  • The Most Lasting Impact of the Imperial Rule in the Jalpaiguri District
164 CHAPTER 111 THE BRITISH COLONIAL AUTHORITY AND ITS PENETRATION IN THE CAPITAL MARKET IN THE NORTHERN PART OF BENGAL The most lasting impact of the imperial rule in the Jalpaiguri District especially in the Western Dooars was the commercialisation of agriculture, and this process of commercialisation made an impact not only on the economy of West Bengal but also on society as well. J.A. Milligan during his settlement operations in the Jalpaiguri District in 1906-1916 was not im.pressed about the state of agriculture in the Jalpaiguri region. He ascribed the backward state of agriculture to the primitive mentality of the cultivators and the use of backdated agricultural implements by the cultivators. Despite this allegation he gave a list of cash crops which were grown in the Western Duars. He stated, "In places excellent tobacco is grown, notably in Falakata tehsil and in Patgram; mustard grown a good deal in the Duars; sugarcane in Baikunthapur and Boda to a small extent very little in the Duars". J.F. Grunning explained the reason behind the cultivation of varieties of crops in the region due to variation in rainfall in the Jalpaiguri district. He said "The annual rainfall varies greatly in different parts of the district ranging from 70 inches in Debiganj in the Boda Pargana to 130 inches at Jalpaiguri in the regulation part of the district, while in the Western Duars, close to the hills, it exceeds 200 inches per annum. In these circumstances it is not possible to treat the district as a whole and give one account of agriculture which will apply to all parts of it".^ Due to changes in the global market regarding consumer commodity structure suitable commercialisation at crops appeared to be profitable to colonial economy than continuation of traditional agricultural activities.

This area is located at the foot hills of Himalayan Biodiversity Hotspot as it shelters a good number of endemic and threatened species of flora and fauna. During survey, a total of 44 species of Pteridophytes representing 17 families were recorded from different tea gardens of the study area. The enlisted ferns and fern allies included some rare species such as Helminthostachys zeylanica, Ophioglossum nudicales etc. signifies the importance of this region as a rich repository of Pteridophytic plant wealth. Ecological and distributional notes are given for all the species. Keywords: Duars, Tea gardens, Pteridophyte, Ecology, Utilization. Introduction terrestrial and epiphytic condition. Fern and fern allies form a conspicuous element of the earth’s vegetation and are important Duars , a land of unending beauty complies with unending tea for its evolutionary point of view as they show the evolution of gardens, lies at the foothills of sub-Himalayan regions of vascular system and reflect the emergence of seed habit among Jalpaiguri and Alipurduar districts of Northern part of the state the plants 1.

In the true sense the Europeans were the harbinger in this field. Assam by far the foremost region in tea production was closely followed by Bengal whose tea producing areas included the hill areas and the plains of the Terai in Darjeeling district, the Dooars in Jalpaiguri district and Chittagong.

  • Chapter 2: GEOGRAPHIC SET-UP of DHUPGURI BLOCK
Chapter 2: GEOGRAPHIC SET-UP OF DHUPGURI BLOCK 2.1 Introduction The crescent shaped Dhupguri block (latitudes of 26° 54' to 26° 30'30" N and longitudes of 88° 52'30" to 89° 08' E) in Jalpaiguri district comprising an area of 544.10 sq. km. is elongated in north-south direction and is bordered by Nagrakata and Maynaguri in the east, Bhutan in the north, Birpara- Madarihat and Falakata blocks in the east and Kochbehar district in the south (Fig. 2.1 ). The block consists of 2 police stations, 16 Gram Pancheyets, 24 7 gram samsad and I 08 mauza including 22 tea garden mauza and 3 forest mauza. Out of the total population of 418461, 41.8% was schedule caste and 18.9% was schedule tribe population (2001 Census Report). In spite of its vast natural resource base, Dhupguri is among the backward block in the state. Besides, Dhupguri has its trove a vibrant melange of many a tribe and community, its enormous variety of wild life, amidst the grandiose and vast verdant forest. The international border with Bhutan and close proximity with Bangladesh accelerates the influx of migrants since independence that have demonstrated its adverse effects on society, economy and environment. Poor irrigation and agri-marketing facilities, lack of infrastructure, frequent flood and avulsion, lacks in human resource appreciation, rapid transformation of land-use for short-term benefit along with ad-hoc intervention with myopic view results in increasing frequency and magnitude of disasters in addition to the deterioration in quality of life. 2.2 Geology Dhupguri block is entirely underlain by alluvium except its northern border (with Bhutan) where hard rocks are exposed.

The work is supported by the Asia Pacific Forum of National Human Rights Institutions and the Ford Foundation. This is kindly acknowledged. 2 Whither Right to Food? Rights Institutions and Hungry Labour in Tea Plantations of North Bengal Geetisha Dasgupta Introduction It is now well accepted that household food insecurity may blissfully co-exist with adequate availability of food at the national or sub-national level. Thus, while we may be at peace observing India achieving self-sufficiency in food grains in the 1970-80s and being able to sustain it since then, there are millions who go to bed without one square meal a day. In the estimate of Food and Agricultural Organisation (FAO), over 225 million Indians remain chronically undernourished. The National Nutrition Monitoring Bureau said, “In 2000-01 about half of the rural children in India, that are below five years of age, suffered from malnutrition and about 40 per cent of the adults suffered from chronic energy deficiency. “…This is due to the fact that a substantial proportion of the people are too poor to buy enough food…” (Radhakrishna, 2005). Despite West Bengal’s remarkable achievements in agriculture, the percentage of people not getting two square meals a day is quite high.

  • Chapter 2 Geo-Historical Profile of North Bengal
Chapter 2 Geo-Historical Profile of North Bengal “North of the main branch of the Ganges, now known as Padma and west of the Brahmapurta lies the extensive region” of North Bengal “which embraces the modern Rajshahi Division and the state of Cooch Behar.” 1 The present-day taxonomic geography of North Bengal is not only a geographical expression but a historical development of a geo-historical concept which came to being (as North Bengal) in a process of transition in different forms like Poundra or Poundrabardhan, Gouda, Varendra, Uttariya, Uttardesa, Kamtabihar. Professor Ananda Gopal 14 Ghosh showed the process of terminological transition of North Bengal in his monumental work “Uttarbanga Namer Sandhane”2 In the early phase of colonial rule the term ‘Northern Bengal’ was used geographically, which later on changed into ‘North Bengal’. However, during the middle phase of colonial rule it took intellectual conception. During post-colonial or post- independent phase it came to be used as a geo-cultural entity. The territorial geography which hovered in our sight with the name of ‘North Bengal’ is the six districts of northern part of our present-day West Bengal such as Malda, Darjeeling, Jalpaiguri, N. Dinajpur, S. Dinajpur and Cooch Behar. But as the period of my discussion is up to 1991 and till then instead of North and South Dinajpur, West Dinajpur was there for which I shall use West Dinajpur. It may be mentioned here that ‘Darjeeling’ and ‘Jalpaiguri’ as districts were not in existence during pre-British period in Bengal, as they were created during British rule in a transitional politico-administrative process of the period.
