Ovaj IzvJeStaj se podnosi u skladu sa clanom 38 Zakona q manjiuskim pravima i slohodamJ\iO]\m. je propisana obaveza Vlade Cme Gore da najmanje jednom godiSnje podnosi SkupStini Cme Gore izvje§taj o razvoju i zaStiti prava manjinskih naroda i dmgih manjinskih nacionalnihzajednica. Osnovni cilj Iz^'je§taja o razvoju i zastiti prava manjinskih naroda i dmgih manjinskih nacionalnih zajednica za 2017. godinu jeste da pru2i prikaz politike zaStite manjina, kako u normativnom dijelu, tako i po pojedinim oblastima dmStvenog ^vota zna5ajnim za zaStitu manjinskih narodai dmgihmanjinskih nacionalnih zajednica. U normativnom dijelu bitno je napomenuti da je Vlada Cme Gore, na sjednici od 11. jula 2016. godine, utvrdila Predlog Zakona o izmjenama i dopunama Zakona a manjinskim pravima islobodama. Zakon o manjinskim pravima islobodama]^ usaglaSen saprepomkama Evropske komisije i Venecijanske komisije. SkupStina Cme Gore je 27. aprila 2017. godine, usvojila Zakon o izmjenama i dopunama Zakona o manjinskim pravima i slobodama. Reforma Fonda za zaStitu i osivarivanje manjinskih prava (u daljem tekstu Fond) je fokusirana na sprjecavanje objektivno mogudeg konflikta interesa, uvodenje dvostepenosti kod odlucivanja o projektima koji sefmansiraju izsredstava Fonda, kao i podizanju kvaliteta monitoringa i evaluacije podrianih projekata. Takav pristup je zasnovan i na odredenim manjkavostima koje su uo£ene od strane drzavnih institucija koje vrSe kontrolu utroSka bud&tskih sredstava (Drzavna revizorska institucija), Evropske komisije, Sayjeta Evrope, i dmgih subjekata. Vlada Cme Gore je 02. novembra 2017. godine utvrdila Predlog Zakona o izboru, upotrebi javnom isticanju nacionalnih simbola. Ovim Zakonom ureduje se pravo na Slobodan izbor, upotrebu i javno isticanje nacionalnih simbola, pripadnika/ca manjinskih naroda i dmgih manjinskih nacionalnih z^ednica u naSoj dr^avi. Zakonom o izboru, upotrebi, javnom isticanju nacionalnih simbola, izmedu ostalog, navodi se da se nacionalnim simbolima smatraju simboli koje pripadnici manjinskih naroda i dmgih manjinskih nacionalnih zajednica upotrebljavaju zasvoje predstavljanje i izrazavanje svog nacionalnog identiteta. Takode, bitno je napomenuti da su u prethodnoj godini stvoreni preduslovi za dalje ja5anje kapaciteta Fonda za zastitu i ostvarivanje manjinskih prava. GODINI Obaveza Vlade Cme Gore je da najmanje jednom godi§nje podnosi SkupStini Cme Gore IzvjeStaj 0 razvoju i zaStiti prava manjinskih naroda i drugih manjinskih nacionalnih zajednica. Ova obaveza propisana je u skladu sa 51anom 38 Zakona o manjinskim pravima i slobodama^. Programom rada Vlade Cme Gore za 2018. godinu (I kvartal) predvidenaje izrada IzyjeStaja 0 razvoju i zaStiti prava manjinskih naroda i drugih manjinskih nacionalnih zajednica za 2017. godinu i njegovo podnoSenjeSkupStini Cme Gore na usvajanje. Osnovni cilj IzvjeStaja o razvoju i zaStiti prava manjinskih naroda i drugih nacionalnih zajednica za 2017. godinu jeste da pru2i prikaz politike zaStitemanjina, kako u normativnom dijelu, tako i po .pojedinim oblastima druStvenog 2ivota znaSajnim za zaStitu manjinskih naroda i drugih manjinskih nacionalnih zajednica. Vlada Cme Gore je, na sjednici od 23. marta 2017. godine, razmotrila i usvojila IzveStaj o razvoju i zaStiti prava manjinskih naroda i drugih manjinksih nacionalnih zajednica u 2016. godini. PRAVNI OKVIR ZASTITE MANJINSKIH NARODA I DRUGIH MANJINSKIH NACIONALNIH ZAJEDNICAU CRNOJ GORI Cma Gora je ustavno definisana kao gradanska, demokratska, ekoloSka i di^va socijalne pravde, zasnovana na vladavini prava. Nosilac suverenosti je gradanin koji craogorsko driavljanstvo. Ustav Cme Gore daje pravnu osnovu za promovisanje,ja5anje i unapredenje zaStiteosnovnih ljudskihprava i sloboda i potvrdujeobavezu Cme Gore da poStuje medun^odne standardeu torn kontekstu. Gotovo polovina Clanova Ustava (68 od 158) se odnose na ljudska prava i slobode, 6iine je normativno potvrden njihov znaCaj, Osnovne odredbe Ustava sadrie tri odredbe, suStinske

    Journalism remains a battleground, with deep divisions rooted in commercial and political problems. Few of Montenegro’s 73 media outlets distance themselves from political polarization. MONTENEGRO ii MEDIA SUSTAINABILITY INDEX 2017 introduction OVERALL SCORE: 2.04 MONTENEGRO In 2016, Montenegro was marked by political instability, a government crisis, and a parliamentary election. Economic growth at 3 percent was promising but high public debt and 19 percent unemployment still dog the country’s recovery. The European Union (EU) and NATO accession process continue to unfold: Montenegro has opened 24 out of the 35 Accession INegotiation Chapters required for admission to the EU and it is quite realistic to expect that next year Montenegro will be the 29th NATO member-state. While two-thirds of citizens support accession to the EU and a narrow majority also in favor of joining NATO, Serbian nationalists, bolstered by strong Russian support, oppose the process along with the influential Serbian Orthodox Church. Conflict within the ruling coalition, between the dominant political party (the Democratic Party of Socialists, or DPS) and its long-standing ally (the Socialist Democratic Party) resulted in an election on October 16. The DPS won again and, with allies from minority parties, the ruling bloc won 42 seats, while the opposition got 39. The election boasted a 73-percent voter turnout but also saw the arrest of 20 Serbian nationals. They were suspected of preparing a post-election terrorist attack in Montenegrin capital of Podgorica, abetted by two Russian nationals. Subsequently, the opposition still has not conceded the election, although a majority of local electoral observers and the Organization for Security and Cooperation in Europe said that the election was fair, democratic, and free.

    Montenegro AGENCY FOR ELECTRONIC MEDIA Number: 02 – 1095 Podgorica, 12 July 2016 MARKET REPORT ON RADIO AND TV PROGRAMME DISTRIBUTION TO END USERS - JUNE 2016 – Pursuant to the licences awarded by the Agency for Electronic Media, the following seven operators of non-terrestrial platforms have the right to distribute radio and TV programmes to the end users in the authorized service zone: two cable, three IPTV operators, and one MMDS and DHT each. Since one licensed IPTV operator has not yet started to provide service, this report refers to the six operators that provide the service of conditional access to AVM content via non-terrestrial platforms. With regard to the terrestrial platform, “Radio-difuzni centar” d.o.o. has the status of an operator of the first and second multiplex for terrestrial broadcasting, covering the whole territory of Montenegro (MUX 1 and MUX 2), as well as the status of an operator of 15 local multiplexes. In addition, the company “Mir & Teuta” d.o.o has the status of an operator of the local multiplex MUX UL 1 in the Municipality of Ulcinj. The national public broadcaster (RTCG), with its two TV channels (TVCG1 i TVCG2), as well as the broadcasters TV Vijesti, TV Prva and TV Pink M have obtained the right to access the first national multiplex (MUX 1). The access to the local multiplex has been obtained by the broadcasters TV Teuta and TV Boin in the Municipality of Ulcinj (MUX UL L1), TV Boin in the Municipality of Podgorica (MUX PG-DG L1), TV Sun in the Municipality of Bijelo Polje (MUX BP L1), and TV Glas Plava in the Municipality of Plav (MUX PL-GS L1).

    Montenegro AGENCY FOR ELECTRONIC MEDIA Number: 02 – 1983 Podgorica, 23 November 2016 MARKET REPORT ON RADIO AND TV PROGRAMME DISTRIBUTION TO END USERS - OCTOBER 2016 – Pursuant to the licences awarded by the Agency for Electronic Media, the distribution of radio and TV programmes to the end users is done though a terrestrial free-to-air platform (DVB-T2 FTA) and via different conditional access platforms (KDS, IPTV, DTH, MMDS and DVB-T2). There are two operators using the terrestrial free-to-air (FTA) platform. “Radio-difuzni centar” d.o.o. has the status of an operator of the first multiplex for digital terrestrial broadcasting, covering the whole territory of Montenegro (MUX 1), one part of which is used as a FTA and a larger part as a conditional access platform, as well as the status of an operator of the second multiplex for digital terrestrial broadcasting (MUX 2), whose capacities are used as a conditional access platform. Moreover, this operator has a status of an operator of 15 local multiplexes, which are, also partially, used as FTA platform. In addition, the Podgorica-based company „M-tel“ d.o.o. became an operator of the local multiplex MUX UL 1 in the Municipality of Ulcinj, after the company “Mir & Teuta” d.o.o had transferred its licence for this multiplex temporarily to this company. The capacities of this multiplex are also used only partially as a FTA platform. The national public broadcaster (RTCG), with its two TV channels (TVCG1 and TVCG2), as well as the broadcasters TV Vijesti, TV Prva and TV Pink M have obtained the right to access the first national multiplex (MUX 1).

The survey was executed in May and June 2011. Its uniqueness lies in its design. Namely, the respondents in this survey were media professionals themselves. Our aim was to study their views and experiences regarding media freedoms. Accordingly, the basic design of the survey in thematic terms covers the following: • Views of media professionals about laws and the newly proposed legislation • An analysis of key problems that limit the freedom of the media based on media professionals' opinions • The forms and types of threats to freedom of the media and identification of the oppressors • Political activism of media representatives aimed at protection of media rights and freedoms • Analysis of equality between the public and privately-owned media In addition to the above, the design of the survey also demanded that we analyze the following categories of respondents/media separately: • Public/privately-owned media • Electronic/print media • Journalist/editors A special tool/questionnaire was developed for the needs of this survey and the sample was made so as to cover in stratified proportions all the media operating in Montenegro that are seated in the country.

    Montenegro Independent Media Program Funded By USAID IREX MONTENEGRO INDEPENDENT MEDIA PROGRAM (MIMP) (CA No. 170-A-00-01-00102-00) Quarterly Report April 1, 2003 – June 30, 2003 IREX submits this quarterly report in accordance with the requirement of the Montenegro Independent Media Cooperative Agreement No. 170-A-00-01-00102-00. IREX believes the report provides sufficient detail to allow USAID to adequately monitor the program and ask follow-up questions. IREX staff members in DC and Podgorica have been in close contact with USAID throughout the quarter on program implementation. IREX welcomes USAID comments and questions on the report, directed to Jill Jarvi, Senior Program Officer ([email protected]), and Angela Roberts, Program Officer ([email protected]). I. SUMMARY In the third quarter of the Year 2 MIMP Workplan, IREX continued its scope of work started in July 2001. IREX’s strategy concentrates on developing capacity and sustainability for independent media, and its approach focuses on four Intermediate Results: 1. Journalists provide citizens with objective, balanced, and fact-based information; 2. Supporting institutions function in the professional interests of independent media; 3. The legal and regulatory framework supports free speech and access to public information; and 4. Publishers and station managers manage media outlets as efficient, profit-seeking businesses. Within these four areas, IREX’s work concentrates on key partners, particularly the Montenegrin Broadcasting Company (MBC), the weekly magazine Monitor, the Union of Independent Broadcast Media of Montenegro (UNEM), and the MINA News Agency. Much of this quarter’s efforts focused on the launch of two new programs on MBC, Ksenija and Ekonometar, as well as the technical support to stakeholders in the implementation of the media laws.
