1. What ? A network of automated barriers at the entrances and also at strategic locations within the Estate to control traffic movement and eradicate unauthorised vehicles. It will help to make the Estate more secure and act as a deterrent to those who have no right to be within the confines of the Estate.

The proposal is implementable, feasible, practical and affordable. It is the intention that the barriers will be supplied and fitted by NEWGATE Gate and Barrier Solutions. They are one of the UK’s leading companies in this industry - www.newgate.uk.com. Some of Newgate’s local installations include & Gatwick airport and also St George’s Hill, to name a few.

The installation of the barriers is the first stage and the aim will be to install CCTV at the locations to supplement the barriers as the second. At this time there are implementation issues and cost reasons as to why this has been separated from the barrier installation.

2. Why ? The Wentworth Estate Roads Committee in accordance with the Wentworth Estate Act 1964 considered ways of enhancing the resident’s ‘proper enjoyment of the Estate roads’. The Committee is aware of the increase in residential development in the surrounding area both now and in the future. The draft Local Plan is a significant concern as it proposes 12,000 new homes to the borough. One particular threat is the Lower Village Development that would undoubtedly lead to an increase in unauthorised traffic using the private roads as a cut-through.

In addition, there has been an increasing consensus from residents to implement a system that will make the Estate more secure in addition to addressing short- cutters.

3. How ? There will be a barrier at every entrance that will be open from circa 7.30am to circa 5.30pm Mon-Fri and 7.30am - 12.30pm on Saturdays. They will remain down all-day Sunday. Having the entrance barriers open enables the barriers to be located close to the entrances and cope with the volume of traffic. If the entrance barriers were to be down during the working week they would have to be set much further in from the junction and therefore exclude many more properties. Highways and Surrey County Council will not allow traffic to queue or reverse out onto the public roads. There will be strategically located internal barriers that will be down 24/7 and can only be operated by residents or authorised personnel. This will not include resident’s contractors. The system will make delivery drivers, couriers, contractors and Club members use the most appropriate route to their destination and not be free to roam throughout the Estate. Residents, of course, will have the right of way over the entire Estate.

4. When ? The proposal will be announced at the WRA Residents’ Social Gathering at the Clubhouse 2nd December 2018, after which, information and this document will be made available with most of the information on our website or with links to other sites. There will be a period of consultation with residents including an opportunity to give feedback. The comments will be considered and the aim is to reveal the overall consensus at the WRA AGM to be held 3rd February. All being well the system could start to be installed early 2019.

5. Cost ? Not all the quotations have been received but the overall cost of the installation is thought to be in the region of £450,000. This will not be funded by Road Rate but by WERC’s other sources of income (notably Development Fees and the PGA Tournament). The Committee is aware there are Road Rate payers who would have no benefit from the barriers so it was decided to fund it using other income. In accordance with the Act monies (be that Road Rate or other income) can be used for the maintenance of the Estate roads for the resident’s proper enjoyment. The Wentworth Club have kindly agreed to make a significant contribution towards the cost as five of the barriers will be for their purposes but also they benefit from the access control of some of the Estate barriers. The overall running cost per annum are thought to be in the region of £25,000 in the first year (*this maybe subject to change due to staffing levels). This includes maintenance and an estimate on replacement parts.

6. Benefits ?

• To eradicate unauthorised traffic

• To stop cut-through traffic which is inevitable as development increases near to the Estate

• To make the Estate safer and more Secure

• To be able to isolate the Estate where possible to prevent crime

• To enable the Estate Office to better enforce the Estate Working Rules for Contractors

• To reduce wear and tear on the Estate roads

• To add to the exclusivity of the Estate

• To stop contractors having full access to the Estate

• To prevent unauthorised cycling clubs and groups using the Estate

• Low maintenance cost

7. The Installation of the Barriers

There will be 26 barriers in total (see map below), 14 External Barriers And 12 Internal Barriers (See plans overleaf)

It is proposed that the external barriers will open automatically at 7.30am Monday to Friday and close automatically at 5.30pm, (this can be changed). In the case of Saturdays, the barriers will open at 7.30am and close at 12.30pm and will remain shut until 7.30am Monday. These times recognise the Estate Working Rules for Contractors on the Estate as per the Estate Covenants.

The internal barriers will remain closed at all times with access for residents and authorised personnel only. In the case of certain events, i.e., The PGA Golf Tournament, these times would be agreed between The Club and The Estate Office.

The locations of the internal barriers were carefully selected where it has been identified there is a need to prevent unauthorised or unnecessary use of the Estate roads, for example; vehicles trying to avoid the congestion on Christchurch Road and using Spring Woods and Waverley Drive or Abbots Drive and Monks Road. Or Club members entering via roads not Wentworth Drive or even non-members entering the Estate to play golf. 5

8. Operation of Barriers

Internal Barriers Residents enjoy a general right of way over all of the roads of the Estate, subject to regulations which may be in force at any time and also rights are reserved to WERC to divert, re-position or even close the roads upon notice being given. Additionally, some residents enjoy defined rights of way over specified parts of Estate roads or rights to ensure reasonable access to their property. These defined rights, where granted, ensure that they have an absolute right to have access to and from their property to and from one or more of the public highways. There will be no road closures and all these rights will be respected. Access for all residents will be unhindered via zapper or intercom through the internal barriers. The intention is to control non-resident albeit authorised visitors from having a free roam of the Estate and to provide access but through certain zones and not via the internal barriers. This will require the residents’ cooperation to inform and guide staff, contractors and friends to enter through a certain entrance (see Zoned Area Map below). It will be possible however, where the resident wishes to, to purchase and provide a zapper for use by regular/frequent authorised visitors to a resident’s property. The decision will be up to the resident.

9. Resident Access Information

Residents will be required to purchase hand held transmitters (zappers) for £35 approximately each from the Estate Office. Each zapper that is purchased will be unique to that resident.

The zappers are not returnable

The zappers will give access through ALL barriers

In the event of a resident moving from the Estate or a staff member of a resident leaving and not returning the zapper it will be deactivated by the Estate Office.

The 4-digit keypad code at the entrance barriers will be changed periodically (tbc) by the Estate Office, residents will be notified by email/text upon code changes. The code will also be available on the WERC website via a login. Equally by pressing the intercom to security upon authentication they can be informed of the code at the time.

Out of Hours Access for Visitors Access through the entrance barriers for resident’s friends, staff, deliveries, taxi etc arriving out of hours are to give the 4-digit code to the driver for both entry and exit. Access will be via the designated entrance, see Zoned Map below. Access through internal barriers will not be possible for non-residents.

Resident Access via Internal Barriers Residents with zappers have unencumbered access. For residents without a zapper entry though the internal barriers will be possible via the intercom.

10. Specification

All barrier housings and support stands will be constructed from stainless steel and will be painted in Wentworth green or black.

All barrier arms will be aluminium painted with red & white stripes to conform with Health & Safety standards additionally the replaceable arms have flashing LED strip and standard lamps for visibility. Red when closed, green when open. In the event of a power-cut there is a manual windhandle.

Consultation Sessions

There will be consultation sessions to be held at The Estate Office (located at the rear of the Clubhouse), Committee members will be in attendance to take any questions and to explain the system in more detail.

The consultation period runs until the 21st January 2019.
