    Notes from a Preceptor’s Handbook A Preceptor: (OED) 1440 A.D. from Latin praeceptor one who instructs, a teacher, a tutor, a mentor “A horse, a horse and they are all white” Provincial Grand Lodge of Wiltshire Provincial W Bro Michael Lee PAGDC 2017 The White Horses of Wessex Editors note: Whilst not a Masonic topic, I fell Michael Lee’s original work on the mysterious and mystical White Horses of Wiltshire (and the surrounding area) warranted publication, and rightly deserved its place in the Preceptors Handbook. I trust, after reading this short piece, you will wholeheartedly agree. Origins It seems a perfectly fair question to ask just why the Wiltshire Provincial Grand Lodge and Grand Chapter decided to select a white horse rather than say the bustard or cathedral spire or even Stonehenge as the most suitable symbol for the Wiltshire Provincial banner. Most continents, most societies can provide examples of the strange, the mysterious, that have teased and perplexed countless generations. One might include, for example, stone circles, ancient dolmens and burial chambers, ley lines, flying saucers and - today - crop circles. There is however one small area of the world that has been (and continues to be) a natural focal point for all of these examples on an almost extravagant scale. This is the region in the south west of the British Isles known as Wessex. To our list of curiosities we can add yet one more category dating from Neolithic times: those large and mysterious figures dominating our hillsides, carved in the chalk and often stretching in length or height to several hundred feet.

She queried whether, in light of there being no route proposal for the A303, the Partnership Panel statement was accurate. It was agreed to leave the minutes without amendment as they reflected the actual statement made by the WHSPP. There were no other points raised and the minutes from the July and November meetings were agreed subject to the correction of a small number of typos. 1 3.     Broad Hinton and Winterbourne Bassett Parish Council 2019 Feedback on proposed changes to Electoral Boundary Review The Electoral Commission’s original Boundary review recommendations to Parliament in Sept 2018 included our Parish (Broad Hinton & Winterbourne Bassett) in the West Selkley ward, Marlborough Area and new Devizes & East Wilts constituency. Since then it has been proposed to move us from not only our Ward, but also our Area Board and Constituency. The information set out below supports statistically and historically, why we believe we should and can remain according to the Commission’s 3 criteria. The Commission states;- In drawing up a pattern of electoral divisions, the Commission must balance it’s three statutory criteria, namely: 1. To deliver electoral equality where each county councillor represents roughly the same number of electors as others across the county. 2. That the pattern of divisions should, as far as possible, reflect the interests and identities of local communities. 3. That the electoral arrangements should provide for effective and convenient local government. Our Parish’s connection with Marlborough is substantial. Within our Parish we hold 4500 years of historic, geological, farming and community links with Marlborough.The Chalk Hackpen Hill White Horse, part of the Ridgeway Roman road to Avebury and Neolithic stones all lie within our Parish, connecting us along the Winterbournes and the waterway flows direct from Marlborough to our Parish. We are included in the Marlborough Downs. The North Wessex Downs AONB, which covers the entirety of Marlborough area, extends to our Parish and to Clyffe Pypard. Unfortunately, this substantial connection to Marlborough and not to Lyneham area doesn’t seem to hold any water with the Commission and it is perceived to be only about numbers.
