Berwick Bassett and Winterbourne Monkton Parish Council Minutes of the meeting of the council held at Winterbourne Monkton Church on Wednesday 9th September 2015 at 7.30pm. Present: Cllr Bill Buxton (chair), Cllr Nick Burnet, Cllr Stephen Fulford, Cllr Tony Iles, Cllr Jill Petchey Mrs Janice Pattison (clerk) Mr Tim Pearce 1. Apologies for absence Cllr Lyn Bennett-Nutt 2. Declaration of Interests None of the councillors had interests in the items on the agenda 3. Questions from the public There were no questions from members of the public present 4. Minutes of meetings of 8th July 2015 and 14th August 2015 The minutes of the both meetings were accepted as a true reflection of the meeting 5. Matters Arising from meeting of 14th August 2015 The clerk had contacted Aster Housing regarding the availability of garage occupancy at the Beeches. Aster Housing will investigate 6. Reports a. Finance The clerk reported that no cheques have been presented since the last meeting The current spend is below budget. Current account balance is £2612.43 savings is £836 Planned spending for the remainder of the year is approximately £1000 The anticipated ‘savings’ (income over expenditure) this year is anticipated to be approximately £300 An invoice for church rental year to date was presented b. Planning 15/0080/ENF Christmas House, Winterbourne Monkton 15/00112/ENF New Inn, Winterbourne Monkton There has been no action yet on these issues. It was reported that there were people living in The New Inn. Cllr Buxton will follow up both enforcement issues to determine what if any progress had been made. Action Cllr Buxton There were no new planning applications c. Footpaths Cllr Iles has cut the footpath between Winterbourne Monkton and Berwick Bassett e. Roads Wiltshire Council had invited Parish Council to request delivery of a tonne of road salt available in 25kg bags. It was agreed to request this. Cllr Iles agreed that it could be delivered to Tonic Construction and then distributed to points around the village near road junctions at which there was no grit bin. f. Broadband Mr Pearce told the meeting that he had been notified by Plusnet, his broadband provider, that his broadband was under powered. They have improved the line and he now receives significantly better speeds. He offered to survey residents of the villages in an attempt to determine whether there is significant variation in speeds across the villages and between suppliers. Mr Pearce will submit his preferred test to the clerk who will circulate it via the Parish Council email list . Action Clerk Other Reports g. Avebury World Heritage Site There has not been a meeting of the World Heritage Site since last Council meeting h. Marlborough Area Board Cllr Iles will continue to attend meetings and report as relevant. There is a meeting on September 10th j. Police Cllr Petchey will enquire whether the face identification chart for the local police can be updated to reflect the recent changes in personnel 7. Update on proposed Parish Projects Councillors agreed to further investigate the possibility of having public defibrillators in the villages. This would cost approximately £1,000 per village although part funding may be obtainable from Marlborough Area Board. Broad Hinton have recently purchased a defibrillator in a similar manner. Cllr Iles will discus with Cllr Horton from Broad Hinton and Winterbourne Bassett Parish Councl. Cllr Petchey will research appropriate machines and training. In the meantime Mr Dellar has offered to make his telephone number available to local residents. He has a defibrillator in his role as First Responder. Residents must first dial 999 to validate Mr Dellar’s attendance as First Responder but this method would permit local residents to contact Mr Dellar outside his usual hours. Councillors had investigated previously the cost of installing speed monitoring devices. It was agreed not to pursue this unless there was great public demand. Other projects such as Access to Public Footpaths (Kissing Gates) and Cycleway to Avebury need much further investigation and settlement of issues regarding accesses at Winterbourne Lodge and Christmas House. Transparency Code for Smaller Authorities A new legal obligation placed on small councils will require the public presentation of documents such as minutes (including draft minutes) and all finance statements, information about local councillors including photographs for identification . The anticipated medium for this would be a Parish Council website. To this end there is a fund available for those Parishes without a website. This will fund a basic computer with scanner/printer and the startup costs of website design and initial information filling. An application can be placed to Wiltshire Association of Local Councils. It was agreed to apply for maximum funding. There are a number of deadlines for application the first of which is 16th October. A Local Council website template may be the most suitable as funding can be found for initial cost. Again Broad Hinton and Winterbourne Bassett Parish Council have undertaken this exercise recently. Cllr Iles will discuss with Cllr Horton. 9. Highway and Bourne Riparian Responsibilities The riparian maps have still not been received from Wiltshire Council. The clerk had produced a list of the names of Bourne Riparian landowners for discussion to which Mr Young was added to the opposite bank to Winterbourne House. Tony Iles will prepare and distribute maps he has so the riparian property boundaries can be mapped. Action Cllr Iles A similar exercise will be undertaken with road riparian landowners 10. Preparation for Winter Weather In addition to the road salt, the Parish Council had applied for more sandbags. Existing sandbags are at Winterbourne Monkton Church, 191 Winterbourne Monkton and Home Farm Berwick Bassett 11. North Wessex Downs AONB Community and Parish Representation The North Wessex Downs AONB has requested a Community and Parish Representative to sit on their committee. None of the councillors was available to take this on. It was agreed to ask members of the community 12. Confirmation of items for Press Release It was agreed to send a Parish email containing Mr Dellars telephone number and details of access and also with the details of how to participate in Mr Pearce’s broadband survey. These specific details would not be published in the Upper Kennet News although an invitation to join the Parish Council email list would included. It was noted that only 35 households are currently on the email list. All residents on the electoral roll had originally been contacted directly by individual letter. Cllr Burnet agreed to check all households in Berwick Bassett again and Cllr Iles and Cllr Fulford in Winterbourne Monkton.
