Great news - from 30 July you’ll be able to recycle even more!

From 30 July you can recycle:

• Plastic pots, tubs and trays • Drink and food cartons In addition to plastic bottles and cardboard, you will be able to put yoghurt pots, plastic trays, margarine tubs, ice cream tubs and juice cartons in your blue lidded bin.

Please rinse and squash your recycling where possible.

What happens to my recycling once it is collected?

Materials are sent to a sorting facility where they are separated to maximise their value. If you put the wrong materials in your bin someone has to remove them by hand. The separated materials are processed and made in to new products.

Christmas is Coming!

Sorry to remind you all of this whilst you are sitting enjoying the wonderful summer weather. However, I need to plan ahead for our Christmas music.

There may be some of you out there who like to sing and wonder about joining a choir. You may or may not be able to read music but you can learn a lot quite quickly.

If you already are a singer, well and good and you will be very welcome, but we welcome anyone, men or women, who can hold a tune and enjoys learning new Christmas music as well as singing old favourite carols.

We will be practising for Christmas from October 8th and if you would like to join us in our practices in Church on Mondays at 7.30pm until 8.30pm you would be very welcome. We will be practising our normal service music as well and you will be welcome to join in and learn a lot from that too.

Broad Hinton Tennis Tournament 2018

Yes, it is that time of year again! This year’s Tennis Tournament will take place on Sunday, August 26th (on the Bank Holiday weekend), and it will be a slightly different format in that it will probably take place on just the one court, Marlborough Lodge. The Moakses, reasonably enough, feel that they deserve a break after 14 years, but the Tennis Tournament will definitely happen. This is possible because I’ve secured the help of the Famous Fieldsend family, renowned tennis players and well-known for their general ability to get things sorted.

We haven’t yet finalised the format, but it is possible that we may need to limit the quantity of players, perhaps to 20. So if you want to play, please get back to me as soon as possible and put your name on the list. As usual, we will sort everyone into mixed pairs (where each pair is of roughly equal ability to every other pair), so it should be a good day all round.

There will be the usual bar all day, plus bacon butties for breakfast, tasty lunch and cream teas in the afternoon. Doors open at 10.00am, and play will start prompt at 10.30. The finals happen when they happen, frankly.

We’d be very grateful for volunteer helpers, as well, and we shall be looking for assistance on the catering and bar side in particular! So anyone who fancies serving drinks for an hour or so will be most welcome – again, please let me know as soon as possible.

Anyone who wants to practice is welcome to do so on the Marlborough Lodge court; usual arrangements, £10 a year for “membership”, £15 for family “membership”, plus £2 a head each time you play. Players in the Tournament will each need to pay £10, and players between 14 and 18 £6 each. If you want to play, or very kindly to help with the day, please get in touch either by email ([email protected]) or ring on 731050.

Councillors Present: Present : Alex LaRoche (AL) (Chairman) Wendy Law (WL) (Clerk) Candace Gaisford (CG) Jim Gunter (JG) Apologies: Zoe Cooper (ZC) Howard Witt (HW Adrian Smith (AS)(Vice Chair) Action 1. Introduction, Quorum & Declaration of Interests Owner Zoe Cooper had given her Apologies pre-meeting and this was noted. AL Adrian Smith has given his apologies. The Meeting was declared quorate. No declaration of interests were declared. Alex confirmed that Gill McFarlane has resigned. 2. Minutes of the Parish Meeting held on Monday 14th May 2018. The Minutes were agreed by those Councillors present and were signed by Alex AL LaRoche. 3. Matters Arising Footpaths: Jim Gunter explained about the condition of the wooden railings on a small bridge in Winterbourne Bassett at the end of a footpath in the Village which was in need of repair. Howard Witt agreed to contact the Footpaths Officer HW to ask them to undertake the repairs. Jim also confirmed that where footpaths are overgrown it is the responsibility of the landowner to keep the footpaths clear. Dog fouling: Councillors discussed the problem in the Villages of residents allowing their dogs to foul the footpaths and areas of the Villages and not picking it up. The PC agreed to look at our available signage and communication about the issue and continue to encourage dog owners to “bag and bin” it, preferably taking their dog faeces home to dispose of. A request had been received about installing CCTV cameras. This may have to be considered if the problem persists. The Councillors would like to remind resident dog owners to please pick up their own dog faeces and bin them responsibly. Reports 4. Finance Update Key points that arose are covered in items that follow: Treasurer’s Account Balance as at 22nd June 2018: £1,054.96 Business Bank Balance as at 22nd June 2018 : £12,965.96 PC Accounts Balance as at 22nd June 2018 : £14,022.12 Payments over £100 paid since May 2018 meeting:- Clerk’s May Salary 2018 & Tax £250 Clerk’s June Salary 2018 & Tax £250 Payment to Steve Windell for refurbishment and repair of BH Road Sign £200 The Clerk is retaining £1,000 in the Accounts to allow for the renewal of the Defibrillator. Councillors noted the financial position of the Parish Council. They also wanted to be prepared for Precept planning by keeping a close eye on the balance on the account, at future meetings. 5. Planning Alex La Roche detailed the current and ongoing Planning applications. AL 18/03552/LBC - Marlborough House, Broad Hinton. Minor internal alteration to facilitate en-suite bathrooms. No objection. Still awaiting Wilts decision.

18/05300/FUL - The Schuss, 3 Fortunes Field, Broad Hinton. Single storey rear extension and side extension above garage. No objection. Awaiting Wilts decision.

Lanes Cottage, Winterbourne Bassett. Concerns were raised about the height of the front wall of the property. Wilts issued a Case ref. No.18/00113/ENF and have replied stating that the wall is within planning law.

1 Rickyard Cottages. Broad Hinton. Concerns were raised with reference to the use of colours on windows and doors which are alleged to be in contravention of the original planning conditions in a Conservation area. Wilts issued a Case ref. No. 18/00371/ENF and replied that they informed the owners that planning permission had been given for replacement of the windows. PC have gone back to Wilts stating that the concerns were raised with reference to the use of colours on windows and doors which are alleged to be in contravention of contract in a Conservation area not whether they have planning permission for replacement. The colour is specified in a Conservation area, in the original planning permission granted when the housing was built. We await their reply.

Councillors noted the Planning position of the Parish Council. 6. Highways & Maintenance A4361 Rumble strips: At the recent CATG meeting Wiltshire Highways suggested yellow stripes be added at a point 120m north of old rumble strips as Speed Indicator Devices are not permitted on 50mph roads. JG will contact Jane Davies to find out whether Highways have amended the re-surfacing contract to JG incorporate these stripes. Uffcott: it was agreed that all the problems concerning the road from Salthrop into Uffcott – narrow road, heavy lorries, speed, tight corner, BT poles, road signs – should all be approached as a single issue to seek resolution. In the meantime Wiltshire have agreed to place a new larger chevron sign on the sharp bend. AL BT Poles: BT are awaiting a reply from Wiltshire Planning Dept. This will be chased. Howard Witt will ask George Horton if he had any results from contacting Earthline. HW A 30 Mile speed limit cannot be proceeded with due to legality of highway regulations. JG The PC agreed to the suggested getting Uffcott residents together to discuss the issues and ask them what their views and suggestions are. Chevron signs - have agreed to include these in the schedule work they are doing later this month.

Yew Tree Lane has been patched. The Councillors appreciated the efforts of Wiltshire Council to resolve the issues that have been raised on road maintenance.

Road Signs – refurbishment the wooden black and white ones the PC can deal with and these are ongoing. The PC cannot be responsible for the main highways.

The Well: This has kindly been refurbished by local resident Martin Heal and paid for by Wiltshire Council.

A4361 visibility: Concerns were raised about the verges and the Parish Council needs to agree a schedule moving forward, for Russell Windell to do the general village maintenance.

Road Closure: The A4361 will be closed on WEDNESDAY 11th JULY TO FRIDAY 13th JULY 2018 for scheduled roadworks and the Clerk will arrange for the usual public notification of this closure. (Post meeting update: this work has been postponed and is now scheduled for Wednesday 1st to Friday 3rd August 2018.) WL

7. Emergency Planning Wiltshire Council have said that the recent flood was one in 50 year event. Jim Gunter explained Wiltshire’s interpretation of the legal responsibility of residents and landowners whose property adjoins drainage ditches, using a visual presentation provided by Wiltshire.

Alex LaRoche suggested that we let the landowners know what their drainage AL responsibilities are and check each year that the clearance has been done. Wiltshire Council will clean the drains but not the ditches, which they deem not to be part of the highway.

Ditches and soak-aways - it was agreed that JG will obtain Wiltshire Council’s Section 19 report which it is producing and will try and find out joint ownership in the Villages JG

There was a brief discussion around Thames Water’s response to the Parishes’ enquiry about surface water drainage and Villagers claiming rebates on their water JG/WL rates. (See separate publication). Additional Items 8. Councillor Vacancies There are now 3 Casual Vacancies. The Clerk has informed Electoral Services and AL posted their vacancy notices on the villages’ boards and the Website. Electoral Services have confirmed that the PC can now co-opt 2 and we are awaiting confirmation from Electoral services for the 3rd. The Chair will approach residents who have expressed an interest in the Casual Vacancies. The Parish Council is happy to hear from any resident of Broad Hinton, Uffcott and Winterbourne Bassett who may be interested in becoming a Parish Councillor.

9 Review Councillor Responsibilities Candace Gaisford will be responsible in the interim for Footpaths. CG Zoe Cooper will continue with Emergency Planning until we can recruit new ZC Councillors. 10 Allotments Management & Accounts Jim Gunter provided a very detailed report on the current situation regarding JG management and accounting for the Allotments. There followed an extensive discussion around suggestions for how the Allotments and any possible future changes to tenancy agreements and a simplified accounting process.

Ownership of the allotments plot – the Parish Council could look at the potential of ALL buying a plot of land but the PC would need to determine that it was suitable for Allotments.

JG explained about the legislation around allotments size. The PC should look at JG the boundary and condition of Allotments as it’s the responsibility of the Parish Council. Jim Gunter on behalf of the Parish Council, will have discussion with the landowner about the payment of the annual rent for the Allotments.

The Chairman will contact St. Peter ad Vincula Church, Broad Hinton to enquire AL about their intentions with respect to future land requirements for the Churchyard and burial site in relation to the Allotment site.

Howard Witt felt we should insist that there should be a minimum of 2 quotes for any potential Allotment purchases of £50 or more. The quotes should be provided to JG for any Allotment expenses incurred before payment, to show transparency and responsible finance provision.

Public Liability Insurance was discussed. The Parish Council do have insurance to cover the public access to the Allotments but individual Allotment Holders are responsible for their own plot.

Alex La Roche thanked Jim Gunter for his extensive research and presentation of the Allotments proposal. Alex requested that he report back to the Allotments committee the suggested proposals for making the Allotments administration less onerous in future. Alex also thanked Zoe Cooper and Wendy Law for the extensive amount of time they spent clarifying 10 years of Allotment accounts.

It was agreed that £100 ex-gratia payment will be paid to the Clerk for the amount ALL of administration that has been required over the last 2 years for managing the Allotments and Allotment Accounts. This was based on the prior agreement that the allotment fund paid £50 per year to the PC for administration services and this had not been collected since 2015. This ex-gratia payment would be paid out of the Allotment fund to the Clerk. 11 Communication Strategy Postponed to the next meeting when more Councillors were present to contribute to the discussion and strategy. 12 Parish Emergency Assistance Scheme The Clerk has received the request for 2018-19 Parish Requirements. We have yet to WL arrange delivery and storage for 2017-2018; so with George Horton’s agreement, the Clerk will liaise with the Winter Provisions contact at Wiltshire Council, to duplicate last year’s order and arrange delivery of both, if possible. There was a discussion about grit bins, location and filling of them. 13 AOB Fly tipping has re-occurred in Vyse Lane – Candace Gaisford will report it. CG Howard Witt would like road calming measures for Winterbourne Bassett and Uffcott. He suggested that white gates in particular are aesthetic and may stop speeding HW through the Villages. The Clerk to advertise the imminent A4361 road closure, using Facebook and the WL Village Hall website. Paper copies will go on the noticeboards. Peter Pan will be flying in from Neverland to recruit more Lost Boys and a new mummy etc. He will be interviewing (auditioning ) anybody over the age of 10 at Broad Hinton Village Hall on Sunday, 9th September at 5pm.

Performances will take place on Friday and Saturday 25th and 26th January 2019.

Rehearsals are usually every Sunday at 4 pm-6 pm.

Volunteer Appeal Please consider volunteering at your local community shop as we are in need of people to man the tills. It is a great way of meeting people and making friends. We need volunteer shop assistants, but if you don’t want to be in the public eye there are lots of other things you could do to help such as baking, helping with deliveries, collection of supplies and so on. We don’t expect you to volunteer at the same time every week unless you want to. If you can only help occasionally we would also be grateful for this. Any help however small is gratefully received. If you think you would like to volunteer, even for an hour or two, just to help out, just call Lyn, Lynda or Holly at the shop on 01672 539200. We promise tea, biscuits and friendship.

There is an old story told me by a Rabbi friend. We were talking about the never-ending pain of violence and the silent complicity of governments and nations, and asking if it were enough simply to trust and hope that God was there and active in the messy uncertainty of 21st century life.

The story goes something like this:

It seems that long ago a wise and learned Rabbi who faced terrible times was called by God to a secret place amongst the trees and wild-watered oak groves. He was told whenever a crisis came to remember the secret place and pray a secret prayer and call on God by the secret name known only to the few. For many years the Rabbi did this. Then he died and his successor knew only the secret place and the prayer but not the secret name of God. Still the next Rabbi trusted that what he did know would be enough. And time passed and generations passed. The secret place was lost and the well watered groves slaughtered to build the railroads and factories but the secret prayer remained in memory and the Rabbi hoped it was enough when crises came.

Time and generations passed until even the secret prayer was lost.

But hope remained strong. The secret place, the secret prayer and the secret holy name of God all gone, but still in hope and trust the Rabbi and people brought their heart- scalded and heart cries to God. Without words, in all places and openly.

And here I believe is our hope. No words, no place set apart, no secret held only by a few deemed worthy. Just the coming into Presence, where we are and however we feel, with simply the intention to lift what troubles us and lean into it. In hope; in rest; in longing; in thankfulness. In sorrow; in anger; in despair; in love.

Nothing else required. May you find this to be true whenever you face trouble.
