1 Situation Report West Bengal Floods Overall SITUATION REPORT WEST BENGAL FLOODS OVERALL SITUATION In the state of West Bengal, heavy rains since 16 August have caused floods in several districts, especially Coochbehar, Jalpaiguri, Darjeeling, Uttar Dinajpur, and most recently in Malda. Two days of continuous he avy rainfall in Jalpaiguri district led to the collapse of a portion of the dyke at the 150 feet dam of the Leeshi river on 16 August. This led to flooding of the Chunabhati and the Upper Bagrakote Basti area (on the Kalimpong sub-division border of Darjee ling district). On 23 August, the embankment on Fulahar River at Bhaluka Bazar in Harishchandrapur II Block in Malda district breached . The breach was blocked on 24 August at 2 pm near Banikantatola in Debipur Gram Panchayat of Ratua I Block. So far, official reports indicate that over 200,000 people are affected in the state and 12 lives have been lost. Around 13,000 people have been accommodated in 30 relief camps or shelters set up by the government. The Inter-Agency Group in West Bengal has shared fou r Situation Reports and conducted a rapid assessment of the situation in Malda district. District administration has taken steps along with Police and Irrigation department officials for filling up the “rat holes” along the canal to deter a ny major damage to roads and crops. At about 10 pm on 24 August 2009, the culvert that blocked the water from flowing down was opened by the administration to facilitate safer evacuation of people. The State IAG-WB partners met with the District Magistrate and other officers on 24 August for detailed understanding of the situation. The State IAG-Partner staff handed over the list of Civil Defense trained volunteers to the Block Administration on the request of the Block Development Officer, Harishchandrapur II. State Inter Agency Partners have done the initial Rapid Assessment on 24 August 2009 at 1800 hrs – within 24 hrs of the disaster. The affected people in Ratua I and Harishchandrapur II Block are being provided dry food by the Block Administration. Civil Defense officials from Itahar, North Dinajpur district have arrived in Ratua I block to assist the Block administration in rescue and relief operations. The local administration has begun the initial assessment of the damages in both the blocks of Ratua I and Harishchandrapur II as the water has begun to recede. District Administration of Malda district has taken up NREGA funded activities in the embankments of Fulahar in Malda district to control erosion along Bhaluka Bazaar in Harishchandrapu r and Kahala in Ratua I Blocks. The administration also has alerted the people to move to safer places, as the water continues to recede. The State IAG-WB is in process of conducting a Multi -Sectoral Assessment in the Districts of Malda, Jalpaiguri, Coochbehar and Darjeeling within one week. He stated, "In places excellent tobacco is grown, notably in Falakata tehsil and in Patgram; mustard grown a good deal in the Duars; sugarcane in Baikunthapur and Boda to a small extent very little in the Duars". J.F. Grunning explained the reason behind the cultivation of varieties of crops in the region due to variation in rainfall in the Jalpaiguri district. He said "The annual rainfall varies greatly in different parts of the district ranging from 70 inches in Debiganj in the Boda Pargana to 130 inches at Jalpaiguri in the regulation part of the district, while in the Western Duars, close to the hills, it exceeds 200 inches per annum. In these circumstances it is not possible to treat the district as a whole and give one account of agriculture which will apply to all parts of it".^ Due to changes in the global market regarding consumer commodity structure suitable commercialisation at crops appeared to be profitable to colonial economy than continuation of traditional agricultural activities.

    CHAPTER ONE INTRODUCTION 11 Lepcha is a Tibeto-Burman language spoken in Sikkim, Darjeeling district in West Bengal in India, in Ilm district in Nepal, and in a few villages of Samtsi district in south-western Bhutan. The tribal home- land of the Lepcha people is referred to as ne mayLe VÎa ne máyel lyáng ‘hidden paradise’ or ne mayLe malUX VÎa ne máyel málúk lyáng ‘land of eternal purity’. Most of the areas in which Lepcha is spoken today were once Sikkimese territory. The kingdom of Sikkim used to com- prise all of present-day Sikkim and most of Darjeeling district. Kalim- pong, now in Darjeeling district, used to be part of Bhutan, but was lost to the British and became ‘British Bhutan’ before being incorpo- rated into Darjeeling district. The Lepcha are believed to be the abo- riginal inhabitants of Sikkim. Today the Lepcha people constitute a minority of the population of modern Sikkim, which has been flooded by immigrants from Nepal. Although the Lepcha themselves estimate their number of speakers to be over 50,000, the total number is likely to be much smaller. Accord- ing to the 1991 Census of India, the most recent statistical profile for which the data have been disaggregated, the total number of mother tongue Lepcha speakers across the nation is 29,854. While their dis- tribution is largely in Sikkim and the northern districts of West Ben- gal, there are no reliable speaker numbers for these areas. In the Dar- jeeling district there are many Lepcha villages particularly in the area surrounding the small town of Kalimpong.

    Kala Azar Outbreak in West Bengal - Prabir Chatterjee, Md Kabiul Akhter Ali, Neel Kamal and Ajay Chakraborty 1 History Kala azar (visceral leishmaniasis) has not been common in West Bengal after the 1960s. Historically it was highly prevalent in the late 19 th century and early 20 th century. Satyajit Ray's father died of Kala Azar. U.N. Brahmachari was credited with preparing Urea Stibamine and treating many patients in Kolkata. Recent Trends Kala azar has increased from 1238 cases in West Bengal in 2001 to 3015 cases in 2004 and from 756 kala azar cases in 2009 to 1962 cases in 2011. Cases decreased in Murshidabad from 810 in 2005 to 288 in 2011, while they increased in neighbouring Malda from 268 in 2009 to 827 in 2011. In 2011 there was a spurt in cases in Darjeeling and close by areas of Uttar Dinajpur in North Bengal. U Dinajpur reported just 58 cases in 2010 but 180 cases in 2011. The Outbreak in Uttar Dinajpur Six blocks of Uttar Dinajpur were considered endemic for Kala azar. Cases were highest in Karandighi and Dalua blocks.
