BRIEFING The evolving consequences of the coronavirus 'infodemic' How viral false coronavirus-related information affects people and societies across the world SUMMARY Massive waves of information, including extensive amounts of false information have accompanied the coronavirus pandemic. False information is being spread by a number of different actors for various reasons. Deliberately deceptive (geo-)political disinformation campaigns to undermine democracies – including the European Union (EU) – have been spread by authoritarian state actors and their proxies. Extremist groups have exploited the situation to spread their messaging. Others have propagated misleading information for financial gain. At the same time, a combination of widespread anxiety as well as increased use of social media during lockdowns in many countries have provide fertile ground for 'organic' false information and conspiracy theories by individual users who do not intentionally want to deceive anyone, but inadvertently become part of the problem by spreading and/or amplifying misleading messages. The repercussions of the 'infodemic' are still evolving, but have impacted the ability of authorities to effectively deal with the pandemic, with the infodemic is aggravating the spread of the virus itself. Different regions of the world have been challenged by a variety of types of false information and both general and region-specific narratives – many of which have impacted public health, the economy, geopolitics and societal stability. Hence it is not surprising that the propagation of Christianity often faces the challenge of “political theology”. When the Church of the East monk Aluoben reached China in 635 during the reign of Emperor Tang Taizong, he received the favorable invitation of the emperor to translate Christian sacred texts for the collections of Tang Imperial Library. This marks the beginning of Jingjiao (oY) mission in China. In historiographical sense, China has always been a political domineering society where the role of religion is subservient and secondary. A school of scholarship in Jingjiao studies holds that the fall of Jingjiao in China is the obvious result of its over-involvement in local politics. The flaw of such an assumption is the overlooking of the fact that in the Tang context, it is impossible for any religious establishments to avoid getting in touch with the Tang government. In the light of this notion, this article attempts to approach this issue from the perspective of “political theology” and argues that instead of over-involvement, it is rather the clashing of “ideologies” between the Jingjiao establishment and the ever-changing Tang court’s policies towards foreigners and religious bodies that caused the downfall of Jingjiao Christianity in China. This article will posit its argument based on the analysis of the Chinese Jingjiao canonical texts, especially the Xian Stele, and takes this as a point of departure to observe the political dynamics between Jingjiao and Tang court. -

In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences. -

Stockholm InternatIonal Peace reSearch InStItute SIPrI Policy Paper new ForeIgn PolIcy new Foreign Policy actors in china 26 actorS In chIna September 2010 The dynamic transformation of Chinese society that has paralleled linda jakobson and dean knox changes in the international environment has had a direct impact on both the making and shaping of Chinese foreign policy. To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme. -

Mizuho Economic Outlook & Analysis October 1, 2020 The Chinese economy continuing its moderate recovery The focus is on expanding domestic demand and enhancing innovation capability < Summary > ◆ The Chinese economy is recovering rapidly from the downturn because of the spread of COVID-19 infections. Behind the quick recovery are (a) an early containment of the spread of infections, (b) a rise in special demand for medical supplies and communication equipment, and (c) policy support such as infrastructure investment. ◆ Going forward, while special demand and the temporary policy effects will gradually diminish, the Chinese economy is expected to continue a moderate recovery with the support of infrastructure investment. However, there exist downside risks due to a resurgence of COVID-19 infections and a deterioration of the employment environment. ◆ With short-term economic stability on the horizon, the Chinese government has stepped up its efforts to address medium and long-term problems. In the wake of rising uncertainties in the external environment, expanding domestic demand and improving innovation capabilities have become important policy challenges. THE INTERACTION BETWEEN ETHNIC RELATIONS AND STATE POWER: A STRUCTURAL IMPEDIMENT TO THE INDUSTRIALIZATION OF CHINA, 1850-1911 by WEI LI Under the Direction of Toshi Kii ABSTRACT The case of late Qing China is of great importance to theories of economic development. This study examines the question of why China’s industrialization was slow between 1865 and 1895 as compared to contemporary Japan’s. Industrialization is measured on four dimensions: sea transport, railway, communications, and the cotton textile industry. I trace the difference between China’s and Japan’s industrialization to government leadership, which includes three aspects: direct governmental investment, government policies at the macro-level, and specific measures and actions to assist selected companies and industries.
