164 CHAPTER 111 THE BRITISH COLONIAL AUTHORITY AND ITS PENETRATION IN THE CAPITAL MARKET IN THE NORTHERN PART OF BENGAL The most lasting impact of the imperial rule in the Jalpaiguri District especially in the Western Dooars was the commercialisation of agriculture, and this process of commercialisation made an impact not only on the economy of West Bengal but also on society as well. J.A. Milligan during his settlement operations in the Jalpaiguri District in 1906-1916 was not im.pressed about the state of agriculture in the Jalpaiguri region. He ascribed the backward state of agriculture to the primitive mentality of the cultivators and the use of backdated agricultural implements by the cultivators. Despite this allegation he gave a list of cash crops which were grown in the Western Duars. He stated, "In places excellent tobacco is grown, notably in Falakata tehsil and in Patgram; mustard grown a good deal in the Duars; sugarcane in Baikunthapur and Boda to a small extent very little in the Duars". J.F. Grunning explained the reason behind the cultivation of varieties of crops in the region due to variation in rainfall in the Jalpaiguri district. He said "The annual rainfall varies greatly in different parts of the district ranging from 70 inches in Debiganj in the Boda Pargana to 130 inches at Jalpaiguri in the regulation part of the district, while in the Western Duars, close to the hills, it exceeds 200 inches per annum. In these circumstances it is not possible to treat the district as a whole and give one account of agriculture which will apply to all parts of it".^ Due to changes in the global market regarding consumer commodity structure suitable commercialisation at crops appeared to be profitable to colonial economy than continuation of traditional agricultural activities. -

Chapter 2 Geo-Historical Profile of North Bengal “North of the main branch of the Ganges, now known as Padma and west of the Brahmapurta lies the extensive region” of North Bengal “which embraces the modern Rajshahi Division and the state of Cooch Behar.” 1 The present-day taxonomic geography of North Bengal is not only a geographical expression but a historical development of a geo-historical concept which came to being (as North Bengal) in a process of transition in different forms like Poundra or Poundrabardhan, Gouda, Varendra, Uttariya, Uttardesa, Kamtabihar. Professor Ananda Gopal 14 Ghosh showed the process of terminological transition of North Bengal in his monumental work “Uttarbanga Namer Sandhane”2 In the early phase of colonial rule the term ‘Northern Bengal’ was used geographically, which later on changed into ‘North Bengal’. However, during the middle phase of colonial rule it took intellectual conception. During post-colonial or post- independent phase it came to be used as a geo-cultural entity. The territorial geography which hovered in our sight with the name of ‘North Bengal’ is the six districts of northern part of our present-day West Bengal such as Malda, Darjeeling, Jalpaiguri, N. Dinajpur, S. Dinajpur and Cooch Behar. But as the period of my discussion is up to 1991 and till then instead of North and South Dinajpur, West Dinajpur was there for which I shall use West Dinajpur. It may be mentioned here that ‘Darjeeling’ and ‘Jalpaiguri’ as districts were not in existence during pre-British period in Bengal, as they were created during British rule in a transitional politico-administrative process of the period. -

RESEARCH ARTICLE Land Tenure and Forest Conservation in the Dooars of the Eastern Himalaya Govinda Choudhury* Abstract: Reservation of forest land led to the loss of community rights and impoverishment of forest communities in the Dooars of Eastern Himalaya. The Forest Rights Act 2006 is the first piece of legislation meant to undo the historical injustice done to forest communities. However, the manner in which the Forest Rights Act has been implemented raises questions about its role in protecting the livelihood security of forest dwellers. In the Dooars of Jalpaiguri, an argument made for denying community rights is that these forests were reserved from waste land and hence no prior community forest rights existed. This paper argues that a vibrant forest community existed prior to acquisition of these forests, and that “reserving from waste” is a colonial construct. In the Himalayan region, the livelihood needs of forest communities cannot be met from agriculture alone, but also require access to forest commons. Extraction of natural resources may be unsustainable if forests are made an open access resource. We argue that recognition of community property rights in forests can ensure conservation of the resource and also enhance livelihood security among the poor. Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme. -
