Guido Ignacio Giorgi* (CEIL-CONICET, UBA, UNLa) [email protected] Desde hace décadas, el saber experto y los expertos son parte de las estrategias legítimas en la competencia política, el ejercicio de gobierno y la administración estatal. En torno a estas actividades se genera un mundo de circulación de saberes, discursos y personas, frecuentemente agrupadas en centros de expertise o think tanks. Estos buscan incidir en las agendas públicas, elaborando diagnósticos, señalando problemas públicos, proponiendo soluciones, y formando cuadros técnicos capaces de asumir la gestión del Estado. Justamente, sobre este último eje centraremos nuestro trabajo: tomaremos tres organizaciones (ISalud, UNICEF Argentina y el Grupo Shopia) en las cuales participaron hombres y mujeres que ocuparon altos cargos en las áreas socio-asistenciales del gobierno nacional en las décadas de 1990 y 2000. El análisis de cada una nos permitirá dar cuenta de su funcionamiento como redes de confianza centrales para el reclutamiento de expertos en la gestión estatal de la cuestión social. De esta manera, pretendemos aportar al debate sobre el funcionamiento de la política y el Estado, a partir del estudio de la generación y la puesta en juego de las credenciales expertas y la circulación de personas, así como los entramados de sociabilidad en los que circulan. -

LADB Article Id: 52712 ISSN: 1089-1560 President Kirchner Revamps Military Leadership by LADB Staff Category/Department: Argentina Published: 2003-06-06 Nestor Kirchner took office May 25, Argentina's sixth president in 18 months. With ten days, he had set in motion one of the most extensive overhauls of the leadership of the armed forces and the Federal Police in recent Argentine history. "I have a dream to propose to you," said Kirchner in his inaugural address. "It is the construction of truth and justice, of once again having an Argentina with all and for all." Kirchner promised to attack corruption, work for social inclusion, and bring justice to the poor, who are 60% of the population. "We have to make sure the state brings equality where the market excludes and abandons," he said. In a reference to the 1976-1983 military dictatorship, Kirchner urged Argentines to remember the ideals of "our generation, which gave all and did all, hoping to create a nation of equals." "I am part of a generation that was decimated and castigated by painful absences," he said, recalling the estimated 30,000 people who disappeared during the dictatorship. -
Encuesta De Satisfacción Política Y Opinión Pública
Encuesta de Satisfacción Política y Opinión Pública #ESPOP Abril 2018 1 Metodología • Estos son hallazgos de la encuesta de satisfacción política y opinion pública de la Universidad de San Andrés. En total fueron realizadas 1004 entrevistas entre el 16 y el 23 de Abril de 2018 a adultos de 18-64 años conectados a internet, en Argentina. • La encuesta se realiza en 23 provincias y la Ciudad Autónoma de Buenos Aires vía el Panel online de Netquest. La muestra es proporcional al tamaño de las provincias (con algunos ajustes para garantizar base de lectura) y representativa a nivel de las regiones. Las provincias fueron agrupadas en 5 regiones: NOA, NEA, Cuyo, Centro, Patagonia, y Buenos Aires dividida a su vez en CABA, GBA e interior de la Provincia de Buenos Aires. Se aplicaron cuotas de sexo, edad y nivel socioeconómico. • La encuesta versa sobre satisfacción con el desempeño de los poderes políticos y las políticas públicas y sobre la opinion respecto de los principals líderes politicos nacionales, grupos y sectores, ministros y gobernadores. Algunas preguntas siguen una serie de tiempo basada en la encuesta de Indicadores de Satisfacción Política Institucional (ISPI) realizada por la Universidad de San Andrés e Ipsos de Marzo de 2016 a Mayo de 2017. En la presente investigación se modificaron las escalas numéricas de satisfacción y opinion (antes de 1-10) por escalasordinales de 4 categorías (dos positivas y dos negativas). Los valores de las series de tiempo fueron recategorizados para ser comparabales con las nuevas mediciones. • Cuando los resultados no sumen 100, eso puede deberse a redondeos computacionales,, respuestas múltiples o la exclusión de los que no saben o no contestan. -

“Bringing Militancy to Management”: An Approach to the Relationship between Activism 67 “Bringing Militancy to Management”: An Approach to the Relationship between Activism and Government Employment during the Cristina Fernández de Kirchner Administration in Argentina Melina Vázquez* Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET); Instituto de Investigaciones Gino Germani; Universidad de Buenos Aires, Argentina Abstract This article explores the relationship between employment in public administration and militant commitment, which is understood as that which the actors themselves define as “militant management.” To this end, an analysis is presented of three groups created within three Argentine ministries that adopted “Kirchnerist” ideology: La graN maKro (The Great Makro), the Juventud de Obras Públicas, and the Corriente de Libertación Nacional. The article explores the conditions of possibility and principal characteristics of this activism as well as the guidelines for admission, continuing membership, and promotion – both within the groups and within government entities – and the way that this type of militancy is articulated with expert, professional and academic capital as well as the capital constituted by the militants themselves. Political Shocks and Asset Prices Daniel Carnahan (Business Insider) Sebastian Saiegh (University of California San Diego) Abstract We estimate how asset prices respond to a range of political shocks, including changes in a country’s economic stewardship, national elections, coup d'états, wars, and terrorist attacks. Multiple instances of these events took place in Argentina between 1967 and 2020. Using an event study approach and over 13,000 daily prices from the Buenos Aires exchange, we find that stock-market volatility increases in the days immediately following unexpected, major policy- shifting events. These results hold irrespective of whether market returns are measured in nominal terms, in local consumption units, or in US dollars. Our analysis allows us to establish comparisons across different types of political shocks while avoiding the identification problems of multi-country event studies. The most significant increase in post-event risk is associated with irregular government turnovers (coup d'états, presidential death, resignations); approximately 100 percent on average, when returns are expressed in US dollars. Volatility also increases in the days immediately following a defeat in an international war, national elections and changes in the country’s economic stewardship. No changes in stock market volatility occur, however, after terrorist attacks or when the date of a new administration’s inauguration is publicly known and determined sufficiently far in advance. These political risks can originate in specific government actions, such as laws or regulations. -

BACKGROUND The Statute of the Inter-American Drug Abuse Control Commission (CICAD) provides in Article 21 that the Commission shall hold two regular sessions per year; one to deal with general matters, the other to address specific technical topics determined by the Commission or such other matters as may require its special attention. The Statute also provides that special sessions shall be held whenever the Commission so decides, or at the request of a majority of its member states. At its fifty regular session, the Commission decided, in accordance with Articles 20 and 21 of the Statute, that the fifty first regular session would be held on May 9-11, 2012, in Washington, DC. II. PROCEEDINGS 1. Opening Session a. Dr. Rafael Antonio Bielsa, Secretary of State, Secretariat for Programming Drug Abuse Prevention and the Fight against Drug Trafficking (SEDRONAR), Republic of Argentina, Chair of CICAD The Secretary of State of Argentina, Dr. Rafael Antonio Bielsa, gave his opening remarks at the fifty-first regular session of CICAD (CICAD/doc.1957/12). Dr. Bielsa expressed his desire for a fruitful meeting for the day-to-day work to be undertaken by member states to combat the global drug problem in its many phases. Dr. Bielsa also reflected on the recently held fiftieth regular session of CICAD where Argentina assumed the presidency by Chair of the commission with an eye on the future which is now and imposes the need to make this a central moment to take on the global drug problem. -

ArgentinA: From Kirchner to Kirchner Steven Levitsky and María Victoria Murillo Steven Levitsky is professor of government at Harvard University. María Victoria Murillo is associate professor of political science and international affairs at Columbia University. Together they edited Ar- gentine Democracy: The Politics of Institutional Weakness (2005). Argentina’s 28 October 2007 presidential election contrasted sharply with the one that preceded it. The 2003 race took place in the after- math of an unprecedented economic collapse and the massive December 2001 protests that toppled two presidents in a span of ten days. That election—which was won by little-known (Peronist) Justicialist Party governor Néstor Kirchner—was held in a climate of political fragmenta- tion and uncertainty. Little uncertainty surrounded the 2007 campaign. After four years of strong economic growth, and with the opposition in shambles, a victory by the incumbent Peronists was a foregone conclu- sion. The only surprise was that Kirchner, who remained popular, chose not to seek reelection. Instead, his wife, Senator Cristina Fernández de Kirchner, ran in his place. Cristina Kirchner captured 45 percent of the vote, easily defeating Elisa Carrió of the left-of-center Civic Coalition (23 percent) and Kirch- ner’s former economics minister, Roberto Lavagna (17 percent), who was backed by the Radical Civic Union (UCR). In addition to winning more than three-quarters of Argentina’s 23 governorships, the Justicial- ist Party (PJ) and other pro-Kirchner allies won large majorities in both legislative chambers. In the Chamber of Deputies, the lower house of Argentina’s bicameral National Congress, progovernment Peronists and other Kirchner allies (including pro-Kirchner Radicals) won 160 of 257 seats, while dissident Peronists won another 10 seats. -

Durante 2007 se observó una mejoría de los índices socioeconómicos (desempleo, pobreza e indigencia), así como un incremento de los niveles de conflictividad sindical, principalmente en las provincias. En el plano internacional, sobresalieron la conflictiva relación con Uruguay y la continuidad de la alianza económica con Venezuela. ABSTRACT The year 2007 was marked by the continuity of economic growth, the tensions stemming from the implementation of the macroeconomic model (i.e., inflation and decline of the public sector’s primary fiscal surplus), which rests on a high exchange rate and commercial and fiscal surplus, the consolidation of the electoral predominance of the incumbent party Frente para la Victoria (FPV) in the general and legislative elections, and by the territorialization and fractionalization of the main national political parties. -
