(a);- Tender should be submitted up to 5.00 p.m. on or before 17.11.2014 Along with valid VAT,I.T, P.T. AND 60% ( Sixty percent) Credential ( in the form of payment certificate and completion certificate on and after 2004) in a single of similar type of work of the Engineer-In-Charge. Credential Certificate for works upto Gram Panchayat level will be entertained. (b):- In case of running work, work order/Supply order & up to date payment certificate of the Engineer –In- Charge must be produced as above. Partnership deed and other relevant papers (incase of Registered Farm/ Company) should be produced at the time of submission. Original Documents will be verified after Technical Bid opening. (c) Cost of Tender Paper should be submitted in the office of the undersigned by DD in favour of the Executive Officer, Burdwan-I Panchayat-I Samity on or before last date of Tender submission in original, scan copy of which must be submitted alongwith tender submission in website. 2.Tender will be opened on 19.11.2014 at 11.00a.m . The intending tenderers or his authorized representative may remain present at the time of opening of the tender. 3. Time is the essence of contract. The successful contractor/ Supplier must complete the work within the time specified for completion. No extension of time will be allowed except in special case. If any contractor/supplier fails to complete the work within the stipulated time, the work order issued in his favour will be cancelled without assigning any reason there of. The undersigned may also proceed to get the balance work completed by any other means including through other contractor/ supplier. The excess expenditure, if any due to such a step would be recoverable from the unpaid bills/ security deposit of the tender. This is apart from any other penal measure that the undersigned may take, including black listing of the Contractor / Supplier and forfeited of earnest money. 4. Earnest money noted against the name of work @ 2.0% of the value of work will have to be deposited in the from of D.C.R. / pledged N.S.C. / nationalized Bank Draft in favor of undersigned on or before the last date of submission. The earnest money will be converted into security money after acceptance of tender. Balance 8% security money will be deducted from the successive bills to constitute 10% security money. The security money will be released as per norms. Labour / Engineers’ co-operative Societies will not be required to deposit any earnest money. 5. The rate should be quoted in percentage. If the tendered rate be more than 15% of the estimated amount an analysis of the tendered amount would have to be provided. 6. Copy of current year enlistment from the A.R.C.S. and copy of Resolution of last year will have to be submitted in case of Labour / Engg. Co.- Operative societies. The tender forms are to be received by the Chairman or Secretary or any member of the Society having proper power of attorney. No tender form will be handed over to any 0utsider. Credential of similar types of works will have to be produced in case of Engg. Co- Operative and Labour Co-Operative. 7. All works will have to be done according to schedule, specification and drawing approved by the authority and as per direction of the Engineer-in charge of the Panchayat Samity. 8. No consumable materials and working tools, plants and implements will be supplied to the agency for any work from the office of the undersigned. Agency will be responsible for processing all materials and tools and plants required for proper execution of work at his own cost including storing and guarding at site. 9. Before starting the work the site must be dressed and cleared by cutting all sorts of jungle, shrubs etc. for which no extra payment will be made. 11. Only –1 (one) tender form will be issued to each contractor for each work and will be collected by him. No authorization regarding collection of tender paper will be entertained. 12. The successful tenderer will have to start the work within7 (seven) days from the date of issue of work order and have to complete the work within the time allowed for completion. 13. Acceptance of the lowest tender is not obligatory and undersigned reserves the right to accept or reject any or all the tenders without assigning any reason what so ever and also to split up the tendered work to more than one contractor in the interest of execution of the scheme. 14. Amalgamation of unemployed Engg. Co-Operative & Labour Co-Operative in any form should not be allowed towards counting of eligibility in participation of tender. 15. S.T. /VAT/ Royality/B.O.C.O.W.Cess (1%) at the prescribed rate will be deducted at source. 16. The notice shall form part of terms and condition of tender shall be bound to abide by by them. 17 . Before submission of the tender the contractor / Supplier must visit the work site to learn the local conditions from all corners and no plea / complain about the site will be entertained afterwards. It will be presumed that the agency offered the tender learning entire position of the work site. a) Separate tender should be submitted in similar way for each work or group of work. 18 . Claim for idle labour from contractors / Suppliers not entertained under any circumstances. No claim will be entertained for any increase in Railway freight and marked price. 19 . The successful tenderer will have to abide by the provisions of West Bengal Contract Labour (Resolution and Abolition) Rule 1972 as will be forced from time to time. 20 . Execution of work the quantity of work may be changed if remains within the estimated amount as per need of the work. 21. Extra carrying cost will not be provided during the time of execution of work. 22. All Tender Documents are available from 01.11.2014 at 11am to 17.11.14 at 5pm in Govt. Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme.

    PURBA BARDHAMAN DISTRICT AT A GLANCE The name Burdwan is the anglicized form of Barddhaman. (also spelled as Burdwan or Burdhman) is a district in West Bengal. There are two schools of thoughts about the name Barddhaman. It might have been named after the 24th Jaina Tirthankar. According to Kalpasutra of the Jains, Mahavira spent sometime in Astikagram which was formerly known as Barddhaman. According to the second school, Barddhaman means prosperous growth centre. In the progress of Aryanisation from Upper Ganges valley, the frontier colony was called Barddhaman as a landmark of growth and prosperity. The name came to stay as the Aryans failed to consolidate their gains further east. District : Purba Bardhaman, State : West Bengal Social & Resource Map Showing River System of Purba Bardhaman District The main towns of the district is Burdwan, Kalna & Katwa Geography: Total Geographical Area: 5432.69 sq. km. The district extends from 22°56' to 23°53' N latitude and from 86°48' to 88°25' E longitudes. Lying within Burdwan Division, the district is bounded on the north by Birbhum and Murshidabad, on the east by Nadia, on the south by Hooghly, Bankura and Purulia and on the west by Paschim Bardhaman districts. RIVERS : The river system in Purba Barddhaman includes the Bhagirathi-Hooghly in the east, the Ajoy and its tributaries in the north and the Dwarakeswar, the Damodar and its branches in the south-west. Besides, there are innumerable Khals and old river beds all over the area. WATER RESOURCES : There are many tanks, wells, canals, swamps and bils are found all over the district.
