At the investment phase, the service provider implements the project through the funding it has acquired. Finnish Transport Infrastructure Agency will only start paying the service fee once the project has been implemented and is operational. The service fee will be paid throughout the entire maintenance period. The service fee includes the capital, interest and maintenance costs of the investment as well as the administrative and operating costs of the project company. Part of the service fee (maintenance contribution) is tied to the cost index of civil engineering works.
