Sub::- Implementation of NPCDCS and PBS at facility (CHC) and community level (SC/HWC)
Sir/Madam,
'National Programme for Prevention & Control of Cancer, Diabetes, Cardiovascular disease & Stroke (NPCDCS)' has already been implemented in your districts at District Hospital NCD clinics since 2017-18. We have already expanded the programme in 19 out of 27 districts across state (including health districts) at sub-district and sub-centre level in a phase wise manner during 2017- 19. Now in the last phase (2020-21), we are going to operationalise the programme at the sub-district level as CHC NCD clinics (SDH, SGH, RH, & BPHC) for three days in a week on OPD basis and, at least, two days at PHC OPD - Wednesday & Saturday; as Tuesday & Friday are universal screening days at sub-centre /HWC for NCD). It is also notified that all Sub-centres and Suswasthya Kendras (HWCs) should operationalize PBS (Population based screening) programme under NPCDCS.
Necessary AAFS for setting up such CHC NCD clinic and Sub-centre services is already approved and will be issued soon. District level ToT was already provided from State. The service delivery has to be taken up by the district authority and should start in phase wise manner at CHC, PHC and Sub-centre/HWC after training of MO, Staff Nurse and frontline worker of the said facilities.
The operational Guidelines of NPCDCS & PBS have already been circulated and the same is enclosed herewith for ready reference. The performance should be regularly monitored and be sent in the form of a report in every month through District NCO Cell in prescribed format as already communicated to the district health authority.
