SPEECH/05/119 José Manuel BARROSO President of the European Commission Austria and Europe: past success and future perspective 10th anniversary of Austria’s accession to the EU Vienna, 25 February 2005 Dear Chancellor Schüssel, Dear Foreign Minister Plassnik, Dear Chancellor Vranitzky, Dear President Lipponen, Dear Chancellor Kohl, Dear President Sigmund, Dear Commissioner Ferrero-Waldner, Excellencies, Ladies and Gentlemen, And, may I say, dear friends, 1) I am delighted to be here with you today: On a day which celebrates a historical decision for Austria and for Europe; At a time when Europe is facing major challenges which call for a European renewal. 2) The celebration of historical landmarks sometimes carries the risk of complacency: the risk of looking back at what has been achieved, and of sitting back self-satisfied about the past record. This ignores the fact that nothing we have achieved can be taken for granted. As Oliver Wendell Holmes reminds us, “the great thing in this world is not so much where we stand, as in what direction we are moving - we must sail sometimes with the wind and sometimes against it - but we must sail, and not drift, nor lie at anchor”. 3) I therefore welcome Austria’s decision to have a “Jubiläumsjahr” and to see it as a year of reflection on the past and on the future rather than as a simple year of remembrance. By taking stock of the past, we should consider our future. This is why I will not limit my speech to celebrate the past 10 years of Austria’s membership in the EU, but also look at what he have to face in the years to come. -

Who is Who in Impeding Climate Protection Links between politics and the energy industry The short route to climate collapse The UK meteorological offi ce forecast at the very beginning of the year that 2007 would be the warmest year since weather records began being made. The scientists there estimated that the global average temperature would be 0.54 degrees above the 14 degree average experienced over many years. The record so far, an average of 14.52 degrees, is held by 1998. 2005, which was similarly warm, went into the meteorologists’ record books on reaching an average of 14.65 degrees in the northern hemisphere. Findings made by the German meteorological service also confi rm the atmosphere to be warming. Shortly before the beginning of 2007 the service reported that the year 2006 had been one of the warmest years since weather records began being made in 1901, and the month of July had been the hottest ever since then. An average of 9.5 degrees was 1.3 degrees Celsius above the long-term average of 8.2 degrees. International climate experts are agreed that the global rise in temperature must stay below two degrees Celsius if the effects of climate change are to remain controllable. But the time corridor for the effective reduction of greenhouse gases damaging to the climate is getting narrower and narrower. In the last century already the Earth’s average temperature rose by 0.8 degrees. The experts in the UN Intergovernmental Panel on Climate Change anticipate a further rise of up to 6.4 degrees by 2100. -

While a scandal usually has negative consequences for the ones being accused of a transgression, political opponents and even media outlets may benefit. Anecdotal evidence suggests that certain scandals could be orchestrated, especially if they are reported right before an election. This study examines the timing of news coverage of political scandals relative to the national election cycle in Germany. Using data from electronic newspaper archives, we document a positive and highly significant relationship between coverage of government scandals and the election cycle. On average, one additional month closer to an election increases the amount of scandal coverage by 1.3%, which is equivalent to an 62% difference in coverage between the first and the last month of a four- year cycle. We provide suggestive evidence that this pattern can be explained by political motives of the actors involved in the production of scandal, rather than business motives by the newspapers. -

The Finnish mobile phone giant said on Tuesday it plans to close the factory in Bochum in the Ruhr industrial heartland and shift production to Romania where labour costs are lower. The closure will result in 2,300 job losses. Finance Minister Peer Steinbrueck, from the left wing party in Chancellor Angela Merkel's governing coalition, attacked what he called Nokia's "caravan capitalism." Kurt Beck, head of the Social Democrats (SPD) party, has banned Nokias from his home, while Merkel has said consumers had a right to favour appliances "made in Germany." "As far as I am concerned there will be no Nokia mobile phone in my house," Beck told the Bild am Sonntag newspaper. "For me, and this is doubtless the case with many other Germans, the name of Nokia has not sounded good for the past week. I don't want to be reminded of the incredible source of anger every time I am on the phone." Horst Seehofer, consumer protection minister and a member of Merkel's conservative Christian Democratic Union (CDU), has hinted that he might ban Nokia phones in his ministry. And Peter Struck, head of the SPD in parliament, said on Friday that he has returned his Nokia N-95. -
