Government roiled by VIP vaccination scandal, struggles to respond After a relatively quiet start to 2021, February saw the government face its largest political challenge to date—a vaccination scandal that prompted the resignation of the national health minister. On February 19, Argentina’s national Health Minister Ginés González García resigned following a request from President Alberto Fernández due to growing outrage about the vaccination of political figures not currently included in the COVID-19 vaccination priority groups. In the preceding days, national and local media began to report several cases of national, provincial and municipal leaders that were not part of the prioritized groups for vaccination (focused on healthcare workers, and elderly individuals and teachers in some districts) receiving vaccines. The list also included national legislators, public officials and union leaders close to the government. This crisis peaked on February 19 when Horacio Verbitsky, a partisan journalist known to be close to the governing coalition, announced in a radio interview that he was vaccinated in a special room in the Ministry of Health after speaking with González García. The episode quickly escalated in the national media into the “VIP Vaccination” scandal and undermined the last legitimacy of the minister, who had faced numerous criticisms for his handling of the COVID-19 crisis and vaccination campaign. In the days following Verbitsky's admission and the minister’s resignation, reports continued to emerge about new individuals in public office or otherwise with political ties who had received the vaccination. In response, the opposition Juntos por el Cambio coalition requested that a detailed explanation be given to Congress, criminal complaints have been filed against the Find more about our services Follow @CefeidasGroup former Health Minister for alleged breach population.

Palabras Clave: Tupac Amaru- movimientos sociales - institucionalización Abstract: During the last two decades, the theories on latin-american social movements have been interpreting the complex relations between these movements and the political institutional spheres, in connection with the social and political transformations of the national states, the political parties, and the citizens' participation through their diferent organizations during the transition to democracy. One of the collective action cases that offers the posibility to introduce these dimentions in the new regional conjuncture is the Organización Barrial Tupac Amaru, a social and political movement initiated at the end of the 20th century in San Salvador de Jujuy (Argentina).

Many studies of federal countries have regarded governors as national veto players even though they do not have such a constitutional status. However, the statistical tests of comparative legislative studies and those of comparative federalism have not succeeded in showing gubernatorial effects on a national political arena. In this dissertation, I study the conditions under which governors can be national veto players by focusing on the treatment of presidential bills between 1983 and 2007 in the Argentine Senate. The dissertation shows that the Senate serves as an arena for subnational governments to influence national politics.

LADB Article Id: 52725 ISSN: 1089-1560 Nestor Kirchner is President-elect by LADB Staff Category/Department: Argentina Published: 2003-05-23 Just four days before Argentina's May 18 presidential runoff, former President Carlos Saul Menem (1989-1999) withdrew from the race, making Santa Cruz Gov. Nestor Kirchner president-elect by default. Both Menem and Kirchner belong to the Partido Justicialista-peronista (PJ). Kirchner will begin his four-year term May 25. Argentina's electoral law provides that, if a presidential candidate pulls out of a runoff election, the Congress automatically declares the other candidate the winner. The 72-year-old Menem quit rather than face the humiliation of a defeat that polls indicated would be by as much as 40 percentage points. But his withdrawal also ensured that Kirchner would take office without the strength he would have gained from an overwhelming electoral victory. "He could have become president with the largest vote in the history of Argentina," said political analyst Rosendo Fraga.
