    Response to the Peer Review Report EPA Base Case Version 5.13 Using IPM U.S. EPA, Clean Air Markets Division SECTION 1 INTRODUCTION In October 2014, the U.S. Environmental Protection Agency (EPA) commissioned a peer review of the EPA Base Case version 5.13 using the Integrated Planning Model (IPM). 1 RTI International, an independent contractor, facilitated the peer review of the EPA Base Case v.5.13 in compliance with EPA’s Peer Review Handbook (U.S. EPA, 2006) and produced a report from that peer review. RTI selected five peer reviewers (Anthony Paul, Meghan McGuinness, Walter Short, Paul Sotkiewicz, and John Weyant) who have expertise in energy policy, power sector modeling and economics to review the EPA Base Case v.5.13 and provide feedback. The peer reviewers evaluated the adequacy of the framework, assumptions, and supporting data used in the EPA Base Case v.5.13 using IPM, and they suggested potential improvements. IPM is a multiregional, dynamic, deterministic model of the U.S. power sector that provides forecasts of least-cost capacity expansion, electricity dispatch and emission reliability constraints. The EPA uses the platform to project and evaluate the cost and emissions impacts of various policies to limit emissions of sulfur dioxide, nitrogen oxides, particulate matter, mercury, hydrogen chloride, and carbon dioxide (CO2). The independent peer review panel provided expert feedback on whether the analytical framework, assumptions and applications of data in the EPA’s Base Case v.5.13 using IPM are sufficient for the EPA’s needs in estimating the economic and emissions impacts associated with the power sector due to emissions policy alternatives.

    Central Europe Federal Republic of Germany Domestic Affairs J.N THE DOMESTIC SPHERE, 1981 and 1982 saw growing problems for the government coalition consisting of the Social Democratic party (SPD) and the Free Democratic party (FDP). Finally, on October 1, 1982, the government fell in a no-confidence vote—the first time this had occurred in the post-World War II period. The new coalition that assumed office was made up of the Christian Demo- cratic Union (CDU) and the Christian Social Union (CSU), with the participation of the FDP; Chancellor Helmut Kohl headed the new coalition. There was a further decline in the economy in 1983—1981 and 1982 had been marked by economic recession—although the situation began to stabilize toward the end of the year. The change of government was confirmed by the public in the general elections held on March 6, 1983: the CDU-CSU won 48.8 per cent of the vote; the SPD 38.2 per cent; and the FDP 7.0 per cent, just narrowly escaping elimination from the Bundestag. The Greens, a party supported by a variety of environmentalist and pacifist groups, entered the federal parliament for the first time, having won 5.6 per cent of the vote. One of the leading representatives of the Greens, Werner Vogel, returned his mandate after an internal party dispute con- cerning his Nazi past.     Complicity in international criminal law: A fragmented law in need of a new approach By Patrick Lamarre A thesis submitted to the Graduate Program in Law in conformity with the requirements for the Degree of Master of Laws Queen’s University Kingston, Ontario, Canada September, 2015 Copyright © Patrick Lamarre, 2015 Abstract Since the advent of the concept of complicity in international crimes in the years following the end of World War 2, the international jurisprudence has had difficulties in conclusively establishing the content of this concept. To that effect, the ICTY, ICTR, SCSL, STL, and the ICC’s jurisprudence contain complicated, unresolved issues that need to be addressed in order to safeguard coherence in ICL. An example of the results of these issues is the discrepancy between the outcome in the cases of Charles Taylor and of Momcilo Perisic where, for essentially the same conduct, the former was convicted and sentenced to 50 years in prison while the latter was acquitted of all charges. In the current situation of on-going legitimacy deficit of international criminal law, this problem must be tackled efficiently. To do so, in this paper, I identified the issues of complicity in ICL and tried to find solutions for them through a proposed definition of the concept of complicity which could be incorporated in the statutes of international criminal tribunals or in the international jurisprudence. According to my proposition, an aid, assistance, or support that has a substantial effect on the commission of the crime by the perpetrator given while the accomplice knew or was wilfully blind that the crime was being committed or that the perpetrator wanted to commit the crime and that, in the normal course of events, it was almost inevitable that the crime would be committed would be the new legal standard for complicity in ICL.

Eine Kurzrecherche ergibt, dass »neues deutschland« den Zufall und seine enorme Be- deutung für Zeitgeschehen und Weltgeschichte systematisch vernachlässigt und offenbar völlig unterschätzt. Im Schnitt taucht das Wort nicht einmal täglich in der Zeitung auf und – so die starke Vermutung – häu- fig davon noch in Floskeln wie »es kann kein Zufall sein, dass«. Ist der Zufall einmal augenfällig, weil jemandem der redensartli- che Blumentopf auf den Kopf fällt, wird er auf »Panorama« behandelt. Als politische Tages- zeitung – so dürfte ansonsten die Erklärung lauten – beschäf- tigt man sich naturgemäß mit Vorgängen, bei denen es sich nicht um Zufälle handelt.
