REGISTRATION RULES As at 1st January 2018

These regulations supersede all past Regulations and are the current guidelines for the Society.

The RPSBS Board has the right to change add or subtract any section of the registration system to accommodate the future of the Society and the growth and maintenance of the Book and registers.

New section and registries of the Society’s Stud Book can be introduced at any time, and any animal can be transferred to that section under the agreement of the Board and/or the Editing Committee.

DEFINITIONS RPSBS – Riding Stud Book Society of Ltd

Board/the Board – the Board of Directors of the Stud Book Society of Australia Ltd

Pony – where the word Pony is used, this shall relate to and of any height which are eligible for registration with Riding Pony Stud Book Society.

Eligibility for Registration – all ponies & horses will follow the registration eligibility rules

Reciprocal Registration – will only apply to ponies being registered using the registration papers of a Society acknowledged by the RPSBS. Ownership of the sire and/or dam must comply with the registration rules of RPSBS.

MEMBERSHIP Membership subscriptions shall be due and payable on 1st July Annually. Renewal applications will be sent to members.

Ponies may only be leased, registered by or transferred to financial members of the Society. The lessee and lessor must both be financial members at the time of recording the lease.

REGISTRATION APPLICATIONS All registration applications must be complete with requested photocopies of other society registrations showing proof of ownership and breeding attached.

The breeder is deemed to be the owner/lessee of the at the time of foaling.

One registration will apply to females in all sections and geldings.

No stock eligible by pedigree for registration or registered in a pure bred section of a stud book recognised by the Society can be registered Section A.

When applying to register Section A and Section B ponies/horses, proof of breeding must be provided (both Sire and Dam), that is, service certificate or copy of other registration papers.

Certificates of Service where the and/or mare details have been altered will not be accepted for the purpose of Registration. Registrations applied for by a member other than the owner or authorised signatory of the sire at the time of service or insemination shall be accompanied by a service certificate unless the Application is deemed to be Reciprocal.

Ponies resident overseas will not be registered with the RPSBS unless such pony has semen available for use in Australia in which case the name of the pony shall be suffixed with the country of birth.

Age of Registration Section A RPSBS

As from 1/8/2017 all Section A Riding Pony foals are to be registered in the year of birth, the definition of the year of birth to be 1st August to the 31st July of the following year.

All ponies born before 1/8/2017 which are eligible for Section A registration and which have not been registered by 1/8/2017 can be registered with no late fee until 31/7/2019. After 1/8/2019 a late registration fee of $25 per year, in addition to the normal registration fee, will apply to a maximum of $125.

Stud Books acknowledged by the Society are: Arabian, Pony, Connemara, Dartmoor, New Forest, , Welsh A,B,C,& D

Thoroughbred must be identified or a printout from ASB supplied. Thoroughbred mares (if not ASB registered) will be accepted into the Appendix Register if proof of three generations of Thoroughbred breeding is supplied.

Registers recognised by the Society are: Arabian Riding Pony (AHSA), Arabian Pony (AHSA). Part Arabian (AHSA), Anglo Arabian (AHSA), Part Welsh (AWSB), APSB Riding Pony (APSB) and APSB Partbred (APSB) may be accepted on breeding (three generations of breeding exclusively within recognised registers and/or stud books).

Imported Stock from UK: Stock imported into Australia which are registered in the Riding Pony Section of the National Pony Society are eligible for registration by pedigree to the appropriate section of the Stud Book and will be registered in the name of the person recorded as owner in UK. Imported ponies, excluding geldings, must have a DNA profile recorded with the RPSBS and an official 5 generation pedigree supplied by the country of export.

Imported Stock from New Zealand: Stock imported into Australia registered in the NZ Riding Pony Stud Book or the Pony Breeders Society of NZ Inc Stud Book are eligible for the relevant registration to a section of the Stud Book subject to the stock meeting such requirements as the National Board may stipulate and will be registered in the name of the person recorded as owner in NZ. Imported ponies, excluding geldings, must have a DNA profile recorded with the RPSBS and an official 5 generation pedigree supplied by the country of export.

Other imported stock will be considered on their pedigree and must be approved by the Board of the Society. Imported ponies must have a DNA profile recorded with the RPSBS and an official 5 generation pedigree supplied by the country of export and will be registered, upon approval by the Board, in the name of the owner as recorded in the country of export.

Note before applying for registration: To obtain the correct Section Registration for progeny, first register the Stallion and Mare (i.e. sire & dam) then register the progeny.

RECOGNISED AGE The RPSBS recognise the birth date and the birth year of ponies from 1 August.

Young Stock are recognised as foals up to and including the age of 3 years and adult or mature age animals as 4 years and over (date to be taken from 1 August).

Stallions and Colts two years old and over must be entire, with two visible, descended testicles, except where a stallion has had one testicle surgically removed and has an appropriate veterinary certificate which has been submitted to the Society and recorded prior to any Show.

Registration of Section A RPSBS Stallions Section A entire progeny must be adult registered with DNA typing result before either the age of four years or standing at stud. Section A stallions must be adult registered with DNA result before a mare can be served. The application for adult registration of stallions must be accompanied by a Veterinary Certificate which states the suitability and soundness for breeding purposes with specific reference to genitalia except where a stallion is already accepted and adult registered with another acknowledged Studbook which has similar requirements for DNA typing and Veterinary Inspection at the time of adult registration.

Registration of Approved Stallions A stallion registered in a stud book or register acknowledged by the Society (as defined) is eligible for registration as an Approved Stallion with the Society. Approved stallions must be registered with DNA result before a mare can be served. Approved stallions cannot be shown in Riding Pony classes. The application for adult registration of stallions must be accompanied by a Veterinary Certificate which states the suitability and soundness for breeding purposes with specific reference to genitalia except where a stallion is already accepted and adult registered with another acknowledged Studbook which has similar requirements for DNA typing and Veterinary Inspection at the time of adult registration.

Colts – Section A Colt foals eligible for Section A must be foal recorded before 31st July after which a higher fee may apply.

Colts – Section B or C Colts eligible for Section B or C registration must be gelded prior to being registered. Foal recording is not applicable for these animals.

Geldings Geldings can only be registered in the Gelding section of the RPSBS Stud Book.

Foal recorded Section A colts will be registered as geldings free of charge. The Foal Recording Certificate and a registration application detailing any changes to the original Foal Recording must be submitted. Foal Recording shall lapse at the 1st August when the colt attains the age of 4 years, when gelded or if used to cover mares whichever occurs sooner. Foal Recorded colts are ineligible to be shown after attaining the age of 2 years as at the 1st August.

Appendix Mares: Appendix mares cannot be shown in Riding Pony classes.

Over Height Ponies: Riding Ponies which measure over the maximum Height stipulated for that age bracket and are registered as Section A or which have a Section A Riding Pony parent, are eligible for showing in Over Height Riding Pony Classes.

BRANDING & MICROCHIPPING Either microchipping or branding are now acceptable for identification purposes.

All brands must be registered with the Society and with the appropriate State Authority.

Fire or freeze branding is acceptable. Stock bred in Australia must be visibly branded subject to state branding regulations. Either/or a) Breeders registered brand on the near shoulder and the foaling sequence number over the last number of the foaling year on the off shoulder. b) Breeders registered brand over the foaling sequence number over the last number of the foal year on the near shoulder.

A member shall brand the member’s stock only with the member’s registered brand.

Unbranded imported stock may only be branded with the importer’s brand.

PREFIX/SUFFIX All prefixes or suffixes when used in the registration of two or more Riding Ponies must be registered with the Society except where the registration is deemed Reciprocal and the owner is not the breeder. Initials or letters not constituting a word will not be approved for recording as a Prefix or Suffix.

A prefix or suffix must not duplicate that of another member, either by being spelt the same or pronounced similarly. The copying of celebrated prefixes or suffixes is not permitted.

Initials or abbreviations will not be acceptable in naming of animals in lieu of a prefix or suffix.

Only the breeder’s prefix or suffix may be used when naming a RPSBS registered animal. No member shall add the member’s prefix to a pony not bred by that member. The prefix of a registered animal may not be changed.

DUPLICATE PAPERS Replacement registration certificates will be issued to the registered owner upon application and payment of the fee. These certificates will be stamped DUPLICATE.

CHANGE OF NAME A change of name is permissible provided that written authority from the breeder is attached to a newly completed registration form. Prefixes/suffixes are not permitted to be changed. The animal must not have been shown or bred from prior to this change. The issuance of a new certificate is as for a duplicate and a fee of $500 is payable.

LEASES All leases are to be accompanied by an official lease form and a fee. Leases may be made in joint names. A penalty will be incurred when the lease has not been lodged within 30 days of the start date of the lease. The RPSBS will not become involved in any dispute between lessee and lessor.

A lease may only be terminated with the consent of both the lessee and lessor unless such situation arises that may be prejudicial to the welfare of the horse, as evidenced by documentation from a Veterinarian or Welfare Organisation, in which case the Board may choose to terminate such lease.

The lessee and lessor must both be financial members at the time the lease is recorded.

TRANSFERS Transfers are the responsibility of either the vendor or purchaser. When a registered Riding Pony is sold either party should forward the Certificate of Registration and transfer fee to the National Office.

The Original Certificate of Registration must be returned to the National Office. When the Certificate of Registration has been lost, a Statutory Declaration must be completed and provided to authorise the transfer. All transfers processed without the return of the original Certificate of Registration will be stamped “DUPLICATE due to non-return of original”.

All transfers are to be accompanied by a transfer form and/or completed registration certificate and the transfer fee and forwarded to the National Office irrespective of the purchaser’s membership status.

A transfer to a non-financial member will be recorded as sold and no registration certificate will be issued.

All transfers are to be lodged within 30 days of change of ownership. A penalty may be incurred when a transfer is not lodged within 30 days of change of ownership.

SELLING OF YOUNGSTOCK AS RIDING PONIES All young stock ponies must be registered by the breeder/vendor and the transfer applied for by the breeder/vendor prior to any transfer being recorded except for those ponies being registered where the registration is deemed Reciprocal.

TRANSFER OF EXPORTED PONIES A vendor exporting a riding pony shall forward the Registration Certificate and completed Transfer to the Society together with the appropriate transfer fee, export fee and DNA fee if the pony has not already been DNA profiled.

Exported ponies, excluding geldings, are to have their DNA profile recorded prior to export.

The transfer will be processed to members or non-members of the RPSBS and a registration certificate issued.

The Studbook reference to the pony will note ‘’exported’’.

TRANSFER OF A STALLION WHEN SEMEN HAS BEEN COLLECTED FOR STORAGE Notification must be given by the owner of a stallion to an impending purchaser that semen has or will be taken from the stallion for storage and the RPSB advised that semen has been stored prior to transfer.

SEMEN COLLECTED AND STALLION GELDED A Section A or Approved Stallion which is registered with the Riding Pony Stud Book Society and has semen stored may be gelded and the semen can still be used for breeding purposes. All progeny registrations are as per Regulations. An AI service certificate is to be supplied for artificially inseminated mares.

The RPSBS must be advised that semen has been stored at the time of gelding and prior to any transfer or ownership.

STALLIONS STANDING AT STUD & ADVICE TO MARE OWNERS Stallions must be vet certified, adult registered and DNA typed prior to use at stud.

All RPSBS Section A and Approved Stallions must be nominated using a Nomination Form for Stallions at Stud to be lodged with the National Office prior to the end of the annual breeding season each year (31st July).

A $25.00 nomination fee (non-refundable) for each stallion to be used at stud is applicable for each breeding season. Lodgement of the Nomination Form for Section A Stallions at Stud after 31 July for the relevant breeding season, will attract a $50 late fee. Nomination Forms for Stallions at Stud must be authorised by the Stallion owner, lessee and/or the authorised agent.

No nomination fee is required for stallions 25 years of age or older however a Nomination Form for Stallions at Stud for the relevant breeding season must be lodged and a Certificate of Service issued as necessary to mare owners.

Registration Applications received where the stallion has not been approved for the breeding season applicable, will not be accepted, until the lodgement of the Nomination Form and applicable fee has been paid.

Agents must be authorised to operate on behalf of the Stallion Owner. Authorisation must be provided in writing by the Stallion owner and lodged with the National Office detailing the start and finish dates applicable.

All Stallion owners/lessees/agents must be a current financial member of the Society at the time of engaging the services and for the completion of any RPSBS paperwork thereafter.

Mare owners (purchasers of the service) should for a receipt for full payment of the service fee from the stallion owner.

Service certificates must be issued to all visiting mare owners within 90 days of full payment of the service fee. Service Certificates must be issued to all mares sold by the owner/lessee/agent of the sire at the time of sale.

The owner/lessee/authorised agent of a registered RPSBS Stallion is required to complete a certificate of service for every mare covered by the stallion, other than those mares owned or leased by the Stallion owner/lessee/authorised agent.

Service certificates are not transferrable between members.

Scanned/faxed Service Certificates will be accepted for the purpose of registration providing no details have been amended.

At no time will the Society enter into disputes. It is recommended that a written agreement be drawn up between the parties concerned. The stallion owners should protect both themselves and the mare owners by having service contract stating all the conditions of service drawn up and signed by both parties and a copy kept by both parties to avoid any disputes.

DNA TYPING Stallions over the age of 21 years as of 1st August, 2004 are exempt from DNA testing. All other stallions must be DNA tested. Mare owners joining mares from the 2004/2005 season onwards are advised to ensure that the stallion/s they use are DNA tested or if a stallion dies that a DNA test is undertaken.

REGULATIONS FOR (AI) & EMBRYO TRANSFER (ET)

Artificial Insemination 1. The stallion used must be registered with the Riding Pony Stud Book Society Ltd and DNA typed. If the stallion to be used is resident outside Australia the stallion’s DNA result must be on file with the RPSBS.

2. A service certificate marked AI must be issued by the stallion owner/agent to the mare owner.

Fresh Semen 3. Offspring of mares inseminated with fresh semen collected from the stallion and used on site (not transported or frozen) will not require DNA typing of the mare or resultant foal prior to registration and should be recorded on the service certificate as “Natural service”.

Transported and Frozen Semen 4. When a mare is inseminated with frozen semen the mare must be DNA tested and the foal parentage verified to both sire and dam prior to registration.

5. When a mare is inseminated with transported semen the mare must be DNA tested and any resulting colt or filly must be parentage verified to both sire and dam prior to registration.

6. Frozen semen may be stored and used for an indefinite period.

7. Owners of stallions resident overseas whose semen is to be imported have the right of stallion nomination, signing of service and other documentation without the requirement of current membership of the Riding Pony Stud Book Society Ltd.

8. The owner of a stallion at the time semen is collected and stored shall be deemed to be the owner. Semen may be sold and transferred and the Society shall recognise the new owner of such semen Notification of the sale of semen is to be recorded by the RPSBS and notification of sale to the third party is given in writing within two months of the sale. The person recognised by the Society as the owner of the semen shall have the authority to nominate the semen for use in any given year and provide service certificates for such semen.

9. The registered owner or lessee of the stallion and/or the semen shall lodge a Nomination Form for Stallions at Stud.

10. The Lessee/s of a stallion may only store semen with the written consent of the owner of the stallion, a copy of which is to be lodged with the RPSBS.

11. Where frozen semen is used from a deceased stallion, a Nomination Form for Stallions at Stud must be lodged.

Embryo Transfer 12. No horse foaled as a result of embryo transfer from the mare in which it conceived (herein called ‘donor mare’) to a surrogate dam (herein called ‘recipient mare’) shall be foal recorded or registered unless the DNA analysis of both the stallion to be used to impregnate the donor mare and the donor mare are on record with the Riding Pony Stud Book Society Ltd.

13. Lessees of mares shall not be entitled to perform embryo transfer or freeze embryos for use with the Society unless consent for such procedure has been received by the Society from the lessor in writing.

14. In the event of the sale of an embryo prior to birth notification in writing of such sale shall accompany the application for registration of the resulting foal.

15. Any foal resulting from embryo transfer shall be required to be successfully parentage verified by DNA prior to registration or foal recording.
