Journalism remains a battleground, with deep divisions rooted in commercial and political problems. Few of Montenegro’s 73 media outlets distance themselves from political polarization. MONTENEGRO ii MEDIA SUSTAINABILITY INDEX 2017 introduction OVERALL SCORE: 2.04 MONTENEGRO In 2016, Montenegro was marked by political instability, a government crisis, and a parliamentary election. Economic growth at 3 percent was promising but high public debt and 19 percent unemployment still dog the country’s recovery. The European Union (EU) and NATO accession process continue to unfold: Montenegro has opened 24 out of the 35 Accession INegotiation Chapters required for admission to the EU and it is quite realistic to expect that next year Montenegro will be the 29th NATO member-state. While two-thirds of citizens support accession to the EU and a narrow majority also in favor of joining NATO, Serbian nationalists, bolstered by strong Russian support, oppose the process along with the influential Serbian Orthodox Church. Conflict within the ruling coalition, between the dominant political party (the Democratic Party of Socialists, or DPS) and its long-standing ally (the Socialist Democratic Party) resulted in an election on October 16. The DPS won again and, with allies from minority parties, the ruling bloc won 42 seats, while the opposition got 39. The election boasted a 73-percent voter turnout but also saw the arrest of 20 Serbian nationals. They were suspected of preparing a post-election terrorist attack in Montenegrin capital of Podgorica, abetted by two Russian nationals. Subsequently, the opposition still has not conceded the election, although a majority of local electoral observers and the Organization for Security and Cooperation in Europe said that the election was fair, democratic, and free. -
Coastal Tourism in Montenegro – Economic Dynamics, Spatial Developments and Future Perspectives

UDK 379.8:911.3](497.16) Preliminary communication 911.3:33](497.16) Prethodno priopćenje Coastal Tourism in Montenegro – Economic Dynamics, Spatial Developments and Future Perspectives Matthias Bickert, Daniel Göler, Holger Lehmeier Montenegro seeks its future perspectives in tourism. And there are good reasons for that: The country was considered to be the fastest growing tourism market worldwide in 2007. Notwithstanding a slight decrease during the last years, tourism is still seen as a crucial factor for future economic development. This seems to be a viable option if we consider Montenegro’s natural potential, its beneficial position on the Adriatic coastline and the experience in tourism gained in the many years since the 1970s. These dynamic developments were motivation enough to explore tourism in Montene- gro in a research project with strong empirical evidence, organised as co-operation between Universities from Germany, Albania, Montenegro and Serbia. Our empirical approach included semi-structured, flexible interviews with different types of stakeholders. Since tourism in Montenegro is still almost entirely limited to the coast, we chose three coastal hot-spots in tourism, namely Kotor, Budva and Ulcinj. Our results show that the current development in tourism can surely be considered as progressive and dynamic. But it is also strongly affected by multiple polarisations and divergent trends. There is a need for infrastructural upgrades in the mass tourism sector, which is for the most part a low budget market with very difficult future perspectives. At the same time, there is a small but growing number of very exclusive offers, often seen as the vanguard of Montenegro’s future as an upper class tourists’ destination. -

DETALJNI URBANISTIČKI PLAN Za Lokalitet “KODRE 1”
DETALJNI URBANISTIČKI PLAN za lokalitet “KODRE 1” Granica zahvata Granica zahvata DUP-a definisana je Odlukom o izradi Detaljnog urbanističkog plana za lokalitet “Kodre 1” u Ulcinju. U grafičkom prilogu Topografsko–katastarska podloga sa prikazom granice plana dat je prikaz zahvata plana sa koordinatama granice plana. Površina zahvata Odlukom o izradi Detaljnog urbanističkog plana za lokalitet „Kodre 1“ u Ulcinju, obuhvaćen je prostor površine 71ha. Kroz detaljnu plansku razradu izvršeno je prilagođavanje saobraćajnom rešenju i kontaktnom planu pa se Detaljnim urbanističkim planom razrađuje prostor u ukupnoj površini od 72ha. Pravni osnov za izradu plana Pravni osnov za izradu Detaljnog urbanističkog plana za lokalitet “Kodre 1” u Ulcinju, sadržan je u: - Odluci o izradi Detaljnog urbanističkog plana za lokalitet “Kodre 1” u Ulcinju br. 01-3479/1-12 od 07.06.2012. god. koju je doneo Predsednik opštine Ulcinj. - Programskom zadatku sa svim relevantnim uslovima u vezi sa Zakonom o uređenju prostora i izgradnji objekata (Službeni list CG, broj 51/08, 40/10, 34/11, 47/11, 35/13, 39/13, 33/14). Programski zahtevi Prema Odluci o Izradi DUP-a i Programskom zadatku predmetni plan se donosi za period od pet godina. Ovim planskim dokumentom treba da se kroz analizu planiranih sadržaja i shodno razvojmim potrebama u okviru istog, ponude planska rešenja kojima bi se stvorili preduslovi za gradnju individualnih, stambenih i turističkih objekata (blok vile – apart hoteli sa 2 zvezdice), uklapanje bespravno izgrađenih objekata koji ispunjavaju uslove, uz prateće i komplementarne sadržaje na predmetnom području, kao i maksimalno očuvanje i uklapanje postojećeg vitalnog i funkcionalnog zelenila u nova urbanistička rešenja.
