As a result thereof, necessity of re-jurisdiction of Divisions and Sub-Divisions under the Zones of PWD have been felt to cope with the requirement of proper implementation and execution of works relating to restructuring of various offices under Public Works Department. 2.     Kala Azar Outbreak in West Bengal - Prabir Chatterjee, Md Kabiul Akhter Ali, Neel Kamal and Ajay Chakraborty 1 History Kala azar (visceral leishmaniasis) has not been common in West Bengal after the 1960s. Historically it was highly prevalent in the late 19 th century and early 20 th century. Satyajit Ray's father died of Kala Azar. U.N. Brahmachari was credited with preparing Urea Stibamine and treating many patients in Kolkata. Recent Trends Kala azar has increased from 1238 cases in West Bengal in 2001 to 3015 cases in 2004 and from 756 kala azar cases in 2009 to 1962 cases in 2011. Cases decreased in Murshidabad from 810 in 2005 to 288 in 2011, while they increased in neighbouring Malda from 268 in 2009 to 827 in 2011. In 2011 there was a spurt in cases in Darjeeling and close by areas of Uttar Dinajpur in North Bengal. U Dinajpur reported just 58 cases in 2010 but 180 cases in 2011. The Outbreak in Uttar Dinajpur Six blocks of Uttar Dinajpur were considered endemic for Kala azar. Cases were highest in Karandighi and Dalua blocks. Jalpaiguri Alipurduar The sector represents economic lifeline of the vulnerable sections of the society, with women accounting for around 50% of the crafts persons and a significant number belonging to the scheduled castes, tribes and religious minorities. In today's globalised world, the growing retail industry, fashion and luxury markets, demand for green production, potential for e-commerce have created new opportunities for developing a vibrant craft economy thereby providing increased income opportunities to the craft communities like the Patuas, potters, weavers, wood carvers, Dokra makers etc. Besides its high potential for employment, the craft sector is economically important from the point of low capital investment, high ratio of value addition, and high potential for export and foreign exchange earnings for the country. The Government of West Bengal thus aims to unleash the potential of the sector in terms of employment, enterprises, export and growth. The Department of MSME&T, Government of West Bengal in collaboration with UNESCO, New Delhi is developing 10 rural craft hubs in the state. The vision is to develop the villages with families traditionally skilled in craft traditions like Sitalpati, Madurkathi, Terracotta, Patachitra, Dokra, Wooden and Chau masks, Wooden and Clay doll making and Kantha as vibrant craft hubs connected to national and international market.

Such CPCs will directly operate under the administrative control of the DC (F&S)s and overall supervision of the Director, DDP&S of Food and Supplies Department. The Governor is now pleased to decide that a total number of 350 (Three Hundred and Fifty) nd CPCs out of which 293 are 1st CPCs ,55 are 2 CPCs and 2 are additional CPCs,will be operationalised as shown in the table below. The registration of new farmers in 1st CPCs will commence from 1sI October 2020 and paddy purchase will commence from 1st November 2020. The registration of farmers nd as well as purchase of paddy in 2 CPCs and additional CPCs will commence from 1st December 2020 onwards. The Director of DDP&S and the DCF&S concerned will ensure that all the 1st CPCs are fully functional for undertaking procurement of paddy w.e.f. 1st November, 2020.     Chapter 2 STUDY AREA . STUDY AREA An important inclusion in the National Parks family, Gorumara National Park (GNP) is famous for its prestigious inhabitant one-horned great Indian Rhino. This is one of the last few small pockets in Eastern India harboring natural population of Rhinoceros unicornis L., along with other mega and majestic herbivores like Indian Elephant, Gaur or Indian Bison and is covered with rich vegetation. GNP had been a wild land sanctuary (Vide notification no. 5181-FOR, date: 02.08.1949) and a reserved forest since 1895 (notification no. 3147- FOR, date: 2nd July, 1895 with corrections later on), under the Indian forest act (VII of 1878). Formerly, an area of 2129 acre was first declared as Gorumara Wild Life Sanctuary (GWLS) vide Gov. Notification no. 5181-For, date: 02.08.1949. Subsequently, the notification under the Wildlife (protection) act, 1972, [vide no. 5400- For, date: 24th June, 1976] covering a total area of 8.62 sq km declaring the area as GWLS. In 1994, with Govt. notification no. 319_ For, dated 31st January, 1994 was issued with the intention of declaring the area as GNP, with major extension of the existing GWLS and now it covered a total area of 79.99 sq km. On 21st November, 1995, following a reorganization of the forest directorate of West Bengal, the total area of the GNP, curved out of the Jalpaiguri forest division was handed over to the Wild Life Division – II under the Conservator of Forest, Wild Life Circle [vide GOV. of West Bengal notification no. 4983- For, date 25th September, 1995].
