elcome to the 2021 Powerex Tournament for the Hilton-Petone Cup. WThe tournament is well supported again this year with 12 teams in Division 1 and 19 teams in Division 2 – nine more teams than the 2019 tournament. This is the 67th year as Wellington’s preseason tournament for local men’s teams and is a great way to put into action what teams have been practicing in a competitive situation. A great preparation for the season ahead. Thanks to Capital Football’s referees for supporting the tournament again, a great way for them to prepare for the season ahead as well. The 2020 tournament was interrupted by COVID restrictions, so we were unable to play the Division 2 final. However, we were able to play the Division 1 final and reigning champions Tawa are back to defend their title. I’m sure there will be some fierce competition, but fair play will be on the top of everyone’s mind as well as injury prevention and building fitness to be ready to compete strongly in the season ahead. Thank you to Upper Hutt for managing the games at Maidstone Park again this year and to all of the volunteers who will be helping on game days, we really appreciate your support in doing this for us. Thanks to Barry Pickering for organising the tournament again – a huge job co-ordinating 31 teams, pitches, draws and officials etc. With him in control it will be successful and enjoyable for everyone involved. There are two Hilton-Petone cups. In 1955 Jack Evans, then a junior coach, suggested the club consider organising a post-season tournament to give older junior players more games. After some deliberation the management committee decided it should organise a tournament but that it would be for clubs’ first teams. Otto Hilton, chairman of Petone FC, was the driving force behind the tournament. He gained the support of other clubs, the Wellington Football Association, the referees (he had been one) and the Petone Borough Council. Otto also donated the cup – it was known as the Hilton-Petone Friendly Cup. The objective of the tournament was “to further the game and foster closer relations between clubs and friendship among players in an informal and happy atmosphere”. In 1961, after Jack Evans died, the club introduced the Jack Evans Memorial Trophy, to be presented to the runners-up in memory of Jack whose original idea had inspired the tournament.

In 1979 the original cup was stolen from the holders’ clubrooms. Arthur Hilton, Otto’s brother, then donated a replacement cup to be presented to the tournament winner. In 1985 the stolen cup was found and returned to Petone. From the 1986 tournament, the original Hilton-Petone Cup was reinstated. In the following year Petone introduced a second division to the tournament, and from then on the replacement cup has been presented to the winner of the second division. So, the trophies presented each year are: Hilton-Petone Cup (original) — to the tournament winner Jack Evans Memorial Trophy — to the runner-up Hilton-Petone Cup (replacement) — to the winner of the second division Article kindly produced by Ray Bell, derived from several earlier articles by John Bradbury Tribute to Bob O’Brien

Bob O’Brien passed away on December 1 last year, aged 86. He started playing for Seatoun AFC in 1943 and played for the club’s men’s first team for many years, including winning medals in 1957 and 1958. He also served as Seatoun’s secretary for many years and was made a Life Member. In later years he assumed the role of historian, producing “Seatoun Soccer: One Hundred Years” in 2009. Bob was also president of Wellington Soccer Association (now Capital Football) in 1973-1974 and 1994-2003 and was also made a Life Member. His tremendous contribution to the game was recognised through the O’Brien Shield, commissioned in 1991 and played for by Central League teams in similar fashion to rugby’s Ranfurly Shield, with the holder defending it in all home games. Miramar Rangers held the shield throughout the 2020 season and will defend it again in their first home league match. Most Central League clubs also compete each year in the Hilton-Petone Tournament and this year is no exception. 1. The cups shall be the Hilton-Petone Cup(s) (winners Division 1, winners Division 2) and the Jack Evans Memorial Trophy (runner-up Division 1). The cups are the property of the Petone Football Club Inc. 2. The entire control and management of the Tournament shall be vested in the Petone Football Club except for judicial action arising from cautions/ dismissals received by players during the matches. 3. The preliminary rounds shall be played on a championship basis with three points for a win and one point for a draw. 4. Group winners and runners-up will progress to the Knockout rounds e.g. quarter finals (this may vary depending on the number of entries). In both divisions, criteria for placings will be firstly; points, then goal difference, then goals for, then the winner of the round robin game between the two sides. 5. Duration of Matches: a. Group Games and Friendlies: Three 30 minute thirds shall be played with two x 7 minute breaks between thirds. Normal 45 minute halves can be played if agreed between the referee and the two teams before the start of the match. b. Knockout Games: Two equal halves of 45 minutes shall be played with a 15-minute halftime break. The duration of play and the taking of penalty kicks at the completion of extra time shall follow FIFA rules (as applied to the Chatham Cup Competition) except that there will be no extra time played. In all games (including the finals), if there is a draw at the end of normal time, teams will go into a penalty shoot-out.

Rules for Artificial Turf Please note the guidelines once again and make sure your players and spectators know these: NO SMOKING, ALCOHOL or DOGS NO FOOD or DRINK (only bottled water) ALL RUBBISH, including tape, MUST BE REMOVED AFTER EACH GAME 6. Substitutes: a. Group Games and Friendlies: Teams are allowed to use up to seven rolling substitutes during a game. All endeavours should be made to make substitutions during the two x 7 minute breaks where possible to limit the amount of stoppages. b. Knockout Games: Teams are allowed to use up to five substitutes during a game (not rolling). 7. Player Eligibility: a. Guest players may participate on the condition that they play only with the written consent of the Club with which they are registered with in COMET, such consent to be on that clubs’ letterhead or in an email from that clubs’ official contact and made available to the Tournament Organiser on request. b. No player may play for more than one club during the Tournament unless special approval is granted by the Tournament Organiser upon request. c. Up to four players in total can be re-graded down from any one team per match (only applies to the movement of players down a division). 8. In the event of a clash of colours, the second named team in the draw shall be the “away” team and shall be required to change. 9. ISPS Handa Premiership players can participate in the Tournament for their last registered Club providing they are released to do so by the Premiership coach.

Disciplinary Action 1) A player receiving three yellow cards will be suspended for the next Tournament match, including the final. 2) A player who is sent off will be suspended as ruled by the Tournament Judicial Committee. New Zealand Football Regulation 7 – Penalties for misconduct by players – shall apply in this case. The Tournament Judicial Committee will include the Capital Football Federation General Manager. Clubs will be advised of any suspensions and cautions. Suspensions and/or cautions imposed shall be confined to the Hilton-Petone Tournament and NOT carry over into the season proper.
