made known to all concerned and action has been taken in accordance with such policy. The very letter of Mr. Kamil of 19th February, 1975 about which i,Ir. Rossides complains, specifically stated that, although the foreign party had not acquired legal ownership of the property in question (for under the relevant legislation a contract of sale alone does not effect transfer of ownership in immovable property) the said foreign party was informed

• / «• • — 3 — that his interest in the property as evidenced by the documents submitted (ie the contract of sale) was recognized and noted by the Turkish Federated State of Cyprus.

I would like to take this opportunity to remind Your Excellency of the activities of the Greek Cypriot Administration regarding Turkish owned property in areas under the Greek control during the recent past. Par from taking measures for the maintenance and upkeep of Turkish property left by their ov/ners as a result of the Greek Cypriot attacks against the Turkish Community since 1963, the Greek Cypriots resorted to vandalism and malicious damage. During the onslaught of 1963-64 no less than 103 Turkish villages were attacked and hundreds of Turkish homes destroyed and burnt (see United Nations "Ortega" report of July 1964) rendering over 24,000 Turks homeless refugees for more than eleven years. All efforts to rehabilitate these refugees were hindered by the Greek Cypriot Administration. Following the "Coup d'Stat" of 15th July, 1975 staged by the Greeks, once more Turkish enclaves within the Greek controlled .regions were attacked and Turkish "properties and homes maliciously destroyed, (Evdhimou, Spiskopi and many other villages in the Paphos area are glaring examples of smash and grab policy of the self styled Greek Cypriot pirate government).

It would be very much appreciated, Your Excellency, if this communication could be circulated to all members of the Security Council as an official document.

Your Excellency, Further to my letter dated loth Kay 1C75> I would like to refer to the letters of the 25th April and the 19th r':ay 1975 written by Iv!r. Rossides, the Representative of the Greek Cypriot Administra- tion at the United Nations, which were circulated as Security Council documents No. S/11673 and No. S/11692 respectively, and to inform you that the allegations contained therein are totally unfounded and are a gross misrepresentation of the true situation. As Your Excellency is no doubt aware, following the "coup d'etat" staged by the on the 15th July 1974 > Turkey intervened in Cyprus ~in exercise of her rights and obligations under the Treaty of Guarantee. Th^ Turkish Peace Force was sent to the Island not as an invasion force, as alleged by I-'r. Rossides, but solely with the object of preserving the independence, sovereignty and territorial integrity of Cyprus, which was in imminent danger of being destroyed by the organizers of the coup in pursuance of their policy of Enosis, and also to save the Turkish Community from annihilation. The allegation that there was a deliberate expulsion of Greek Cypriots from the north of Cyprus is totally unfounded and

It is common knowledge that intercommunal strife has been present in Cyprus for the past two decades, and as a result of the events of last summer, members of both communities left their homes in order to seek refuge in areas which they respectively considered to be safer. It is a fact, which

Mr. Piossides does not care to mention that thousands of Turkish

Cypriots in the south were also forced to abondon their homes by

Greek and Greek Cypriot armed elements and to become refugees in their own country, rioreover, the Turkish Cypriots have been forced to abondon their homes and property not only in 1974* but also on no less than three other occasions in the past two decades. The Sa.uOO ••-. Turkish Cypriot inhabitants of 103 villages who were expelled from their homes and lands with the Greek Cypriot onslaught in 1C63 and whose properties as well as constitutional rights were usurped by the Greek Cypriots through the force of arms, have never been allowed to return to their homes and thus, have been made destitute refugees in their own country for eleven years. It must be pointed out tnat the

Greek Cypriots who remain in the north are perfectly content, unlike their counterparts in the south, and are free to go to the south if they wish to do so. As to the return of the refugees, this is a matter to be settled within the framework of a final solution to the Cyprus problem in view of the security and political implications involved and also the thret of the Greek Cypriots to carry out guerilla activities. As for Greek Cypriots arrested for such activities and for espionage, they seem to be regarded by Mr. Rossides as innocent shepherds. I am obliged to draw your attention to tne hy^ocricy involved in the ridiculous allegation that the Greek Cypriots are being prevented to

return to their homes because of racial discrimination.

As to Kr. Rossides' allegation that there is massive emigration

from Turkey to Cyprus and a deliberate policy to change the demographic ; i character of the Island, these are not only completely contrary to the \ truth but also a distortion of the true facts. All that has occured is that skilled technicians and workers have been imported from Turkey

on a temporary basis as "guest workers", and Turkish Cypriots who had

previously been denied the right to live in their own country by the

Greek Cypriot Administration are now being given the opportunity to return. Surely Mr. Rossides does not suggest that Turkish Cypriots living abroad have no right to return to their country? At the same time Turkish Cypriots who were forced to abondon their homes in the south by Greek Cypriot armed elements are being rehabilitated in ttie north for their security. It is a very sad fact that in the past

Turkish Cypriots living in the Greek controlled "areas ha^e never had

security of life and___property and many became refugees twice, or even

three times, during the last two decades as a result of the Greek

policy to unite Cyprus with Greece by eliminating the Turkish element. I am sure Your Excellency will agree that there can be nothing, more sacred than a human being's right to security of life. Regarding the allegation of Mr. Rossides that Cyprus citizenship

has been given to ^0,000 Turkish soldiers and their families, this is not true. I would like to draw Your Excellency's attention to the statement made by Mr. Vedat Celik, the Kepresentative of the Turkish Federated State of Cyprus, before the Security Council, in which he k explained that Cyprus citizenship was given to the families of soldiers who had died while fighting for the independence of Cyprus as a token appreciation of their bereavement. It is an honorary title for those concerned, and what is given is more psychological than real,

(Reference: S/P.V. 1613). I would like to take this opportunity to remind Your Excellency that discrimination in Cyprus has been systematically practiced by the

Greek Cypriot Administration against the indigenous Turkish Cypriot population of the Island for the past twelve years. There is ample evidence of this in Your Excellency's reports to the Security Council. It would be very much appreciated is this communication could be circulated to all the members of the Security Council as an official document. It should be noted, incidentally, that the flights of the Turkish jet fighters are related to the presence of the Turkish peace Force in Cyprus which was sent to the Island, following the coup d*ets.t staged by the Greeks, in order to preserve the independence, sovereignty and territorial integrity of Cyprus as well as to protect the lives and property of the Turkish Community. I would also like to take this opportunity to place on record that the presence of the Turkish Forces in Cyprus is not only legitimate under international treatiesj but such presence is confined to the area of Cyprus in which the Turxish Federated State is the only legitimate and effective authority. Your Excellency, I have to inform you that, while efforts are being made, with Your Excellency's good offices, for the continuation of the intercommunal talks recently started at Vienna with a view to finding a permanent, just and peaceful solution to the Cyprus problem, the G-reek Cypriot leadership is still pursuing a policy which will undoubtedly undermine these efforts and create an

atmosphere that will weaken the prospects of and an agreed solu- tion through the medium of the intercommunal talks. In this connection I would particularly like to draw Your Excellency's attention to a recent speech made by Mr. Glafcos derides, the Greek Cypriot negotiator at the intercommunal talks, at the Lions Club in on 25 May 1975 alleging that a so-called Four Point Plan was proposed by Your Excellency during the first phase of the talks in Vienna, suggesting the withdrawal of Turkish troops from various parts of the Island, the return of those areas to the Greek Cypriots and placing the same under UNFICYP control.

New York Although the above statement of Mr. Glafcos Glerid.es, which at first we thought he had made for internal political purposes has been categorically denied by myself, by your special represen- tative in Cyprus Mr. Weckmann-Munoz, and also I believe by yourself in an interview given to a correspondent of the Istanbul paper Hurriyet, in New York, Mr. Clerides reiterated his statement and insisted on his unfounded allegations. Following a meeting between Mr. Glerides and myself on the 26th of May, in answer to a question by the press regarding the so-called Four Point Plan, alleged to have been forwarded by Your Excellency, Mr. Clerides again said: "Anyone can deny what I have said. But this does not mean that what I have said at Limassol is not the truth." This indicates that the statements in question were made as a part of an official policy. I would like to bring to Your Excellency's attention, and through you to the attention of all the members" of the Security Council, my grave concern at the above statements of Mr. Clerides and to register my most emphatic protest, particularly since these are manifesting themselves at the eve of the forthcoming second phase of the Vienna talks. It is most regrettable that at a time when every effort is being made with Your Excellency's good offices to find a just and peaceful solution to the Cyprus problem, these statements which are aimed at deceiving world public opinion are undermining and frustrating these efforts. It is indeed unfortunate that the Greek Cypriot leadership including Mr. Glafcos Clerides himself is using the Vienna talks as a propaganda tool against the Turkish Cypriot side.

I hope the Greek Cypriot leadership will soon realize that a sincere choice has to be made between propaganda and serious negotiations. Your Excellency, I am once again compelled to write to Your Excellency regarding the content of the letter of Mr. Rossides (S/11691 dated

15 May 1975 ). (i) Mr. Eossides and the Greek Cypriot Administration which he represents chose to refer to the "I960 Constitution of the Republic of Cyprus" whenever they think they can mislead the world opinion as to the true situation on the Island. (ii) One of the basic premises of the I960 Constitution of Cyprus, an international agreement, was that of .... • ...... a bi-communal state. The concept, therefore, of a state administered by only one of these communities . , runs counter to the constitutional basis of the Republic. Consequently, the unilateral action by the Greek Cypriots in December 1963 which ousted the Turkish Cypriots from the Administration of the Republic and usurped the constitutional rights of the Turkish Cypriot Community is a blatant violation '••'••" . of the basic structure of the Constitution of the Republic and as such, void ab initio in international

. 4 ./« law. Therefore, the so-called Government of Cyprus cannot be considered as the true and lawful government of the Island. The most it can ever be is to be the authority over the Greek faction of the population and its representative value is limited as such. (iii) The judgement of Kr. Rossides on the existence of the Turkish Federated State of Cyprus is of no value for the .Turkish Cypriots. The Turkish Federated State of Cyprus shall continue to exist. We shall patiently wait for the day when the Greek Cypriot side reorganizes itself so as to join us to form the Federal Republic of Cyprus. The rest is bound to remain semantics. Until that day, the representatives of the Turkish Federated State of Cyprus shall continue to speak on behalf of the Turkish Cypriot Community which has for so long been denied this right, using all the means, whenever and wherever appropriate.

Letter dated 3 May 1973 from Dr. Necdet Unel addressed to the Secretary-General

There are approximately 11 ,,000 Turkish Cypriots in the south who are living in fear of their lives and in misery as virtual prisoners in the hands of Greek Cypriots. These people, who are mostly elderly and infirm or members of broken families, are "being forcibly detained in the south as political pawns. They are yearning to cross to the north and regain their liberty, but they are unable to do so in the ordinary way owing to the restrictions imposed on their freedom of movement "by the Greek Cypriot Administration in flagrant violation of all principles of human rights.

In order to prevent these people from crossing to the north, the Greek Cypriot Administration has taken all sorts of restrictive measures, including the enactment of legislation making the transportation of Turkish Cypriots to the north a criminal offence punishable by heavy fines 3 imprisonment and/or the confiscation of the vehicles involved. There is no doubt that these measures, as well as the legislation in question, are in themselves glaring examples of inhuman discrimination against Turkish Cypriots living in the south. Greek authorities have also established check-points on all roads leading to the north and manned them with armed personnel with orders to shoot at any vehicle which fails to stop. I enclose extracts from the local Greek press showing evidence of such instances, as well as punishments inflicted on Greek drivers by the Greek Cypriot courts for transporting Turkish Cypriots to the north.

These discriminatory, ultra vires and inhuman measures of the Greek Cypriot Administration are forcing Turkish Cypriots to pay exorbitant sums of money to Greek Cypriot taxi drivers and to risk their lives in order to be able to regain their liberty and join their families in the north.

During the last two or three months over 600 Turkish Cypriots tried to cross to the north but were intercepted by the Greek Cypriot police or the national guard and returned to their villages after lengthy interrogation and torture at Greek Cypriot police stations. On two occasions, the Greek Cypriot sentries at the check- points fired at the vehicles causing in one instance the death of a four-month-old baby and the serious wounding of her mother. I heed hardly stress that this attitude of the Greek Cypriot Administration violates all norms of human decency and breeds hatred and enmity between the two communities.

In the circumstances, I shall very much appreciate it, if Your Excellency will use your good offices for the removal of the discriminatory and inhuman restrictions imposed on the freedom of movement of Turkish Cypriots living in the south so as to enable these unfortunate people freely to join their families in the north.

I shall be grateful if Your Excellency will kindly have this communication circulated as a Security Council document.

TURKS ROBBED

A Greek Cypriot police "bulletin, which appears in today's Greek Cypriot Press , says Ik Turkish Cypriots travelling to in a vehicle owned by Michail of Prodromos were intercepted by 3 masked and armed men near the village of Pomos and were robbed of their money I which totalled about 200 pounds.

The Turkish Cypriots were ordered back to Paphos. Ten were returned to Polls; the other h were left near the village of Natiou when a police check-point came into sight.

SMUGGLING OF TURKS

New arrests of those aiding the Turks in crossing over to the north were made yesterday. One of those arrested is a national guardsman named Panikos Demetriou who connived at the crossing of Turks from the road-block in return for £20 bribery. Other persons arrested were Vassos Geormiou of Larnaca and Andreas and Hambos Gerghiou brothers of Oroklini village. These three men were caught as they were transporting 30 Turks, with their belongings, to the north for £^00. £20 of this amount would be paid to the soldier at the road-block as bribery. Phileleftheros reports that the smuggling of Turks to the north has become an organized job.

A national guardsman, Panikos Demitriou and two brothers from Oriklini village (Andreas and Charalanbos Georghiou, as well as Vasos Georghiou of Larnaca) have been detained for transporting 30 Turkish Cypriots to the north. They had received UOO pounds, of.which 20 would be paid to the national guardsman, as a bribe, at the check-point.

TURKISH CHILD KILLED

A Turkish baby was killed and his mother wounded when police' opened fire on a Greek Cypriot car near Mazoto. They were being taken to the Turkish region. The driver of the car has escaped.

Police who set up road-blocks on the same road stopped 3 Greek owned cars and arrested their owner-drivers for transporting 38 Turkish Cypriots from Mari village to the Turkish region. Greek" Cypriot Press, 15 March 1975

TURKISH WOMAI DIES

A Turkish Cypriot woman who was travelling on foot, together with her husband and 2 children, to the north, has fallen off a cliff and died near Kykkodrodisa area.

Meanwhile, 2 busloads of Turkish Cypriots were intercepted on the Palekhori-Klirou road by the police who had set up road-blocks. They were all travelling to the Turkish region from Limassol. They have been forced to return to Limassol. , . * Agon, 21 March 1975

IMPRISONED

Christofis Mcolaou, U8, of Limasol has been sentenced by the Court to 6 months' imprisonment for transporting Turks from the south to the north. He was caught on the Gidi-Larnaca road.

Meanwhile 2 policemen have been arrested for questioning on a similar charge.

A) Andreas Konstantinou and Christos Tuvas have been sentenced to 5 months' jail for transporting Turks to the north.

Protromos Karvunyaris has been jailed for 3 months on a similar charge.

Fagos claims that these men are new national guardsmen.

B) Fagos reports that Andreas Costas of Larnaca has been imprisoned for 6 months for transporting Turks to the north.

AEREST FOR SMUGGLING TURKISH WOMEN

A 26-year-old Limassol man has been arrested by the police at Limassol and will be brought before the court today on charges of attempting to smuggle Turks into the Turkish-controlled region.

Police said they intercepted the man's car at the Yermasoya road-block and-- found two Turkish women in a hiding place camouflaged under the driver's seat. The women said they had paid the driver £275, and another £177 would be paid by her son when they arrived in Nicosia.

The driver has been arrested, and the Turkish women were sent back to their homes in Paphos.

SHOTS FIRED AT CAR IN NICOSIA

National guardsmen near the Cyta round-about in Nicosia on the green line fired two shots at a car from which three Turkish Cypriot women alighted to walk into the Turkish-controlled region of Nicosia. The car sped towards the Pedieos bridge and disappeared.

Three' Greek Cypriots have teen sent to jail by the Court for terms ranging from six to nine months and fined between them a total of £130 for acting in collusion among themselves for the smuggling of Turkish Cypriots from the south to the north. *

The accused were: George Eleftheriou (23), Charalambos loannou (26) and loannis Tryfonos (29}, all of Khandria village in the Limassol district.

You must have already heard the dastardly murder of a four-month old baby and the wounding of his mother by the Greek Cypriot Police near Mazotos village in the Larnaca District,, This is yet another glaring example of the sort of treatment which the Greek Cypriots have been meting out to the Turkish Cypriots for the past twenty years.

This barbaric act committed against a Turkish Cypriot mother and her four-month old baby, whose only fault was to try in a normal way to join the father living in the Turkish region in the North, has caused great indignation amongst the members of the Turkish Cypriot Community.

In strongly condemning this outrageous crime which the Greek Cypriot Police have committed in flagrant violation of basic human rights and human decency, we would once again appeal to Your Excellency for assistance to enable those Turkish Cypriots who are still living in fear of their lives in the Greek Cypriot controlled region in the South, to exercise their constitutional and basic human rights of moving to the safety of the Turkish Cypriot controlled region in the North„

Your Excellency will appreciate that the continuation of this sort of acts of violence against innocent and unarmed Turkish Cypriot civilians wishing to travel to the North, may well give rise to retaliatory action by the families hurt and the responsibility for such action will rest with the Greek Cypriot side6
