This booklet not only contains the basic data of the district regarding Election but also focuses on the analysis of data, as well as the plans we have kept ready as we approach nearer to conduct of election. Many of the data being dynamic, and changes almost daily. The book also contains maps developed by NRDMS Section of this Office which will be helpful for locating the Polling Stations. This booklet is an amalgamation of summary of plans and preparedness of different Cells like EVM, Polling Personnel, Complaint Monitoring, Training, Expenditure Monitoring, MCC, IT, Postal Ballot (Absentee Voter) etc, each cell having their detail plans at their ends.     UTKARSH BANGLA, 2016 (A Flagship Scheme For Short Term Skill Development In West Bengal) -PBSSD- Paschim Banga Society for Skill Development 1. AIM: - The Government aims to introduce a Flagship Scheme in the State of West Bengal for the entire non-institutional, non-project mode, short term Skill Development interventions to provide wage/ self employment linked skills training to the residents of the State. Integrating all Skill Development interventions at the State level, this scheme shall be called the “UTKARSH BANGLA 2016”. 2. OBJECTIVE: - The objective of the Scheme is to skill individuals to empower them to engage in wage employment or self-employment leading to improved livelihood through increased earnings, and/or improved working conditions, and/or opportunities to move from informal to formal work sectors.The skills imparted will be compliant with National Skills Qualifications Framework (NSQF)/ NCVT/ QP - NOS and conform to prevalent National norm and Standards. The training shall be in National Council(s)/ Industry validated and market relevant skills based modules followed by assessment and certification procedures that have an all India acceptance. 3. THE SCHEME : The features of the Scheme are: a. Title: The Scheme shall be referred to as “UTKARSH BANGLA 2016”. Implementing Agency : i. All the interventions funded by the various State Government Departments/ Bodies/ Agencies from State and other funds, leading to Skill Development in the non-project mode, shall be made by the Paschim Banga Society for Skill Development (PBSSD) on their behalf. PBSSD will be supported by a State Project Management Unit (SPMU) ii. The Technical Education & Training Department shall facilitate the interventions made under the ambit of this scheme by providing the required technical support to the PBSSD.

Such CPCs will directly operate under the administrative control of the DC (F&S)s and overall supervision of the Director, DDP&S of Food and Supplies Department. The Governor is now pleased to decide that a total number of 350 (Three Hundred and Fifty) nd CPCs out of which 293 are 1st CPCs ,55 are 2 CPCs and 2 are additional CPCs,will be operationalised as shown in the table below. The registration of new farmers in 1st CPCs will commence from 1sI October 2020 and paddy purchase will commence from 1st November 2020. The registration of farmers nd as well as purchase of paddy in 2 CPCs and additional CPCs will commence from 1st December 2020 onwards. The Director of DDP&S and the DCF&S concerned will ensure that all the 1st CPCs are fully functional for undertaking procurement of paddy w.e.f. 1st November, 2020. The Expert Committee for the Performing Arts Grants Scheme (PAGS) met on 14th, 15th ,17thand 18th October, 2013 to consider renewal of salary grants to existing grantees and decide on the fresh applications received for salary and production grants under the Scheme, including review of certain past cases, as recommended in the earlier meeting. The meeting was chaired by Smt. Arvind Manjit Singh, Joint Secretary (Culture). A list of Expert members present in the meeting is annexed. 2. On the opening day of the meeting ie. 14th October, inaugurating the meeting, Sh. Sanjeev Mittal, Joint Secretary, introduced himself to the members of Expert Committee and while welcoming the members of the committee informed that the Ministry was putting its best efforts to promote, develop and protect culture of the country. As regards the Performing Arts Grants Scheme(earlier known as the Scheme of Financial Assistance to Professional Groups and Individuals Engaged for Specified Performing Arts Projects; Salary & Production Grants), it was apprised that despite severe financial constraints invoked by the Deptt. Of Expenditure the Ministry had ensured a provision of Rs.48 crores for the Repertory/Production Grants during the current financial year which was in fact higher than the last year’s budgetary provision. 3. Smt. Meena Balimane Sharma, Director, in her capacity as the Member-Secretary of the Expert Committee, thereafter, briefed the members about the salient features of various provisions of the relevant Scheme under which the proposals in question were required to be examined by them before giving their recommendations.
