MISSION

QUALITATIVE TRANSPORT INFRASTRUCTURE READY TO SUPPORT ECONOMIC NEEDS OF MONTENEGRO, AIMING TO ENCOURAGE ITS ECONOMIC DEVELOPMENT AND MANAGEMENT, RESPECTING ECONOMIC PRINCIPLES, ATTRACTING PRIVATE CAPITAL IN TRANSPORT AND BETTER FUNCTIONAL CONNECTIVITY OF TRANSPORT INFRASTRUCTURE WITH ITS USERS FACTORS WHICH DETERMINE MONTENEGRO TRANSPORT DEVELOPMENT STRATEGY

 PROCESS OF INTEGRATION WITH THE EU AND ACCESSION INTO WORLD TRADE ORGANISATION  ACHIEVEMENT OF POLITICAL STABILITY IN THE REGION  COMPLEMENTARINESS WITH TRANSPORT POLICIES OF NEIGHBOURING COUNTRIES AND PARTICULARLY WITH THE EU STATES  FULL INTEGRATION INTO SEETO CORE NETWORK  INTEGRATION INTO TRANS EUROPEAN TRANSPORT NETWORK (TEN-T)  PRESENCE AND COOPERATION WITH INTERNATIONAL FINANCIAL INSTITUTION  UPGRADING EXISTING INFRASTRUCTURE  BAR - BOLJARE (BORDER WITH ) MOTORWAY  RECONSTRUCTION OF RAILWAY LINE BAR-BORDER WITH SERBIA  CONSTRUTION OF COASTAL BYPASSES  REVITALIZATION OF THE MONTENEGRIN MARITIME FLEET  ADRIATIC-IONIAN MOTORWAY  SEETO COMPREHENSIVE NETWORK ROUTE 4  LINKING THE ADRIATIC COAST AT BAR VIA THE CAPITAL PODGORICA TO THE SERBIAN BORDER AT BOLJARE.  PLANNED TO CONNECT MONTENEGRO WITH REPUBLIC OF SERBIA THROUGH POZEGA – AND FURTHER LINK ON TEN-T CORRIDOR X, AND HENCE TO ROMANIA AND CENTRAL .  IT WOULD ALSO CONNECT WITH ROUTES TO THE REGIONAL CAPITAL CITIES OF IN , IN AND IN MACEDONIA THEREFORE BAR-BOLJARE MOTORWAY HAS A CLEAR STRATEGIC ROLE TO PLAY IN THE REGION.  MOTORWAY CORRIDOR: BAR – DJURMANI – TUNNEL SOZINA – VIRPAZAR – TANKI RT- (PODGORICA) – (PODGORICA) – SMOKOVAC (PODGORICA) – BRATONOZICI – VERUSA – MATESEVO – – BOLJARE  APPROXIMATE LENGTH 170 KM  42 TUNNELS AND 101 BRIDGES, VIADUCTS (OVER 30% OF ALIGNMENT UNDER STRUCTURES)  PART OF CORRIDOR- TUNNEL SOZINA WITH ACCESS ROADS, APPROX. LENGTH 11 KM; TRANSPORT CHAIN  PORT OF BAR  BAR-BELGADE RAILWAY  BAR-BELGRADE MOTORWAY  SEETO COMPREHENSIVE ROUTE 4  REGULAR MAINTENANCE OF INFRASTRUCTURE AND TRAFFIC REGULATION €10MIL PER YEAR (BUDGET)  REHABILITATION OF BAR-VRBNICA LINE FIRST-STAGE -COMPLETED (2003-2007) (LOAN FROM EIB, IN AMOUNT OF 15 MIL EUR)  SECOND-STAGE – IN PROCESS (2007-2012) (LOAN FROM EBRD, EIB AND OTHER SOURCES IN AMOUNT OF 68 MIL EUR)  IPA 2007, 2009, 2010 IN AMOUNT OF 11 MIL EUR FOR MAJOR REHABILITATION OF A PART RAIL LINE  REPAIR AND ELECTRIFICATION OF PODGORICA-NIKSIC LINE (LOAN OF THE CZECH EXPORT BANK, IN AMOUNT OF 59,5 MIL EUR ) CONSTRUCTION OF COASTAL BYPASSES

 BAR BYPASS-CONNECTION TO BAR-BOLJARE MOTORWAY;  BUVA BYPASS-OVER 30.000 CARS DAILY DURING SUMMER SEASON;  KOTOR BYPASS-INTERESTED IFIs-EIB  TIVAT BYPASS-PART OF COASTAL EXPRESSWAY  BYPASS-PART OF COASTAL EXPRESSWAY  JSC “CRNOGORSKA PLOVIDBA" KOTOR IN LATE 2009 HAS CONTRACTED TWO SHIPS/ VESSELS FOR THE TRANSPORTATION OF BULK CARGO THROUGH COMPANY POLY TECHNOLOGIES INC. FROM CHINA, IN THE SHANGHAI SHIPYARD CO. LTD., CHINA;  SHIPS ARE DESIGNED BY BESTWAY - SHANGHAI COMPANY IN ACCORDANCE WITH ALL INTERNATIONAL STANDARDS;  SHIPS ARE "HANDY" BULK CARRIER, CARRYING 35,000 TONS, LENGTH 179.90 M, 28.40 M WIDE, WITH 5 WAREHOUSES, 4 COMMERCIAL DEVICES/ PLATFORMS, EACH OF 30 TONS, MAIN ENGINE MAN B & W 6S42MC (MARK 7) 6480 KW OF POWER, AND 3 AUXILIARY ENGINES OF THE 465 KW POWER;  EXIM BANK OF CHINA HAS GRANTED A LOAN TO MONTENEGRO GOVERNENT;  FIRST SHIP "KOTOR" IS UNDER OPERATION FROM JANUARY 2012, WHILE PLACING OTHER SHIP "DVADESTPRVI MAJ" UNDER OPERATION IS EXPECTED TO BE FROM JUNE 2012;  MONTENEGRO OBTAINED IN MAY 2011 AN OBSERVER STATUS IN THE MEMORANDUM OF PORT STATE CONTROL, WHICH LASTS THREE YEARS.  ADRIATIC-IONIAN TRANSPORT CORRIDOR CONNECT 7 COUNTRIES OF ADRIATIC- IONIAN INITIATIVE FROM () OVER SLOVENIA, CROATIA,BOSNIA AND HERZEGOVINA, MONTENEGRO, ALBANIA TO KALAMETE (GREECE) AND  REPRESENT SHORTEST LONGITUDINAL CONNECTION OF MONTENEGRO TO EU  THIS CORRIDOR INCLUDE MULTIMODAL TRANSPORT - ROAD, RAIL, SEA AND AIR  ADRIATIC-IONIAN TRANSPORT CORRIDOR THROUGH MONTENEGRO SHOULD STARTS WITH BORDER OF BOSNIA AND HERZEGOVINA, OVER THE CITY OF PODGORICA AND ENDS AT THE BORDER WITH REPUBLIC OF ALBANIA. THE LENGTH OF THIS LINK IS ABOUT 100 KM. THIS LINK SHOULD BE CONSISTED OF A COMPLETELY NEW MOTORWAY TO BE BUILT IN THE FUTURE.  THE BAR-BOLJARE AND ADRIATIC-IONIAN MOTORWAY HAVE COMMON ROUTE IN ZONE OF PODGORICA (MAREZA – SMOKOVAC), IN THE LENGTH OF AROUND 10 KM.  ADRIATIC – IONIAN MOTORWAY IS PLANNED AS TWO SEPARATE CARRIAGE WAYS WITH TWO TRAFFIC LANES EACH AND APPROPRIATE STOP LANES. TENTATIVE PROJECT SPEED IS 100 KM/H. ON CERTAIN SECTIONS WITH DIFFICULT RELIEF CONDITIONS IT WOULD BE NECESSARY TO ANALYSE POSSIBLE ADVANTAGES OF A PHASED CONSTRUCTION OR REALIZATION OF ANOTHER KIND OF SAVINGS, SUBJECT TO APPROVAL BY THE GOM. IN ANALYSING THE DESIGN OPTIONS OF THE HIGHWAY ROUTE, THE EUROPEAN STANDARDS SHOULD BE APPLIED. CROATIA AND ADRIATIC-IONIAN MOTORWAYS CORRIDOR COUNTRIES IN EUROPEAN LAND AND MARITIME CORRIDORS  SEPARATION THE INFRASTRUCTURE FROM OPERATIONS IN PORT OF BAR AND RAILWAY COMPANY;  PRIVATIZATION OF OPERATIONAL RAILWAY AND PORT ACTIVITIES;  CONCESSION ARRANGEMENTS FOR RAILWAY STATIONS;  FULL IMPLEMENTATION OF THE PORT LANDLOARD MODEL;  PREPARATION OF THE STRATEGY FOR RESTRUCTURING AND PRIVATIZATION OF NATIONAL AIRLINES COMPANY AND AIRPORTS OF MONTENEGRO TRANSPORT INTERNATIONAL ORGANIZATIONS

 CONTINUATION OF UPGRADING, RECONSTRUCTION AND CONSTRUCTION OF SEETO COMPREHENSIVE NETWORK INFRASTRUCTURE;  CONTINUATION OF RESTRUCTURING AND PRIVATIZATION PROCESS;  SUPPORT ENDORSMENT OF THE TREATY ESTABLISHING THE TRANSPORT COMMUNITY BETWEEN EU AND SEE;  LIBERALIZATION OF TRANSPORT MARKETS TO INTERNAL, REGIONAL AND EUROPEAN LEVEL.
