Д., упор., 2012 ISBN 978-966-399-421-5 © Видавничий дім «Букрек», 2012 Теофіл БАУЕР, кандидат філософських наук, Надзвичайний і Повноважний Посол України в Румунії ВСТУПНЕ СЛОВО 2012 рік є знаменним для українсько-румунських відносин, насамперед, з огляду на низ- ку ювілейних дат, що пов’язані з історичними подіями двадцятирічної та п’ятнадцятирічної давнини. 1 січня 1992 року Румунія визнала державну незалежність України, 2 лютого 1992 року між двома країнами були встановлені дипломатичні відносини, а 24 вересня цього ж року було засновано Посольство України в Румунії. 15 років тому, 2 червня 1997 року був підпи- саний Договір про відносини добросусідства і співробітництва між Україною та Румунією. За двадцять років міждержавних зносин Київ та Бухарест налагодили різнобічну співп- рацю у політичній, торговельно-економічній та гуманітарній сферах як у двосторонньому вимірі, так і у рамках міжнародних структур. Розбудова відносин між Україною і Румунією на основі європейських демократичних цінностей гарантує сьогодні надійне підґрунтя для зміцнення та подальшого нарощування взаємовигідного співробітництва між двома державами. З іншого боку, інтерес двох країн до висхідного розвитку українсько-румунського діалогу супроводжується багатовіковими культурними і духовними зв’язками між двома сусідніми народами. Посольство України в Румунії разом з іншими українськими та румунськими державни- ми установами, а також громадськими організаціями, спланувало та провело низку заходів, покликаних надати широкого публічного розголосу відзначенню згаданих ювілейних дат. Так, зокрема, 17 грудня 2011 року в Музеї румунського селянина проведено комплекс культурно-мистецьких заходів. 17 лютого 2012 року відбувся круглий стіл на тему 20-річчя встановлення дипломатичних відносин між Україною та Румунією, в роботі якого взяли участь відомі політичні, державні та громадські діячі, науковці та мас-медіа. 15 березня в музеї міста Бухарест була відкрита філателістична виставка «Від Бухареста до Києва: філателістична подорож», присвячена ювілейній річниці українсько-румунських диплома- тичних зносин. Виступи учасників згаданих заходів опубліковані у наступних розділах цієї книги, го- ловна мета якої не лише констатувати етапи двадцятирічної історії українсько-румунських взаємин сучасної доби, але й окреслити перспективи їх подальшого розвитку та удоскона- лення, надаючи перевагу оптимістичним поглядам у майбутнє над озираннями в минуле, рухаючись по шляху конструктивного діалогу і взаємовигідного партнерства на засадах справжнього добросусідства, обопільної довіри та поваги. 3 Teofil Bauer, Doctor în filosofie, Ambasadorul Extraordinar şi Plenipotenţiar al Ucrainei în România CUVÂNT ÎNAINTE Din perspectiva succesiunii datelor jubiliare legate de evenimentele istorice petrecute în ultimii cincisprezece – douăzeci de ani, anul 2012 are, efectiv, o semnificaţie aparte în relaţiile ucraineano-române. În data de 1 ianuarie 1992, România a recunoscut independenţa statală a Ucrainei; la 1 februarie 1992, între cele două ţări au fost stabilite relaţii diplomatice; 24 septembrie 1992 este data la care s-a infiinţat Ambasada Ucrainei în România; cu 15 ani în urmă, pe 2 iunie 1997, a fost semnat Tratatul cu privire la relaţiile de bună vecinătate şi cooperare dintre Ucraina şi România. În cei douăzeci de ani de relaţii interstatale, Kievul şi Bucureştiul au stabilit o colaborare diversificată în domeniile politic, comercial-economic şi umanitar, atât în dimensiune bilaterală, cât şi în cadrul structurilor internaţionale. Edificarea raporturilor dintre Ucraina şi România pe baza valorilor democratice europene, garantează un temei solid pentru colaborarea reciproc avantajoasă între cele două ţări. Pe de altă parte, interesul celor două ţări pentru in dezvoltarea dialogului ascendent ucraineano-român,este însoţit de legaturile cultural-spirituale multiseculare între cele două popoare vecine. Ambasada Ucrainei în România, impreună cu alte instituţii de stat ucrainiene şi române, precum şi cu organizaţiile aparţinând societăţii civile, au proiectat şi au realizat un şir de acţiuni, menite să confere un ecou public mai amplu însemnătăţii datelor aniversare amintite. Astfel, pe 17 decembrie 2011 la Muzeul ţăranului român s-au desfăşurat mai multe acţiuni cultural-artistice. La data de 17 februarie 2012 a avut loc masa rotundă pe tema jubileului a 20 de ani de la stabilirea relaţiilor diplomatice între Ucraina şi România, la care au participat personali- tăţi ale vieţii politice de stat şi obşteşti, savanţi şi mass media. În data de 15 martie la Muzeul de istorie al municipiului Bucureşti, a fost deschisă expoziţia filatelică „De la Bucureşti la Kyiv, o călătorie filatelică”, consacrată jubileului relaţiilor diplomatice ucraineano-române. Discursurile participanţilor la amintitele acţiuni sunt publicate în urmatoarele capitole ale acestei cărţi, al cărei obiectiv principal nu este numai acela de a constata etapele istoriei celor două decenii ale relaţiilor moderne ucraineano-române, ci şi de a contura perspectivele dezvoltării şi îmbunătăţirii acestora, dând prioritate privirilor optimiste proiectate spre viitor, în raport cu cele orientate spre trecut, urmând calea dialogului constructiv, a parteneriatului reciproc avantajos, pe rpincipiile bunei vecinătăţi, a încrederii şi respectului reciproc. 4 спільнЕ комюнікЕ пРо встановлЕння дипломатичних відносин 5 6 MINISTRUL AFACERILOR EXTERNE AL UCRAINEI 1 februarie 2012 Kyiv Excelenţa Voastră! The Romanians in Bukovina held a Constituent Assembly on October 27 and decided the unification of the whole Bukovina with Romania. On November 1, 1918, the Ukrainians organized a coup d’état and took over Eastern Galicia, and on November 6, the city of Chernivtsi. Upon the request of the Romanian Constituent Assembly, the Romanian Royal Army entered Bukovina, and on November 12, occupied the city of Chernivtsi, from which the Ukrainian soldiers and officials had fled. The Romanian National Council, established by the Constituent Assembly, took over the power in Bukovina, issued a new constitution of the country and instituted a Romanian government in Bukovina. On November 28, the Romanian government organized a Congress of all the inhabitants of Bukovina, which proclaimed the union of the province with Romania. The German and the Polish inhabitants of the province officially attended the Congress and sanctioned the union; the Jewish community boycotted the Congress, while only 13 unofficial representatives of the Ukrainian community from several Ruthenian villages participated.

În 1908 în Cernăuţi a avut loc primul Congres Mondial consacrat idişului. Această atmosferă a fost puternic viciată în perioada interbelică de manifestarea puternică a naţionalismului şi antisemitismului. It has to be mentioned that, for the Romanian culture, the acquisition of the Central Europe- an conscience, the conscience of the middle and its potential conceptualization are doomed to an- nihilation by the obsessive claim of “insularity”. The imperial legacy is only mentioned in negative contexts, various political and cultural personalities are incriminated for their cosmopolitanism, and for the “pro-Hapsburg”, “pro-German” activity which is equal to being “antinational”. Central Eu- rope becomes a spectre, a bogey man shown every now and then to Romanians in order to reinforce the feeling of being “under siege”, the fear that the country could be dismembered by the “enemies from abroad and enemies within”. Prologue I want to start by explaining that I consider “Central Europe” an “umbrella” term attempting to explain various, often contradictory geo-political and cultural projects spreading over the same or along successive time periods.

    REVISTA DE ISTORIE A MOLDOVEI 26 STUDII Constantin Ungureanu* UNIREA BUCOVINEI CU ROMÂNIA ÎN 1918 Situaţia etno-demografică, politică şi culturală din Bucovina înainte de război Pe parcursul a 144 de ani de stăpânire austriacă, în Bucovina s­au produs profunde modificări social­economice, etno­demografice, politice şi culturale, cu consecinţe deosebite pentru populaţia din acest ţinut. La începutul sec. al XX­lea, Bucovina devenise o provincie multietnică şi multiconfesională, în care nici o etnie nu constituia o majoritate absolută. Potrivit recensămintelor oficiale austriece din anii 1880­1910, realizate după criteriul limbii de conversaţie a populaţiei, românii bucovineni chiar erau devansaţi de ucraineni şi constituiau doar ceva mai mult de o treime din totalul populaţiei. Ultimul recensământ austriac, din 1910, a înregistrat 794.945 de locuitori în Bucovina, inclusiv 305.222 (38,4%) vorbitori de ucraineană, 273.216 (34,4%) – de română, 168.779 (21,2%) – de germană, din care cca. 95 mii erau evrei, 36.217 (4,5%) – polonezi, 10.389 (1,3%) – maghiari1. Districtele Coţmani, Vaşcăuţi, Vijniţa şi Zastavna, din nord­vestul Bucovinei, erau locuite în mare majoritate de ucraineni, precum şi de un număr mic de evrei şi polonezi. Districtele cu populaţie mixtă din partea centrală a Bucovinei (Cernăuţi – rural, Siret şi Storojineţ) erau populate în majoritate de români şi ucraineni, dar şi de mulţi evrei, germani sau polonezi. A slightly condensed version of the German- language Die Ukraine zwischen Selbstbestimmung und Fremdherrschaft 1917– 1922 (Graz, 2011), this book provides, on the one hand, a systematic outline of events in Ukraine during one of the most complex periods of twentieth- century European history, when the Austro-Hungarian and Russian empires collapsed at the end of the Great War and new independent nation-states OF emerged in Central and Eastern Europe. Mihai-Ştefan Ceauşu Description of the project and results The interest of the research in the reconstruction of the multicultural landscape that marked up the social entity formed over time within the borders of the historical Bukovina – the northwestern region of the former principality of Moldavia, annexed by Austria in 1774, recovered by Romania in 1918, divided temporally between Romania and Soviet Ukraine by the 1940 Soviet ultimatum and for good after 1944 – has risen considerably after 1990 both in Romania and especially abroad. After the fall of the Soviet Union and the subsequent opening up of the Ukraine, the historians were amazed to discover a Central Europe of unexpected cultural complexity since it was long forgotten after the division of the continent by the Iron Curtain. They began to revalue the Bukovina society as a cultural and historical phenomenon with a marked specific difference. Essential for this cultural reconstruction is the role played by the German language in the insertion of the politic experience of the Europe of the Age of Enlightenment, more exactly of Josephinism, in a territory inhabited by Romanians, with consequences of great importance for the entire subsequent evolution of this province. The project’s goal is thus to examine the role of the German language particularly within the dynamic historical process of modernization initiated and controlled by the Habsburg authorities in the province of Bukovina, where the chronic economic underdevelopment characterizing the dominant rural civilization was increasingly challenged by the urban enclaves, above all the new regional capital Chernivtsi, products of Western social and cultural mobility in sharp contrast to the conservative inertness of the local traditional culture.
